The City Council of the City of Azusa met in,regular session at the above time and date in the Civic Auditorium. Carrigan for alleged injur- ies from a fence post at Memorial Park, occuring July 28, 1984, was denied and referred to City's Claims administrator. 18. Appointment of a consultant to perform relocation services re: Senior Citizen Center. Requests for pro- posals were solicited from 4 firms. He advised that summaries of zone changes, Ordinances for example, were cost effective whereas Ordinances with explicit procedures changes to the Municipal Code or additions of new chapters were less costly when published in full, as the burden of properly summarizing Ordinances, if lacking in some respect, could be chall- enged in a court of law. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to close the Hearing. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call to approve General Plan Amendment No. 84-7; further directing the City Attorney to prepare the necessary documents. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call to approve recommendation fthe Utilities Commission regarding consumer arbitration - 29 - 3 Calle de las Estrellas, i.e., no adjustments to be made d that billing of $417.16 for the month of October, 1984 emain as rendered. Councilman Latta advised that he has not been receiving copies of the Utilities Commission Minutes and requested that they be forwarded to him. Moved by Councilman Latta, seconded by Councilman Camarena and carried by roll call to award the contract for two fixed route buses to Specialty Vehicle Manufacturing Corporation in the amount of $76,651.00 per bus, and to waive the irreg- ularity of no corporate seal on the bid. The Mayor and City Clerk were authorized to execute the contract. AUDIENCE PARTICIPATION Moved by Councilman Cook, seconded by Councilman Latta and carried by roll call to adhere to policy of no audience participation if request card has been submitted after the Council meeting has started. Councilman Cruz dissenting. OTHER BUSINESS/CITY COUNCIL Fred by Councilman Latta, seconded by Councilman Cruz unanimously carried by roll call to endorse and ticipate with the Golden Days Committee in the prepar- ation of by-laws for that organization. Moved by Councilman Latta, seconded by Councilman Cruz and unanimously carried by roll call that staff be directed to communicate with the Local Agency Formation Commission, requesting that Citrus College annexation to the City of Glendora's Hearing be re -opened on the basis that all the facts were not properly presented. It was consensus of Council that weekly staff reports to Council be improved disclosing more pertinent information rather than items that are obvious in nature to each department; further that the Personnel Department reduce their reports to an 8 x 11 1/2 size sheet of paper rather than the legal paper now being utilized. It was consensus of Council that staff investigate raised sidewalks in the vicinity of White's Funeral Home and correct problems. It was consensus of Council that street sweeping schedule d maps be forwarded to Council at the next regular meeting. uh ncilman Cook requested Council members to review contract the Chamber of Commerce for their input; deleting or adding amendments that they felt were pertinent and to return comments to him as soon as possible. Director of Community Services apprised Council that the Recreation Division had received the prestigious "Golden Shield" Award for outstanding service and continued support from the Southern California Municipal Athletic Federation.
