SUBJECT: APPROVE LEASE OF MODULAR OFFICE SYSTEM TO BE PLACED AT NORTH
RECREATION CENTER (NRC), MEMORIAL PARK, 340 N. ORANGE AVENUE.
BACKGROUND:
The City of Azusa Senior Center is currently closed to the public to undergo long-planned renovations,
identified by the City Council as a priority capital improvement project. As a result of this closure,
Senior Center staff and programming have been temporarily reassigned to the NRC, and other building
spaces throughout Memorial Park, with additional office and meeting space greatly needed.
The City has coordinated with Williams Scotsman, Inc., under contract number R21053 to utilize an
OMNIA cooperative buying agreement to provide modular office units that satisfy programmatic needs
and are available for lease immediately.
RECOMMENDATIONS:
Staff recommends that City Council take the following actions:
1)Waive competitive bidding as authorized under Azusa Municipal Code Section 2-521 -
Cooperative, piggyback and multiple awarded bid purchasing with other agencies., to utilize a
cooperative buying agreement with OMNIA and approve the Lease Agreement with Williams
Scotsman, Inc. for the lease and delivery of a 44’ x 36’ Modular Office Space; and
2) Authorize the City Manager to execute the Agreement with Williams Scotsman, Inc.
ANALYSIS:
The NRC, has been home to Azusa’s Youth and Family Center, as well as a location for youth sports
activities. The co-location of all of these program areas will create a scarcity of office space for
supervisory staff throughout Memorial Park buildings. These modular offices will keep supervisory
staff close to program areas and provide much needed private office and meeting space. Programming at

the NRC will be staggered, with senior services taking place in the mornings and early afternoons,
followed by youth and family services in the late afternoons and evenings. While we welcome the
opportunity to increase the utilization of Memorial Park amenities for seniors and to provide more
intergenerational programs, this arrangement has created a shortage of private office and meeting
spaces. To address this, modular units were identified that can provide the space needed and can fit into
a very defined space behind the NRC. The lease proposed is for three connected modular sections, and
will provide four offices, a meeting room, a front desk/lobby area, and two restrooms. Both the entrance
and interior are ADA compliant, ensuring accessibility for staff and the public. The modulars will
provide a functional and flexible solution for Community Resources staff.
FISCAL IMPACT:
The total cost of recurring billing charges, delivery, installation and return of the temporary modular
office buildings are estimated to be $95,757.16. This amount is available in the Memorial Park/NRC
CIP Project 10-80-000-410-7125/7125-41023B.
