The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. 'Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. INVOCATION was given by Monsignor Robert Stein of the St. Frances of Rome Church. ROLL CALL PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, MOSES ABSENT : COUNCILMEMBERS: LATTA Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call* to excuse Councilman Latta from the meeting. ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, Finance Director Craig, Community Development Director Cunningham, Utilities Director Hsu, Director of Community Services Guarrera, Human Resources Manager Sadler, Assistant to the City Administrator Fuentes, Consultants Hill, Steel and DeDios, City Treasurer Talley, Code Enforcement Officer Rudisel, City Clerk Solis, Deputy City Clerk Lara. ' CEREMONIAL The Council as a Body welcomed the youth exchange students from our Sister City Zacatecas, and presented them with gifts from the City. The Council as a Body presented a Proclamation to William Solivan, Vietnam War Hero, which the City Administrator read in full. The Mayor presented a Certificate of Appreciation to Mitch Mitchener, as the 'official photographer' for the Chamber of Commerce and the City. Mitchener The Council as a Body presented a Proclamation to Leonard Procl.to Len Vanderhoop, which the City Administrator read in full, Vanderhoop commending him for his services to the City as President of the Chamber of Commerce. CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 25 was approved by motion of Councilman Cook, seconded by Councilman Cruz, and unanimously carried by roll call vote* with the exception of. Items F-15 and F-21, which were considered under the SPECIAL CALL portion of the Agenda. 1. The Minutes of the 6:00 P.M. and 7:30 P.M. meetings of July 1st and the adjourned meeting of July 2nd, 1985 were approved as written. 2. The Palo Verde Coordination Services Agreement was approved and the Mayor was authorized to execute the document. 3. The Third Amendment to the Credit Agreement with Crocker Bank for low interest home improvement loans was approved and the Mayor was authorized to execute the document. Proposals were solicited for the City's engineering services and the contract was awarded to Berryman and Stephenson, Inc. The resignation of Edward Beterbide, Meter Reader, was accepted, effective July 12, 1985. The resignation of Police Officer Hobart Gray, effective July 1, 1985, was accepted. The contract for janitorial services for a three year period, was awarded to Sun Building and Maintenance Co., low bidder. The Mayor and City Clerk were authorized to execute the contract; the City Clerk was directed to return unsuccessful bidders' guarantees. Three bids were received and opened in the City Clerk's Office on July 9, 1985, and quotes are on file in that office. 10. The contract for the demolition of building at 701 N. Azusa Avenue, Project No. 681, was awarded to Islas Excavating and Demo., low bidder, pending approval of contractor by the CDBG Office. The Mayor and City Clerk were authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. Five bids were received and opened in the City Clerk's Office on July 9, 1985, and quotations are on file in that office. tThe contract for the demolition of masonry building at 151 W. Foothill Blvd., Project No. 686, was awarded to Dodson Loader Service,low bidder, pending approval of the contractor by the CDBG Office, and adequate plan for relocation of existing tenants. The Mayor and City Clerk were authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. Three bids were received and opened in the City Clerk's Office on July 9, 1985, and quotations are on file in that office. 12. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT OF THE STATE OF CALIFORNIA TO ACCEPT ON BEHALF OF SAID DISTRICT A TRANSFER AND CONVEYANCE OF STORM DRAIN IMPROVEMENTS KNOWN AS MISCELLANEOUS TRANSFER DRAIN NO. 1080 IN THE CITY OF AZUSA FOR FUTURE OPERATION, MAINTENANCE, REPAIR AND IMPROVEMENT, AND AUTHORIZE THE TRANSFER AND CONVEYANCE THEREOF. 13. Discussion was held regarding the City of Duarte utilizing Discussion the services, by contract, of the Azusa Police Department, contrctng pol. as well as the possibility of a Tri -City Cooperative Svcs Agreement. It was consensus of Council that the Planning Commission Rpt on quality report on better controlling quality construction in the construction City with recommendations of strengthening the design.review reqs process; it was also suggested that perhaps some of the Planning Commissioners could attend a meeting in the City of Camarillo and view their operation with regard to methods they use for approving new construction sites.
