The City Council of the City of Azusa met in regular session after recessing from their CLOSED SESSION and 6:00 P.M. 'session, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. INVOCATION was given by Reverenu Gordon Coulter of the Invocation Free Methodist Church. CEREMONIAL Ceremonial ' Councilman Latta presented a Proclamation commending Proclamation to Honeywell, Inc. on their 100th Anniversary which was Honeywell,Inc. received by Mr. Nicholas Martocchio. Councilman Cruz presented a Resolution to Pete Selak Reso - Pete commending him for his years of service with the City. Selak Councilman Cook presented a Resolution commending the Reso-Azusa Elks Azusa Elks Lodge No. 2038 on their Americanism Program, which was received by Mr. Joseph Stowell. CONSENT CALENDAR Consent Cal appvdF-11&13 The CONSENT CALENDAR consisting of Items 1 through 20 amended; F-15 was approved by motion of Councilman Camarena, seconded special call by Councilman Cook and unanimously carried by roll call vote, with the exception of Items F-11 and F-13, as amended and Item F-15 which was considered under the SPECIAL CALL portion of the Agenda. 1. The Minutes of the 6:00 P.M. and 7:30 P.M. meetings Min appvd of June 3, 1985, were approved as written. 2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7721 APPOINTING EDWARD E. Mrs. Donna McCormick was reappointed to the Parks D.McCormick and Recreation Commission, pursuant to recommendation apptd Pks&Rec of the Azusa School District. Comm. 4. City of Azusa for alleged Claim - Art personal property damage and unlawful entry, occurring Morales February 11th, 12th; and 13th, 1985, was denied and referred to City's Claims Administrator. 7. Recognition for purposes of Meet and Confer was approved Meet & Confer for the following employee groups. various city empl. groups Azusa City Employees' Association International Brotherhood of Electrical workers, Local Unit 18.. Azusa Police Relief Association. 8. The contract for Project No. 680, construction of Bid Open.Proj a 6' high block wall 'at the City Yard, was awarded 680 -Blue Water to Blue Water Construction, low bidder, in the amount Const. of $6,850.00; the Mayor and City Clerk were authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. Three bids were received and opened in the City Clerk's Office on June 11, 1985, and quotations are on file in that office. 9. The contract for Project No. 684, replacement of sewer Bid open.Proj ejector pumps at the Police Department, was awarded 684 Dasco to Dasco Construction, low bidder, in the amount of Const. $8,488.00; the Mayor and City Clerk were authorized to execute the contract and the City Clerk was directed to return unsuccessful bidder's guarantee. Two bids were received and opened in the City Clerk's Office on June 11, 1985, and quotations are on file in that office. 10. The contract for Project No. 670, modification of Bid Open.Proj restrooms at City owned buildings was awarded to Ray- 670-R. Gollom mond Gollom, low bidder, in the amount of $38,525.00; the Mayor and City Clerk were authorized to execute the contract and the City Clerk was directed to return unsuccessful bidder's guarantee. Two bids were received and opened in the City Clerk's Office on June 11, 1985, and quotation's are on file in that office. 11. Specifications for the demolition of brick masonry, Specs appvd wood frame, tin and sheet metal buildings at 151 W. for Proj 686 Foothill Blvd., Project No. 686 were approved and the City Clerk directed to advertise for bids. Further, that the project was found to be categorically exempt under State CEQA Guidelines, Class 1-F. 12. The specifications for janitorial services at various Specs appvd City buildings were approved and the City Clerk was for janitorial directed to advertise for bids. services 13. Plans and specifications for the modification of main Plans & Specs City Hall, Project No. 685, were approved and the Proj. 685 City Clerk directed to advertise for bids. Further, appvd. that the project was found to be categorically exempt under the State CEQA Guidelines, Class 1-A. 4. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7722 APPROVING THE SECTION 108 LOAN APPLICATION AND Section 108 AUTHORIZING THE CITY ADMINISTRATOR TO SUBMIT Loan Prgm SUPPLEMENTAL APPLICATION MATERIALS. Further that Certificates stating that the City is Certificates unable to finance project without the loan; that the re: Section City or Agency does not own land suitable for the 108 Loan Prgm intended uses and that legal compliance with 24 CFR appvd. It was consensus of Council that staff pursue either Federal Funding for pk or State funding for creation of recreational/swim parks in cnyn area near the canyon area; possibly as part of the Redevelopment Program. Demand that the landscaping on the 210 Freeway in the City be upgraded as it is in other cities; again correspondence or lobby in Sacramento. Streets and highways are in poor repair. Train station depot is in dire need of landscaping and beautification. Possibility of securing grants for redevelopment; correspondence/lobby. Report on progress of redevelopment along Arrow Highway. Possible re-zoning/freezing area adjacent to the 210 Freeway for redevelopment. The City Attorney/General Counsel apprised the Council/ Redevelopment Agency that the motion made at the 6:00 P.M. meeting for the CLOSED SESSION was still in effect, as they had not concluded discussions on all matters. However, since they would be introducing, yet another matter, it was, Moved by Councilman Latta, seconded by Councilman Camarena 'and unanimously carried by roll call that the City Council recess to CLOSED SESSION to confer with City Attorney regarding pending litigation pursuant to Government Code Section 54956.9(c) relating to the Hinkley/Canyon Inn property on San Gabriel Canyon Road and that the Council finds that discussion of the litigation in open session would be prejudicial to the interests of the City; further that the Council would receive a confidential letter from the City Attorney within 7 days of this date, describing the grounds and authority for the CLOSED SESSION, pursuant to Government Code Section 54956.9.
