The City Council of the City of Azusa met in regular session after recessing from the 6:00 P.M. session, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute Call to order to the Flag. INVOCATION was given by Reverend Frank Herber of the Church Invocation of Jesus Christ, Latter Day Saints. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES ABSENT : COUNCILMEMBERS: NONE ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, Finance Director Craig, Community Development Director Cunningham, Community Services Director Guarrera, Utility Director Hsu, Assistant to the City Administrator Fuentes, City Treasurer Talley, Code Enforcement Officer Rudisel, Consultant Werner, City Clerk Solis, Deputy City Clerk Lara. CEREMONIAL Ceremonial The Mayor announced two winners of the Older American Volunteer Older Amer. Act, Eloise Moon and Lou Nelson. They approached the podium Vol.Winners 'and were recognized for this achievement. Councilman Cook presented a Plaque to the Grinder Restaurant, Plaque to which was received by Ray Maldonado, for their many Grinder Rest. contributions to the City. The Council, as a body, presented awards to the winners Bike-a-thon of the St. Jude's Bike-a-thon. winners CONSENT CALENDAR Consent Cal appvd., F-14 The CONSENT CALENDAR consisting of Items 1 through 26 amended; F-8 was approved by motion of Councilman Cook, seconded by & 15 Special Councilman Camarena and unanimously carried by roll call call vote, with the exception of Item F-14, as amended, and Items F-8 and F-15, which were considered under the SPECIAL CALL portion of the Agenda. 1. The Minutes of the regular meeting of May 6, 1985, were Min appvd approved as written. 2. ABC Notice for on sale, general, eating place, person to ABC Notice person transfer, for premises located at 2280 N. San Canyon Inn Gabriel Canyon Rd., Canyon Inn, was received and filed 3. with a protest being made by the Police Department. ABC Notice for on sale, beer and wine, eating place, ABC Notice original license, for premises located at 665-669 E. Four Seasons Arrow Highway, Four Seasons Restaurant, was received and filed, with no objections by the Chief of Police. 4. Claim v. City of Azusa by John Tafoya for alleged Claim injuries sustained when arrested on March 9, 1985, was J. Tafoya denied and referred to City's Claims Administrator. Leave without pay was approved for Senior Librarian, Lv w/out pay Suzanne Schippleck, from May 30th through June 30th, S. Schippleck �. 1985., Resignation for the purposes of retirement was accepted E.Lombardo from Evelyn Lombardo, Administrative Secretary in the Retirement Engineering /Public Works Department, effective May 31, 1985. 14. Disadvantaged Business Enterprise (DBE) and Women Owned Prgms for DBE Business Enterprise (WBE) programs were approved. &WBE 15. SPECIAL CALL ITEM 16. Bid opening for Project No. 678, resurfacing several city Bid-Proj 678 parking lots was held on Tuesday, May 14, 1985. Two bids Contr. to were opened and received in the City Clerk's Office and Union Pavng quotes are on file. The contract was awarded to Union Paving Co., Inc., low bidder, in the amount of $6,658.00; the Mayor and City Clerk were authorized to execute the contract and the City Clerk was directed to return the unsuccessful bidder's guarantee. 17. Bid opening for Project No. 680, 10' block wall at City Bid -Proj 680 Yard has held on Tuesday, May 14, 1985. Two bids were bids rejected received and opened in the City Clerk's Office, and quotes are on file. The bids were declared unacceptable and the City Clerk was directed to return bidders' guarantees as well as to re -advertise this project for bids. The appointment of Clark Getty to the position of Appt. C.Getty Electrical Test Technician, effective June 3, 1985, was approved. 21. Formal bidding procedures were waived pursuant to the Bidding waived Municipal Code and authorization given to purchase three for transfrmrs padmounted transformers from RTE Corporation in the amount of $24,983.00. 22. Appointment of Richard Day to the position of Recreation Superintendent, effective May 20, 1985, was approved. RESOLUTION NO. 7713 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COMMENDING THE AZUSA ELKS CLUB FOR ITS OUTSTANDING PROGRAM IN SUPPORT OF AMERICANISM. 24. RESOLUTION NO. 7714 Res. #7714 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY AT 7:55 P.M. CITY COUNCIL RECONVENED AT 7:59 P.M. THE CITY COUNCIL DID NOT CONVENE AS THE INDUSTRIAL DEVELOPMENT AUHTORITY, AS NO BUSINESS WAS NECESSARY TO BE TRANSACTED. ORDINANCES/SPECIAL RESOLUTIONS Councilman Camarena offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA MENDING CERTAIN PROVISIONS OF THE 1984 COUNTY OF LOS ANGELES UILDING LAWS RELATING TO NONCONFORMING BUILDINGS, ENFORCEMENT CTIONS AND EXITS BY REPEALING SECTIONS 15.04.050 AND 15.04.120 ND AMENDING SECTION 14.04.080 OF THE AZUSA MUNICIPAL CODE. SPECIAL CALL ITEMS Councilman Cook offered a resolution entitled: Res. #7711 inc. in gas A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA tax URGING THE STATE LEGISLATURE AND THE GOVERNOR OF CALIFORNIA TO EFFECT AN INCREASE IN THE STATE GASOLINE TAX FOR USE OF CITIES AND COUNTIES. Moved by Councilman Cook, seconded by Mayor Moses to waive further reading and adopt. Resolution passed and adopted by the following vote, to wit: AYES: COUNCILMEMBERS: COOK, CAMARENA, MOSES NOES: COUNCILMEMBERS: CRUZ, LATTA ABSENT: COUNCILMEMBERS: NONE Moved by Councilman Cruzk seconded by Councilman Cook and Modesto Ash unanimously carried by roll call, to table item regarding tree tabled to the Modesto Ash tree for use as a parkway tree,to the meeting 6/3 mtg of June 3rd, to afford staff to report on type of Ash tree was used as a parkway tree on Angeleno Street some years �hat go which caused damage to the sidewalks at that location. Moved by Mayor Moses, seconded by Councilman Camarena and E. Nunnery unanimously carried by roll call to appoint Mr. Ed Nunnery appt to Util to the Utilities Commission. Comm. Moved by Mayor Moses, seconded by Councilman Camarena and Appt all Ia rried by roll call that all incumbents to the various incumbents to ards and Commissions be reappointed, contingent to 30 Bds & Comms y notice, as per Council policy. Councilmen Cruz and (contingent - tta dissenting. 30 days notice) Staff was directed to investigate sidewalk in bad repair in Sidewalk @ the vicinity of the In -and -Out Burger ascertaining if it is In -out -burger city owned and if so should be corrected Staff was further directed to report on involvement/advantages Enterprise of Enterprise zones.
