HomeMy WebLinkAboutE.7 - Staff Report - APU Federal Work Study Programs FY 25-26CONSENT ITEM E-7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: LEILA HASSEN, CITY LIBRARIAN DATE: SEPTEMBER 15, 2025 SUBJECT: APPROVAL OF 2025-2026 OFF-CAMPUS FEDERAL WORK STUDY PROGRAM AGREEMENTS WITH AZUSA PACIFIC UNIVERSITY BACKGROUND: The Azusa City Library, through a partnership with Azusa Pacific University (APU) and the Community Advancement Program, participates in Federal Work Study programs that meet the programming needs of community members and deliver Library services to patrons of all ages. These programs are implemented through agreements with student resources. This action approves an agreement with the Azusa City Library and Azusa Pacific University for off-campus Federal Work Study job placements. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1)Approve a 25/26 agreement with Azusa Pacific University for Azusa Reads/Writes/Counts, STEM programs, and English-as-a-Second Language (ESL) tutoring for adults; and 2)Authorize the City Manager to execute the amendments, in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: The Azusa City Library partners with Azusa Pacific University (APU) to offer programs and resources that provide free after-school tutoring through Azusa/Reads/Writes/Counts, STEM-themed activities for youths through the Discovery Club, and ESL tutoring and support services for adult learners through the Library’s Grassroots ESL program. Staff from the APU Community Advancement Program will work with the City Library team and APU students to facilitate the implementation of these programs, which will include the recruitment and training of APU students employed through the Federal Work Study program. APPROVED CITY COUNCIL 9/15/2025 Approval of Agreement for Federal Work Study Programs September 15, 2025 Page 2 The Federal Work Study program supports university students by providing on-campus roles and off- campus job opportunities with community organizations and government agencies. Students receive income to help cover education expenses, which in turn helps meet the educational and career goals of the students themselves. Students gain real-world skills, resume building, and networking opportunities. All recruitments, training, placements, and supervision of tutors and interns are the responsibility of APU coordinators. City Library staff provide training in Library policies and procedures and an orientation for program tutors. In addition, City Library staff members participate in the year-end evaluation of the program and student recognition events. FISCAL IMPACT There is no fiscal impact. Tutor salaries for the Azusa Reads/Writes/Counts program are funded by APU at no cost to the City. All funds to support this program are provided through the Federal Work Study Program.
