This budget included the City’s Capital Outlay and Public Works’ proposed equipment purchases. The Public Works Street Maintenance Division maintains city streets, sidewalks, and public right of ways. The backhoe loader is a highly utilized and versatile piece of equipment within the City’s fleet. The equipment will be used regularly for small project construction, clean up, and assisting in various operations. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)In accordance with Azusa Municipal Code Sec. 2-521. – Cooperative, piggyback and multiple awarded bid purchasing with other agencies, approve the purchase of a CAT 420 Backhoe Loader and attachments in the amount not to exceed $111,718.81 from QUINN; and 2)Waive the disposition of surplus property as required in Azusa Municipal Code Sec. 46-87. – Property turned over to city purchasing agent and authorize Staff to trade-in its CASE 590 backhoe loader to QUINN at a value of $65,000 to offset the cost of the CAT 420 Backhoe Loader; and 3)Authorize the City Manager to execute a purchase agreement with QUINN Equipment Company for the purchase of the CAT 420 Backhoe Loader and proposed attachments. ANALYSIS: The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process of competitive bidding by using other municipalities or through joint powers programs. QUINN was able to provide the City with a Sourcewell contract (# 011723-CAT). As a result, the city can achieve the benefits APPROVED CITY COUNCIL 8/18/2025 CAT Backhoe Loader Purchase August 18, 2025 Page 2 of a competitive bid without the additional costs and delays associated with the standard procurement process. The purchase of this vehicle will be partially funded by the trade-in of the City’s current CASE 590 backhoe loader. Due to ongoing mechanical issues and the high cost of repairs, it is no longer economically viable to maintain. The City will receive a trade-in value of $65,000. FISCAL IMPACT: Funding for the purchase of the CAT 420 Backhoe Loader was included in the FY 2025-26 approved Capital Outlay Budget in the amount of $176,095 under Sewer Fund account #34-55-655-000-7135.
