Foothill Blvd., Azusa, CA 91702. CLOSED SESSION Mayor Gonzales called the meeting to order at 6:30 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. Pledge of Allegiance was led by City Clerk Services Manager Annette Juarez. Invocation was led by Pastor Rick Clark, The Rising Movement Church. CLOSED SESSION REPORT City Attorney Martinez reported the following regarding Closed Session: All members were present; Item 1- Council heard an update and no reportable action was taken. Item 2 – Council heard and update, provided direction, and no reportable action was taken. CEREMONIAL 1. Presentation of Proclamation proclaiming April 13- 19, 2025 as Mosquito Awareness Week in the City of Azusa. Mayor Gonzales introduced the proclamation in recognition of Mosquito Awareness Week. 2. Presentation of a Certificate of Recognition to Zack “Attack” Padilla, on his induction into the National Boxing Hall of Fame. Director of Community Resources Miki Carpenter presented the Certificate of Recognition to Zack Padilla, highlighting Mr. Padilla’s boxing career; and announced Mr. Padilla would be inducted into the Class of 2025 National Boxing Hall of Fame. Mr. Padilla thanked everyone for their support and recognition. PUBLIC COMMENT The City Clerk advised that there were no public comments this evening. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. ‘Pet of the Month’ Presentation by Los Angeles County Animal Care & Control. Officer Arrighi – Bacci from the Los Angeles County Animal Care & Control Office introduced Fritz, a two- year old, neutered male German Shepherd mix who is at the Baldwin Park Animal Care Shelter. She provided a history of Fritz and his behavioral attributes. 2. City Clerk: Request to designate voting delegate and alternate to the Southern California Association of Governments (SCAG) General Assembly scheduled for Thursday, May 1, 2025 (Oral Report) City Clerk Cornejo stated that since Council Member Bow and the City Manager will be attending this event, the City Council nominates them as the voting delegate and alternate. Moved by Mayor Gonzales, seconded by Council Member Mendez, and carried by the following vote of the Council to appoint Council Member Bow as Voting Delegate, and the City Manager as the alternate. City Manager Gonzalez formally introduced Annette Juarez who previously worked for the city for eight years and has returned as the City Clerk Services Manager. City Manager Gonzalez invited the residents, businesses, the non-profits and the faith community to the Annual State of the City address on Wednesday, April 30, 2025, at 6:00 pm in the Azusa Auditorium. Councilmember Announcements. Mayor Pro Tem Alvarez announced he attended the Foothill Transit Executive Board Meeting where the budget was discussed and approved; and shared a belated Easter greeting and noted the passing of the Pope, asking for prayers. Council Member Avila congratulated Zack Padilla on his induction; welcomed Annette Juarez back; thanked and congratulated the Parks and Recreation Community Services Department for the Outdoor Recreation Eco- fair; and attended the Easter Egg hunt, stating it was an excellent event. Council Member Mendez congratulated Zack Padilla on his induction; announced that Parks and Recreation held three very good events and acknowledged the Easter Egg hunt, Eco-Fair, and the Camp Out event. All of which were excellent events. Council Member Bow offered her praise and acknowledgement to the Community Resources staff as well as Public Works for a fantastic job on the Fourth annual Eco-Fair; mentioned that her children enjoyed volunteering; and appreciated the layout of the fair where there were activities along each end. Mayor Gonzales complemented Parks and Recreation and the Utility Services Department for the successful events recently held; thanked staff for hosting the upcoming State of the City event. SCHEDULED ITEMS 1. APPROVAL OF FIRST CONTRACT AMENDMENT WITH THE LOS ANGELES CENTER FOR ALCOHOL AND DRUG ABUSE FOR CONTINUED OPERATION OF THE AZUSA RESOURCE CENTER City Manager Gonzalez provided a brief report advising that the City of Azusa constructed and paid for, using federal funds, the interim Housing ARC project which is housing over 25 participants; believes it has been very successful taking people off the streets who want help and try to connect them with permanent housing; asked the council to consider approving a two-year contract at 1 million per year with L.A. Cada who operates the ARC for the city; advised the council of the recommended actions noting that the City will use the allocation it will receive from Measure A funds of $278,000 out of the $5 million generated by the City. City Manager Gonzalez responded to questions from the Council regarding the grants mentioned and whether they were guaranteed. He explained that the City will continue to pursue funding through any available means to support these efforts. The Council also inquired about the number of individuals who had been placed into permanent housing through the ARC program. Gonzalez reported that eight individuals had successfully transitioned into permanent housing. A Council Member then requested that L.A. CADA provide an update on the progress they have made. Moved by Council Member Mendez, seconded by Council Member Avila, and carried by the following vote of the Council to (1) Approve the first amendment to the contract with L.A. CADA for continued operation of the Azusa Resource Center for an additional 2-year term, subject to language modifications acceptable to the City Attorney; (2) Direct staff to apply annual allocations from the Measure A Local Solutions Fund toward the cost of the contract; (3) Direct staff to continue to seek grant funding to support the ARC operations and programs; and (4) Allocate $1,049,677.94 for FY 2025-26 and $1,081,168.28 for FY 2026-27 from the General Fund, while final funding sources are identified. Resolution No. 2025-C21was adopted and entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING Yvonne Rosas Petty to the Arts, Cultural & Historic Preservation Commission for a partial term ending 9/30/2027 Resolution No. 2025-C22 was adopted and entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING Laurie Wray to the Arts, Cultural & Historic Preservation Commission for a partial term ending 9/30/2026 Resolution No. 2025-C23was adopted and entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING Angelica Ojeda to the Arts, Cultural & Historic Preservation Commission for a partial term ending 9/30/2025. The competitive bidding process under Azusa Municipal Code Section 2-521(a) Cooperative and piggyback purchasing, achieved by Sourcewell competitively solicited Cooperative Purchasing Master Agreement #091024 was waived; and the purchase of two (2) Polaris Rangers for a total of $100,648.86 was approved; and the City Manager was authorized to execute all necessary documents in a form acceptable to the City Attorney to complete the purchase. The Agreement between the City of Azusa and the County of Los Angeles Department of Public Works to provide paratransit services to disabled and elderly persons who reside in the County unincorporated areas bordering Azusa was approved; and the City Manager was authorized to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to non-substantive changes made by City Manager and City Attorney. Purchasing Procedure pursuant to Azusa Municipal Code section 2-539 Waiving of Purchasing Procedure, was waived; and the three-year Professional Services Agreement with Wells Fargo Bank, with the option of two one-year extensions was approved; and the City Manager was authorized to enter into up to two one- year contract extensions with Wells Fargo Bank as long as there is no overall fee per transaction increases.
