The City Council of the City of Azusa met in regular session after recessing from their Study Session, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order. Call to order Girl Scout Brownie Troop #902 led in the Flag salute. Pledge -Flag Invocation was given by Reverend Elmer Pearson of the Invocation Village Covenant Church. CEREMONIAL Councilman Latta presented a'Proclamation, which the City Proclamation Administrator read in full, to Girl Scout Leader Barbara Girl Scout Wk Dufeck in honor of Girl Scout Week. Councilman Camarena presented a Resolution, which the City Rps. to J. Administrator read in full, to Johnny Johnson, commending Johnson him for his services to the City. Certificate of Appreciation for Avery Label will be Crt.ofApprec. delivered, as no one was in attendance to receive it. Avery babel CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 12 Cons.Cal.appvd was approved by motion of Councilman Cook, seconded by #7-spec.call Councilman Camarena and unanimously carried by roll call vote, with the exception of Item F-7, which was considered under the SPECIAL CALL portion of the Agenda. 1. Minutes of the March 4th Study session, the March 4th Min appvd regular meeting and the March 11th study session were approved as written. 2. Formal bidding procedures were waived pursuant to the Bidding waived Municipal Code and the Utility Director was authorized to to purch KVA purchase three 167 KVA transformers from McGraw -Edison, transformers at a cost of $2,335.54 each. 12. RESOLUTION NO. 7676 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING• THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY AT 7:43 P.M. THE CITY COUNCIL AT 7:58 P.M. Moved by Councilman Cook, seconded by Councilman Camarena, and unanimously carried by roll call to close the Hearing. SPECIAL CALL ITEMS Councilman Camarena offered a resolution entitled: Res. #7675 speed zone A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Rte. 39 APPROVING THE SPEED ZONE SURVEY CONDUCTED BY THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION ON ROUTE 39 AND SAN GABRIEL CANYON ROAD. Moved by Councilman Camarena, seconded by Councilman Cook to waive further reading and adopt. Urgency Ordinance entitled: moratorium multi -storied AN URGENCY ORDINANCE OF THE CITY CCUNCIL OF THE CITY OF apt. bldgs AZUSA IMPOSING A MORATORIUM UPON ANY AND ALL LAND USE ENTITLEMENTS FOR MULTI -FAMILY RESIDENTIAL USES IN ALL RESIDENTIAL ZONES, WHICH ARE IN EXCESS OF ONE STORY, WITH CERTAIN EXCEPTIONS PERMITTING REPAIRS. loved by Councilman Camarena, seconded by Councilman Cook and carried by roll call to waive further reading. Councilman Cruz abstaining. Moved by Councilman Camarena, seconded by Mayor Moses that Ordinance be adopted. Ordinance failed by the following vote of the Council: AYES: COUNCILMEMBERS: CAMARENA, MOSES NOES: COUNCILMEMBERS: COOK, LATTA ABSENT: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: CRUZ It was consensus of Council that the City Administrator and Cty Admin 6 City Attorney meet with representatives of Freedom Fireworks Cty Att to mt to discuss problems that the non-profit organizations are w/Freedom experiencing with the company leasing choice sites in the Fireworks area for the selling of fireworks and also to advise them that if the problems are not resolved that action could possibly be taken to revoke the sale of fireworks in the City. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE It was consensus of Council that City Attorney prepare a Res. tc be resolution urging legislation to ban Clove cigarettes. prprd re:Clove cigarettes Moved by Mayor Moses, seconded by Councilman Cook and Specs/salary carried by roll call that staff be directed to prepare PR person specifications and salary schedule for proposed position of a Public Relations Officer. Councilman Latta dissenting. Staff was also directed to investigate methods/procedures Sr Cit hsng regarding senior citizen housing. Staff was directed to report/investigate heavy traffic usage Traffic -Todd on Todd Avenue with possible alternate routes to be used by trucks, etc. Moved by Councilman Cook, seconded by Councilman Camarena and Adjourn unanimously carried to adjourn.
