JOINT CITY COUNCIL AND REDEVELOPMENT AGENCY
MINUTES
MAY 20, 1985 - 6:00 P.M.
The City Council and the Redevelopment Agency of the City of
Azusa met in early session at the above date and time in
the Civic Auditorium.

ALSO PRESENT
City Attorney/General Counsel Thorson, City Administrator/
Executive Director Wood, Finance Director Craig, Community
Development Director Cunningham, Assistant to the City
Administrator Fuentes, Redevelopment Coordinator Werner,
Deputy City Clerk/Deputy Secretary Lara.
Moved by Chairman Moses to approve design of proposed Bellotti
development proposal"as submitted, died for the lack of a
second.

Moved by Director Cook, seconded by Director Camarena and Appv design
unanimously carried by roll call* to approve the design as & refer to
submitted however, that same be referred to the Design Review Desg.Rev.Comm
Committee for final approval and recommendations.
oved by Director Cruz, seconded by Director Cook and unanimously MSI contract
carried by roll call to extend present MSI contract for extended to
redevelopment services to June 30, 1985, keeping contracts in 6/30/85
with budgetary calendar.
Urban Pacific Development agreement was submitted for information Urban Pac Dev

Moved by Mayor Moses, seconded by Councilman Cruz and unanimously Ord re: Util.
carried by roll call* to amend the Ordinance with regard to Comm. membr
appointment of a Utility Commissioner over the age of 65; to over 65 yrs
no age requirement.
Moved by Mayor Moses, seconded by Councilman Camarena and
unanimously carried by roll call* to appoint Al Soper to the
Utilities Commission.
Moved by Mayor Moses, seconded by Councilman Camarena and
unanimously carried by roll call*that staff prepare a report
to Council with top three public relations firms for study
and interviews by the Council.

Moved by Councilman Camarena, seconded by Mayor Moses and Refinance
unanimously carried by roll call* to refinance computer comp.equip
,equipment at this time, with discussion on long term financing
for the West Wing of City Hall and the Senior Citizen Center
to be done at another time.
COUNCILMAN/DIRECTOR LATTA ENTERED THE MEETING AT 6:28 P.M
Councilman Cruz offered a resolution entitled:

Moved by Councilman Cruz, seconded by Councilman Camarena to
waive further reading and adopt'. Resolution passed and
adopted by the following vote of the Council:
AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES
NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: NONE
Moved by Councilman Cook, seconded by Councilman Cruz that Pers.Off.
Personnel Officer position be approved for budgetary purposes pos. budget
'only, directing the Personnel Board to submit their
recommendation regarding tie Personnel Officer's position by
June 3rd; further advising that failure to render said
recommendation would be interpreted by the Council as
concurrence/approval of the City Administrator's recommendation
for that position. Motion passed by the following vote of
the Council:

Staff was directed to advise the Personnel Board of Council's Staff to
action and decision regarding the Personnel Officer's position. advise P.Bd
Councilman Camarena offered an ordinance entitled: 1st rdg Ord
amending AMC
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA re: age of ,
AMENDING SECTION 2.17.020 OF THE AZUSA MUNICIPAL CODE Util.Comm.mb
RELATING TO THE DELETION OF THE REQUIREMENT OF THE SENIOR
CITIZEN AS ONE MEMBER OF THE UTILITIES COMMISSION.
Moved by Councilmlan Camarena, seconded by Mayor Moses and
unanimously carried by roll call to waive further reading.
'Moved by Councilman Camarena, seconded by Mayor Moses and
carried by roll call to introduce said Ordinance. Councilman
Latta dissenting.
Moved by Councilman Camarena, seconded by Mayor Moses and Closed Sess
unanimously carried by roll call that pursuant to Government
Code Section 54956.9, the City Council would recess to a
CLOSED SESSION. The purpose of the CLOSED SESSION was to
discuss with the City Attorney pending litigation; said
pending litigation being the filed action of Corcoran v.
City of Azusa, et al; further finding that discussion of
that case with the City Attorney in open session would be
prejudicial to the interests of the City. The Council also
received the letter from the City Attorney, dated May 20,
1985, outlining the reasons and legal positions supporting
the recess for the CLOSED SESSION.
TIME OF RECESS FOR CLOSED SESSION: 6:40 P.M.
THE REDEVELOPMENT AGENCY RECESSED AT 6:40 P.M. CRA recessed
