The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. 'Mayor Moses called the meeting to order and led in the salute to the Flag. Invocation was given by Pastor Hal Moore of the Church of Christ. ROLL CALL PRESENT: COUNCILMEMBERS: CRUZ, CAMARENA, LATTA, MOSES ABSENT : COUNCILMEMBERS: COOK Moved by Councilman Camarena, seconded by Councilman Latta and unanimously carried by roll call to excuse Councilman Cook from the meeting. ALSO PRESENT Call to order Invocation Roll Call Cook abs Cook excused City Attorney Thorson, City Administrator/Chief of Police Wood, Finance Director Craig, Community Development Director Cunningham, Community Services Director Guarrera, Assistant to the City Administrator Fuentes, City Treasurer Talley, Consultant Werner, Deputy City Clerk Lara, City Clerk Solis. to the City as a Planning Commissioner. Councilman Cruz presented a Proclamation to Mr. Ted Myers, Procl - Fthll Executive Director of the Foothill Community Mental Health Comm.Mntl Hlth Center, which the City Administrator read in full, commending that organization for its contributions to the community. Ms. Saundra K. Morris was not in attendance at the Council Cert .of Apprecl meeting to receive a Certificate of Appreciation for the S. Morris beautification of her residence, therefore, the certificate will be forwarded to her. CEREMONIAL Consent Cal 'Councilman Camarena presented a Proclamation, which the City Procl to no vote by Administrator read in full, to Jack and Alice Williams for A&J Williams their many contributions to the City. with the exception of items F-19 and 20 which will reflect a "NO" vote by Councilman Camarena and items F-18 and 22, which Councilman Latta presented a Proclamation, which the City Procl to J. Administrator read in full, to John Hughen for his services Hughen to the City as a Planning Commissioner. RESOLUTION NO. 7697 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA INITIATING PROCEEDINGS FOR REORGANIZATION PURSUANT TO THE MUNICIPAL ' REORGANIZATION ACT OF 1977 -- "EASTERLY ANNEXATION DISTRICT 87" TO THE CITY OF AZUSA. 6. RESOLUTION NO. 7698 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING AND DIRECTING THE CITY ADMINISTRATOR OF THE CITY OF AZUSA TO EXECUTE TRAINING AGREEMENTS BETWEEN THE CITY OF AZUSA AND THE STATE OF CALIFORNIA DEPARTMENT OF CALIFORNIA HIGHWAY PATROL FOR THE FISCAL YEAR 198586. 7. RESOLUTION NO. 7699 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA VACATING A WATERLINE EASEMENT IN A PORTION OF LOT 43 OF SUBDIVISION NO. 2, AZUSA LAND AND WATER COMPANY. 8. Lease agreement between the City and the Spanish Trails Girl Scout Council was approved and the Mayor and City Clerk were authorized to execute the document. 9. Resignation of Police Clerk Elaine Jones, effective May 10, 1985, was accepted. ' 10. The appointment of Diana Silva to the position of probationary Police Clerk II, effective May 12, 1985, was approved. 11. The City Treasurer's Financial Statement showing a balance of $8,484,888.68, as of March 31, 1985, was received and filed. 12. Plans and specifications for trimming of Live Oak trees on San Gabriel Avenue were approved and the City Clerk was directed to advertise for bids. 13. The appointment of Rogelio Chavez to the position of Parks Maintenance Crew Supervisor, effective May 7, 1985, was approved. 7q1 Claim v. The Mayor announced that there was an opening in the Utilities Openg in Commission and that the individual must be a senior citizen Utilities Comm in order to be appointed. 05/06/85 PAGE SIX Moved by Councilman Camarena, seconded by Mayor Moses and unanimously carried by roll call* that the Police Department work closely together with the California Highway Patrol and present a program to Council wherein all vehicles that are polluting the air be cited; report to include equipment needed by the Police Department to properly implement said program.
