The City Council of the City of Azusa met in regular session after recessing from their CLOSED SESSION and 6:00 P.M. caession, at the above date and time in the Civic Auditorium. yor Moses called the meeting to order and led in the Call to order lute to the Flag. ONE ONSENT CALENDAR Cons.Cal. appvd F-4 as The CONSENT CALENDAR consisting of items 1 through 17 was amended & F-9 approved by motion of Councilman Cook, seconded by Councilman & 12 Cruz Camarena and unanimously carried by roll call vote, with abstaining the exception of Item F-4, as amended; and Items F-9 and 12 disclosing Councilman Cruz abstaining. 1. The Minutes of the meeting of 6:00 P.M. and 7:30 P.m. Min appvd were approved as written. 2. Application for leave to present late claim - City Claim of Azusa v. Jeane G. and Timothy Stipanuk and Robert Stipanuk & Herbert, for comparative indemnity, re: traffic colli- Herbert sion of April 21, 1984, was denied. 3. Claim v. City by Orland Harvey for alleged injuries Claim sustained on March 26, 1985, was denied and referred Harvey to City's Claims Administrator. 4. The resignation for purposes of retirement of Edwin Resignation W. Miller, Purchasing Assistant, effective May 31, E. Miller 1985, was accepted. Further, that a plaque be pre- ' pared for presentation at a later date. 5. Employee step increase to Step 4, effective June 6, 1985 gyp• step inc for Police Records Clerk Robin Wilson was approved. 6. Claim v. City by Alexander Babakitis for alleged assault Claim sustained on January 21, 1985, was denied and referred Babakitis to City's Claims Administrator. 7. The Cost Service Contract Agreement for Cooperative Coop Svcs Personnel Services was approved. Persnl Agmt 8. The contract for trimming of Live Oak trees on San Bid Open -tree Gabriel Avenue was awarded to Golden Bear Arborists, trimming Inc., lowest bidder, in the ,amount of $20,445.00; Golden Bear irregularity of no corporate seal was waived; the City Arborists Clerk was directed to return unsuccessful bidder's guarantee and the Mayor and City Clerk were authorized to execute the contract. Bids were opened in the City Clerk's Office on May 28, 1985, and quotes are on file in that office. 11. Specifications for the replacement of existing sewer Specs for ejector pumps at the Police Department, Project 684 Proj. 684 was approved and the City Clerk directed to advertise appvd. for bids. 12. Project No. 671, Water Line improvement along San Not. of Comp. Gabriel and Dalton Avenues, (William Supply Company), was Pro]'. 671 approved; the Mayor was authorized to execute the notice of completion and the City Clerk was directed to have same recorded. 13. Complement change in the Community Development Depart- Complement ment was approved by changing the Secretary position change in Comm to an Administrative Clerk II position; further,that Dev.Dept. Appt Karen Harris was appointed to fill that position, K. Harris effective June 4, 1985. 1' City Treasurer's Financial Statement showing a balance of Fin. stment $8,834,851.82, as of April 30, 1985, was received and filed. 15. RESOLUTION NO. 7716 Res. #7716 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 16. RESOLUTION NO. 7717 Res. #7717 Agmt w/OCLC A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THAT CERTAIN AGREEMENT ENTITLED "AGREEMENT BETWEEN CITY OF AZUSA AND OCLC ONLINE COMPUTER LIBRARY CENTER, INCORPORATED." 17. Foothill - Ronald D. and Catherine Aldendorf, Aztex Industries and John Rykowski, Jay Chemical Company, Case No. 85-69 was not heard as communication was received from appellants cancelling appeal. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to approve the Modesto Ash as a parkway tree. PUBLIC HEARING - prezoning unincorporated area of Los Angeles County prior to possible future annexation, Zone Case No. Z-243, Region 10. TMayor declared the Hearing open; the City Clerk read the a davit of proof of publication of notice of said hearing p fished in the Azusa Herald on May 15, 1985. Testimony was solicited but none received. Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call to close the Hearing. Councilman Cook offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR ZONE CHANGE CASE NO. Z-243. Moved by Councilman Cook, seconded by Councilman Camarena that resolution be adopted. Resolution passed and adopted by the following vote, to wit: AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE Councilman Cook offered an Ordinance entitled: ARDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA PONING CERTAIN UNINCORPORATED AREAS OF LOS ANGELES COUNTY G IRALLY BOUNDED BY SIERRA MADRE AVENUE ON THE SOUTH, THE NORTHERLY EXTENSION OF CITRUS AVENUE ON THE EAST AND THE AZUSA CITY LIMITS ON THE WEST AND NORTH. Motion died for the lack f a second. oved by Councilman Cook, seconded by Councilman Cruz and nanimously carried by roll call to direct staff to prepare olicy prohibiting the use of the City Seal on political literature. Moved by Councilman Latta, seconded by Councilman Cruz that City Attorney be directed to report on methods/procedures to prohibit soliciting political contribution funds from various corporations, contracting agencies with the City for presentation at the next Council meeting. Further that the City Clerk be directed to advertise for bids. Moved by Councilman Camarena, seconded by Councilman Cook and unanimously carried by roll call to appoint Terri Slimmer to the position of Transportation Coordinator, effective June 3, 985. oved by Councilman Camarena, seconded by Councilman Cook and unanimously carried by roll call to appoint Carolyn Crawford to the position of Senior Citizen Program Supervisor, effective June 3, 1985. Crawford Centennial Founding Cel City Administrator apprised Council that staff had received P.R. firms proposals from various public relations firms and that he would schedule interviews of these firms with the Council in the ensuing week.
