SUBJECT: AWARD OF CONTRACT FOR SLAUSON POOL MAINTENANCE AND REPAIR
BACKGROUND:
The James Slauson Park and Azusa Aquatics Center, located at 501 E. 5th Street, first opened its doors to
the public in 1925 and later was re-constructed in 1994. Since then, it has served as a beloved
community hub during the summer months. Program offerings include Red Cross-certified “Learn to
Swim” lessons, lap swim sessions for adults, and lifeguard, CPR/AED, and first-aid certification classes.
Daytime public swim and themed “summer night” events are popular annual features drawing in
families from across the San Gabriel Valley.
On July 21, 2025, Staff received approval to release a Request for Proposals for Maintenance and
Repair. Bids were received and evaluated based on several different criteria. This action awards a
Maintenance Services Agreement to Aquatic Technologies, Inc. DBA Aquatic Service, Inc. as well as
establishes a blanket purchase order for repairs.
RECOMMENDATIONS:
Staff recommends that City Council take the following actions:
1)Award a three-year contract with two potential one-year extensions, to Aquatic Technologies,
Inc. DBA Aquatic Service, Inc. for Slauson Pool Maintenance and Repairs; and,
2)Authorize the City Manager to execute the Maintenance Services Agreement, in a form
acceptable to the City Attorney, subject to non-substantive changes, on behalf of the City.
ANALYSIS:
The Slauson Pool has served as a valued amenity in the Azusa community for more than 100 years.
While maintenance costs have historically remained below the formal bidding threshold, the need for
consistent service and ongoing critical repairs led staff, in 2020, to secure a vendor through an informal

bidding process. With the allowable five-year contract term now concluded, an RFP for Swimming Pool
Maintenance and Repair was subsequently approved on July 21, 2025, and released.
A mandatory job walk was conducted on August 12, with five pool maintenance companies in
attendance. Of those, two firms submitted proposals prior to the bid deadline of August 26, 2025.
Proposals were evaluated on cost, capacity to perform the work, familiarity with the scope, and relevant
qualifications and certifications. The evaluation results are summarized below:

Staff is recommending awarding the contract to Aquatic Technologies, Inc. DBA Aquatic Service, Inc.,
who has been providing pool maintenance and repair services, in some fashion, for over 20 years. With
extensive experience and an impressive client list, Aquatic Service, Inc., is well qualified to provide
maintenance and repair of our pool facilities. Their service technicians who perform maintenance on the
facilities have current Los Angeles County Health Department Swimming Pool Service Technician and
Certified Pool Operator certifications, and the company is a licensed C53 contractor for major repairs.
FISCAL IMPACT:
The total annual amount of the contract is $47,056.80. Of this amount, the cost of routine pool
maintenance for the Azusa Aquatics Center is $22,056.80 annually. The stated amount is included in the
FY 2025-26 approved Aquatics budget under account 10-25-410-100-6493. $25,000.00 will be
established for miscellaneous repairs and is also included in the FY 2025-26 approved Aquatics budget
under account 10-25-410-100-6493.
