MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
NOVEMBER 5, 1984 - 6:00 P.M.
The City Council of the City of Azusa met in adjourned
' regular session at the above date And time in the City
Hall Conference Room.
Mayor Moses called the meeting to order

City Attorney Thorson, City Administrator/Chief of Pol-
ice Wood, Director of Finance Craig, Community Develop-
ment/Planning Director Cunningham, Assistant to the City
Administrator Fuentes, Deputy City Clerk Lara.
Moved by Mayor Moses, seconded by Councilman Cruz and
unanimously carried by roll call to excuse Councilman
Camarena from the meeting.
COUNCILMAN CAMARENA ENTERED THE MEETING AT 6:05 P.M.
It was consensus of Council that before monies are
' expended to hire consultant and set up a landscape
maintenance district for Citrus/Gladstone area, that
Mr Fallettn be advised of approximate costs and that
he in turn advise residents of the area of the on-going
costs as well as the original outlay of funds for this
purpose.

Moved by Councilman Cruz, seconded by Councilman Camarena Mayor & Exec
and carried by roll call that the Mayor, or Mayor Pro- Dir. auth to

at Developer-'s•costs. Mayor Moses abstaining. San Francisco
It was consensus of Council that new method of preparing Agenda packt8
agenda packets (loose leaf binders) be abandoned, and that _
the City Clerk's office resume prior method of using
manila folders.
Moved by Mayor Moses, seconded by Councilman Cook and Accpt resign
unanimously carried by roll call to accept the resignation A. Anderson
of Alan Anderson.
Moved by Councilman Cook, seconded by Councilman Cruz Withdraw purch
and carried by roll call that City withdraw from agree- of 1/2 van
ment of purchasing one-half of a handicapped van for use for Citrus
by Citrus College, as the conditions as set up by Council
were not adhered to. Mayor Moses and Councilman Latta
dissenting.

THE CITY COUNCIL RECONVENED AND MET IN REGULAR SESSION AT Reg. Session
THE ABOVE DATE AT 7:30 P.M. IN THE CIVIC AUDITORIUM.
Mayor Moses called the meeting to order and led in the Call to order
salute to the Flag.
Invocation was given by Reverend Gordon Coulter of the Invocation
Foothill Free Methodist Church.

Roll Call
The City Council, as a Body, presented a Proclamation Proc to Congsm
which the City Administrator read in full, to Congress- Martinez
man Matthew "Marty" Martinez, in appreciation and grati-
tude for his many contributions and general assistance to
the City of Azusa.

The Mayor declared the Hearing open. The City Clerk read

Hearing published in the Azusa Herald on October 24, 1984.
Testimony was solicited, but none received.

unanimously carried by roll call to approve staff Program
recommendations regarding the housing rehabilitation program
as follows:
Approve the housing program as generally
outlined by Mark Briggs and Associates, Inc.
Direct the preparation of a policies and procedures
manual which implements the recommended programs.
Authorize final negotiations with Security Pacific
Bank for a lump -sum deposit, with final agreement
to be presented for Council approval.
Approve the allocation of funds as listed in memoran-
dum, on file in the Office of the City Clerk, and
authorize staff to file an amended MOU with the
Community Development Commission.

re -advertise for informal bids for surplus vehicles, in
either the San Gabriel Valley Tribune or the Los Angeles
Times, Valley Section, whichever is less expensive and
further that no minimum bid amounts be listed, Councilman
Camarena dissenting.

City Attorney investigate and report on methods to curtail
speculators from purchasing property within the City and
not developing that property, with the possibility of
preparing some type of regulatory document specifying that
building is to commence on said property after one year of
