The City Council and the Redevelopm at Agency of the City of Azusa met in early session at the above date and time in the Civic Auditorium. ' Mayor/Chairman Moses called the meE*;ng to order. Call to order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS/DIRECTORS: CRUZ, COOK, CAMARENA, MOSES ABSENT : COUNCILMEMBERS/DIRECTORS: LATTA Latta abs ALSO PRESENT City Attorney/General Counsel Thorson, City Administrator/ Executive Director Wood, Finance Director Craig, Community Development Director Cunningham, Community Services Director Guarrera, Personnel Officer Filer, Assistant to the City Administrator Fuentes,Consultant Werner, Personnel Board Members Rubio, Prittie and Gutierrez, Deputy City Clerk/ Deputy Secretary Lara. It was consensus of the Agency that Enercan proposal regarding Enercan Rule 212 dealing with permits be considered at the regular Prop. cont. meeting at 7:30 P.M. to allow representatives of Enercan to to 7:30 mtg discuss this item with the Agency. Moved by Councilman Camarena, seconded by Councilman Cook and Appvl purch carried by roll call* that formal bidding procedures be 4x4 truck 'waived pursuant to the Municipal Code and authorization given for the purchase of a 4 x 4 vehicle, not to exceed $15,500.00, for use by the Police Department. Councilman Cruz dissenting. COUNCILMAN/DIRECTOR LATTA ENTERED THE MEETING AT 6:15 P.M. Moved by Councilman Cook, seconded by Councilman Camarena and carried by roll call that the following be approved with regard to the Personnel Officer position: (Mayor Moses dissenting) that the Personnel Officer's position be designated as a full-time job; that recruitment and examination functions be removed from the Officer and assigned to the Human Resources Manager; that the Officer's pay remain the same, but that the position be designated as non -management and non-executive; that other Personnel staff be assigned to the Human Resources Manager; that the Personnel Officer work solely for the Personnel Board in a clerical capacity; further that request of the Personnel Board to hire an attorney be denied. It was consensus of Council that staff be directed to work with the School District regarding their property located at Pasadena Avenue between 4th and 5th Streets with the proviso that zoning not be changed to R3 unless a Senior Citizen Housing facility is involved. Further, reporting to Council on progress of discussions. Finance Director apprised Council of proposed Budget Hearings and sessions. Dates were approved by consensus with the time changed from 4:00 P,M, to 6:00 P.M. Items C-7, C-8, C-9 and C-10 were also deferred to the 7:30 P.M. meeting. Moved by Councilman Camarena, secon:ied by Councilman Cook and unanimously carried by roll call that the City Council recess to CLOSED SESSION pursuant to Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation 'which has been initiated formally and to which the City is a party; said litigation is Gregg v. City of Azusa, et al; further finding that discussion of the litigation in open session would be prejudicial to the interests of the City. The City Council also has received a confidential letter from the City Attorney pursuant to Government Code Section 54956.9 describing the grounds and authority for the CLOSED SESSION.
