The City Council of the City of Azusa met in regular 'session after their early session and Closed Session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute to the Flag. INVOCATION was given by Reverend Elmer Nelson of the Foursquare Gospel Church. The sale of a 1967 Line Truck in the Light and Appvl sale of Water Department in the amount of $7,500.00 was 1967 line truck authorized. 10. Surplus Nandi -talkie radios, cases and chargers Srplus radios in the Emergency Services Department were authorized donated to Red to be donated to the East San Gabriel Valley Cross American Red Cross Chapter. 11. Lease of water rights from Rados Brothers for Lease Rados fiscal year 1985-86 was approved and the Mayor Brothers authorized to execute the agreement. 12. The contract for Project No. 688, demolition of Dodson Loader Svc gas station at 229 S. Azusa Avenue, was awarded bid award Proj to Dodson Loader Service, low bidder, in the amount 688 of $6,010.00. The Mayor was authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. Four -bids were received and opened in the City Clerk's Office on July 30, 1985, and quotes are on file -in'that office. 13.1 The contract for a 7 -Gang Mower Turf Tractor was Jenkins Mach.Co. awarded to Jenkins Machinery Co., low bidder, bid award - 7 in the amount of $39,378.22. The Mayor was gang mower turf authorized to execute the contract and the City tractor Clerk was directed to return unsuccessful bidders' guarantees. Three bids were received and opened in the City Clerk's Office on July 30, 1985, and quotes are on file in that office. 14. PUBLIC HEARING - on the extension of the moratorium prohibiting the issuance of all land use entitlements for parcels within the City fronting Arrow Highway. The Mayor declared the hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on July 24, 1985. Testimony was solicited from the public, but none received. Councilman Cruz offered an Urgency Ordinance entitled: AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING A MORATORIUM PROHIBITING ISSUANCE OF ALL LAND USE ENTITLEMENTS FOR PARCELS WITHIN THE CITY OF AZUSA FRONTING ON ARROW HIGHWAY. Moved by Councilman Cruz, seconded by Councilman Cook to waive further reading and adopt. Council advised that the Environmental Impact Enercan Report would be presented to the Planning Commission for action and that copies of that report were available in either the Planning Department or the City Library. OTHER BUSINESS/CITY COUNCIL The City Attorney was directed to prepare a report regarding trash collection fees in apartment buildings. Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call* to direct staff to meet with County Health and Fire representatives to review and update the City's Industrial Waste Laws; further, to develop and implement an effective "Right to Know" ordinance dealing with hazardous chemicals within the City of Azusa. Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call* that communications be sent to the Los Angeles County Health Department requesting an Industrial Hygienist to be assigned to the City for thirty days to review existing businesses and their handling of hazardous waste. Moved by Mayor Moses, seconded by Councilman Camarena, and unanimously carried by roll call* to direct staff to develop an Industrial Relations Program to meet with industry on a regular basis to discuss mutual concerns, possibly in conjunction with the Chamber of Commerce. Moved by Mayor Moses to place the issue of a waste to energy plant (ENERCAN) on the ballot for voter decision. Motion died for the lack of a second. City Administrator announced that construction has started at the rear of the Foothill Shopping Center of a theater housing six to ten screens.
