HomeMy WebLinkAboutE.10 - Staff Report - Verkada Security Camera SystemCONSENT ITEM E-10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: SEPTEMBER 15, 2025 SUBJECT: ENTER INTO A PROFESSIONAL SERVICES AGREEMENT FOR THE PURCHASE AND INSTALLATION OF A SECURITY SYSTEM FOR THE PUBLIC WORKS YARD LOCATED AT 890 N ANGELENO AVENUE AND LICENSING SERVICES FOR CITY HALL, MEMORIAL PARK, NORTH RECREATION CENTER, AND PUBLIC WORKS YARD BACKGROUND: The City’s Public Works Yard currently houses Azusa Light & Water’s Sub Station., the City’s Central Store, Park Maintenance, Street Maintenance, and Traffic Management Center. Currently the buildings utilize a standard alarm system with contact and motion sensors. Over the past year the yard has experienced several break-ins which included theft of various materials. The costliest incident was the theft of catalytic converters from several City vehicles. City Hall, Memorial Park, and the North Recreation Center currently have standard security cameras and alarm systems. These locations have had similar incidents of break-ins and vandalism which have resulted in costly repairs. Over the past year Public Works staff have met with several security vendors on proposed systems for the City Yard. Most recently staff was provided with a demonstration by Network Integration Company Partners, Inc. (NIC Partners), which provided state-of-the-art technology that is user friendly and can integrate the existing camera systems. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Waive purchasing procedures as authorized under Azusa Municipal Code Section 2-521 - Cooperative, piggyback and multiple awarded bid purchasing with other agencies.; and APPROVED CITY COUNCIL 9/15/2025 Security Camera System Purchase and Monitoring Professional Services Agreement September 15, 2025 Page 2 2) Enter into a Professional Services Agreement with NIC Partners, Inc. for the purchase of the proposed security system and licensing and monitoring services; and 3) Authorize the City Manager to execute an Agreement, in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: The City has experienced an increase in theft and vandalism across several City facilities including City Hall, Memorial Park, the North Recreation Center, and the Public Works Yard. This has resulted in costly repairs to City equipment and facilities with a small amount of those funds being recuperated. Information Technology (IT) and Public Works staff have been researching several security systems for the City’s Public Works Yard. NIC Partners has provided staff with a demonstration of their Verkada security camera system and their web-based security platform. The Verkada camera system and software provide high-resolution video and AI based technology that can assist our Police Department by monitoring these sites and detecting unscheduled activity. Their web-based platform is user-friendly and can integrate with the existing cameras at various locations. NIC Partners has provided the City with an Organization for Educational Technology (OETC) Contract (OETC-21B-Camera-Verkada) for the purchase of the security system which allows the City to achieve the benefits of a competitive bid without the additional costs and delays associated with the standard procurement process. Furthermore, NIC Partners provided a California Multiple Award Schedules (CMAS) Contract for their licensing and monitoring services which provides similar benefits. FISCAL IMPACT: The recommended actions award a contract to NIC Partners in the amount of $154,660.04 for the total base proposal. $57,868.88 from Sewer Fund (fund 34), $57,868.88 from Electric Fund (Fund 33), and $38,922.28 from General Fund Capital and Infrastructure Replacement Fund (Fund 10). Upon council approval, staff will process a budget amendment and increase the budget by $154,660.04 including $57,869 under account 34-55-665-000-7140, $57,869 under 32-40-735-930-6493, and $38,922 under 46- 55-651-000-7140.
