The City Council of the City of Azusa met in regular session after their early session and Closed Session THE CITY OF at the above date and time in the Civic Auditorium. A RESOLUTION OF INVOCATION was given by Reverend Elmer Nelson of the Invocation #3757 Foursquare Gospel Church. Employee step increases/permanent status Emp step inc./ recommendations for E. DeLaTorre, Meter Reader, perm status Step 3, effective August 7, 1985 and T. Harrington, Police Officer, Permanent status, effective August 6, 1985, were approved. The sale of a 1967 Line Truck in the Light and Appvl sale of Water Department in the amount of $7,500.00 was 1967 line truck authorized. 10. Surplus handi-talkie radios, cases and chargers in the Emergency Services Department were authorized to be donated to the East San Gabriel Valley American Red Cross Chapter. 11. Lease of water rights from Rados Brothers for fiscal year 1985-86 was approved and the Mayor authorized to execute the agreement. 12. The contract for Project No. 688, demolition of gas station at 229 S. Azusa Avenue, was awarded to Dodson Loader Service, low bidder, in the amount of $6,010.00. The Mayor was authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. Four ='< bids were received and opened in the City Clerk's O'ftice on July 30, 1985, and quotes are on file -;in 'that office. a3z. The contract for a 7 -Gang Mower Turf Tractor was awarded to Jenkins Machinery Co., low bidder, in the amount of $39,378.22. The Mayor was authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. Three bids were received and opened in the City Clerk's Office on July 30, 1985, and quotes are on file in that office. 14. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA SUPPORTING THE FORMATION OF A TRANSPORTATION ZONE STEERING COMMITTEE FOR A TRANSPORTATION ZONE IN THE SAN GABRIEL AND POMONA VALLEYS. 15. The appointment of Betty Polden to the position of Police Dispatcher, effective August 6, 1985, was approved. 19. The Memorandum of Understanding - Madera Case, was approved and its execution authorized. AUDIENCE PARTICIPATION Aud.Participation Citizen discussion was held regarding the Enercan Discussion re: project. Council advised that the Environmental Impact Enercan Report would be presented to the Planning Commission for action and that copies of that report were available in either the Planning Department or the City Library. Moved by Councilman Camarena, seconded by Mayor Moses, Ltrs to legisla- and unanimously carried by roll call* that communications tors - RTD buses be sent to State and County Legislators requesting, strongly, that action be taken to control/abate emissions polluting the air by RTD buses. OTHER BUSINESS/CITY COUNCIL The City Attorney was directed to prepare a report regarding trash collection fees in apartment buildings. Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call* to direct staff to meet with County Health and Fire representatives to review and update the City's Industrial Waste Laws; further, to develop and implement an effective "Right to Know" ordinance dealing with hazardous chemicals within the City of Azusa. Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call* that communications be sent to the Los Angeles County Health Department requesting an Industrial Hygienist to be assigned to the City for thirty days to review existing businesses and their handling of hazardous waste. Moved by Mayor Moses to place the issue of a waste to energy plant (ENERCAN) on the ballot for voter decision. Motion died for the lack of a second. City Administrator announced that construction has started at the rear of the Foothill Shopping Center of a theater housing six to ten screens.
