The City Council of the City of Azusa met in regular session at the above time and date in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute Call to order to the Flag. Invocation was given by Reverend Robert Flagg of the First Invocation Presbyterian Church. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: COOK, CAMARENA, MOSES ABSENT COUNCILMEMBERS: CRUZ, LATTA Cruz & Latta absent Moved by Mayor Moses, seconded by Councilman Cook and Cruz & Latta unanimously carried by roll call* to excuse Councilmen excsd frm mtg Cruz and Latta from the meeting. ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, Director of Finance Craig, Assistant to the City Administrator Fuentes, Personnel Officer Filer, Utility Director Hsu, Director of Community Services Guarrera, City Clerk Solis, Deputy City Clerk Lara. CEREMONIAL The Mayor introduced Assistant Fire Chief Glenn Cutler to 4 Intro Asst.Fire the Council and the audience. Chief Cutler The Mayor announced that a fund raising dinner for the Fund raiser 4 x 4 truck for the Police Department would be held at 4x4 truck fr PD Le Papillon Supper Club in Monrovia, on February 18, 1985 at 6:00 P.M. The CONSENT CALENDAR consisting of Items l through 8 was Consent Cal approved by motion of Councilman Cook seconded by Councilman appvd. Camarena and unanimously carried by roll call vote*. 1. Minutes of the adjourned regular meeting and the regular Min appvd meeting of January 21, 1985 were approved as written. 2 RESOLUTION NO. 7651 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING AN ESTIMATE OF THE ASSESSED VALUATION OF PROPERTY WITHIN THE CITY. RESOLUTION NO. 7652 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING THAT WEEDS GROWING UPON AND IN FRONT OF, AND BRUSH, RUBBISH, REFUSE, AND DIRT UPON AND IN FRONT OF CERTAIN PRIVATE PROPERTY IN THE CITY OF AZUSA ARE A PUBLIC NUISANCE, AND DECLARING ITS INTENTION TO PROVIDE FOR THE ABATEMENT THEREOF. FOR COLLECTION OF COMMERCIAL AND INDUSTRIAL GARBAGE AND RUBBISH IN THE CITY OF AZUSA" DATED FEBRUARY 4, 1985. 5. RESOLUTION NO. 7655 Res. #7655 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO COMMUNITY REDEVELOPMENT AGENCY Adj to CRA AT 7:35 P.M. THE CITY COUNCIL RECONVENED .AT 7:38 P.M. IDA ORDINANCES/SPECIAL RESOLUTIONS NONE SCHEDULED ITEMS PUBLIC HEARING - pre -zoning certain unincorporated areas of Pub.Hrg. pre - Los Angeles County prior to possible future annexation - zoning Z-239 Zone Change Case No. Z-239 (Region No. 6). The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald, on January 23, 1985. Testimony was solicited but none received. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call* to close the hearing. Councilman Cook offered a resolution entitled: Res. #7658** crtfyng NegDec A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Z-239 CERTIFYING THE NEGATIVE DECLARATION FOR PREZONING CASE NO. Z-239. Moved by_Councilman Cook, seconded by Councilman Camarena to waive further reading and adopt. Resolution passed and adopted,by<the following vote, to wit: 02/04/85 PAGE TWO AYES: COUNCILMEMBERS; COOK, CAMARENA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: CRUZ, LATTA Councilman Cook offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA PREZONING THE UNINCORPORATED AREA OF LOS ANGELES COUNTY BOUNDED BY CITRUS AVENUE, ARROW HIGHWAY, BARRANCE AVENUE, GLADSTONE STREET AND AZUSA CITY LIMITS (PREZONING CASE Z-239). ' Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call* to waive further reading and introduce. S35 lst rdg Ord prezoning Z-239 Moved by Councilman Cook, seconded by Councilman Camarena Cable TV rate and unanimously carried by roll call* to approve rate inc. appvd increase requested by Jones Intercable from $12.95 to $14.95 per month; further directing the City Attorney to prepare the necessary resolution. SPECIAL CALL ITEMS NONE AUDIENCE PARTICIPATION It was consensus of Council that request for additional Hotline req funding by the City for the East San Gabriel Valley Hotline to staff/bdgt be referred to staff for discussion at the budget sessions. OTHER BUSINESS/CITY COUNCIL Councilman Camarena announced that the Boy Scouts of America 75th BSA Anniv ould be celebrating their 75th anniversary for the entire St. Jude's onth of February and also announced proposed Bike-a-thon for Bike-a-thon t. Jude's Hospital. Councilman Camarena also advised the public that Mayor Moses Moses to seek was seeking election to the City Selection Committee of the seat on LAFCO Los Angeles County Formation Commission. Moved by Councilman Cook, seconded by Councilman Camarena and Adjourn to 2/6 unanimously carried* to adjourn meeting to Wednesday, February 6 PM 6, 1985, 6:00 P.M. in the City Hall Conference Room to conduct regular business as well as holding a Closed Session, pursuant to Government Code Section 54957.
