MINUTES OF THE CITY COUNCIL
REGULAR MEETING
AUGUST 19, 1985 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
after their early session and Closed Session at the above
'date and time in the Civic Auditorium.
Mayor Moses called the meeting to order and led in the
salute to the Flag.
INVOCATION was given by Reverend Stephen K. Gustin of
the Azusa Church of the Nazarene.

CEREMONIAL
The Mayor presented a Resolution/Plaque, which the Acting
City Administrator read in full, to Paula Filer, for her
services to the City.
CONSENT CALENDAR
The CONSENT CALENDAR consisting of Items 1 through 16
was approved by motion of Councilman Cook, seconded by
Councilman Camarena and unanimously carried by roll call
vote.
1. The Minutes of the 6:00 P.M. and 7:30 P.M. meetings
of August 5, 1985, were approved as written.
2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING THE APPLICATION FOR FUNDS UNDER THE
CALIFORNIA SENIOR CENTER BOND ACT OF 1984 FOR THE
AZUSA SENIOR CENTER.
3. Specifications for the purchase of one portable air
compressor were approved and the City Clerk directed
to advertise for bids".
4. Specifications for the purchase of one mini -truck,
four pick-up trucks and one flat-bed truck were
approved and the City Clerk directed to advertise
for bids.

7. Contract with Southern California Gas Company for
the sale of natural gas to fuel one of the City's
well motors was approved and the Mayor authorized
to execute the agreement.
8. Formal bidding procedures were waived pursuant .to
the Municipal Code and agreement approved for the
purchase of Posse -VT Software with Vision Technology,
'Inc. The Mayor was authorized to -execute the contract.

and unanimously carried by roll call that the appeal be
denied and that the Franchise Tax Board be notified pursuant
to provisions of 17299 of the California Revenue and
Taxation Code; further that the City Attorney be directed
to prepare the necessary documents denying said appeal.

Moved by Mayor Moses, seconded by Councilman Cook and
unanimously carried by roll call that tighter restrictions
on condominium developments, such as two -car enclosed
garages, private patios, off-street guest parking; increase
minimum floor area of the units; more stringent design
review standards and low density instead of high density,
be referred to the Planning Commission for study/evaluation
and necessary public hearings.

Moved by Councilman Cook, seconded by Mayor Moses and Study -need for

Moved by Mayor Moses, seconded by Councilman Cook and
carried by roll call to oppose the Irwindale Waste to
Energy Project and also direct the City Attorney to explore
the idea of regulating the Azusa Landfill for Azusa's
use only. Councilman Latta abstaining.
Mayor Moses will advise the Mayor of Irwindale of Council's
decision on this project as a matter of courtesy.
Moved by Councilman Camarena, seconded by Councilman Cook
and unanimously carried by roll call that City Council
sponsor an Essay Contest on the positive aspects of the
City and changes that we are experiencing to be submitted
by the youth in the School District. The Essay Contest
would be in conjunction with the Golden Days festivities.
Staff to prepare the necessary documentation and specific
grade levels to be used.
Captain Lara was commended on the in-depth report he
submitted with regard to computer software.
It was consensus of Council that Staff report weekly on
all development/redevelopment taking place in the City
of Azusa.

It was consensus of Council that copies of communications Copies of ltrs

It was consensus of Council that Utility Director be Survey cities
directed to survey surrounding cities ascertaining the re: trash fee
manner in which they collect fees for trash pick-up; collection
commercial, residential and specifically apartment
buildings. It was further directed that fee schedules
for trash pick up be documented and explained thoroughly
and material be made available to the public for their
review.
It was consensus 'of Council that in light of the Supreme Panel to be
Court's ruling on the City's fortune telling ordinance,
formed to edu-
declaring it unconstitutional, the a panel of experts

be created, i.e., bunco, fraud, etc., to meet with residents
re: fortune
in the City Hall, Senior Citizen Center as well as the

Neighborhood Watch in order to educate them on the
dangers/aspects of fortune telling. It was further
discussed that more stringent rules be set down in order
to control fortune tellers. City Attorney will prepare
the necessary Ordinance for Council's review.
