CITY OF AZUSA
MINUTES OF THE CITY COUNCIL
REGULAR MEETING
SEPTEMBER 3, 1985 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
after their early session and Closed Session at above date
and time in the Civic Auditorium.
'Mayor Moses called the meeting to order and led in the salute Call to Order
to the Flag.
INVOCATION was given by Pastor Robert C. Lewis, of the Invocation
Emmanuel Southern Baptist Church.

11 he CONSENT CALENDAR consisting of Items 1 through 17 was All items
approved by motion of Councilman Cook, seconded by Camarena approved
and unanimously carried by roll call vote.
1. The Minutes of the 6:00 P.M. and 7:30 P.M. meetings of Min. appvd
August 19, 1985, were approved as written.
2. Claims vs City for alleged assault and battery occuring Claims vs
June 29, 1985 by the following: a. Rose Cosens and b. City Cosens &
Deborah Holmes, were denied and referred to City's Claims Holmes
Administrator.
3. Bid opening for the purchase of one 1985 four door auto- Purchase Auto
mobile. One bid was received and opened in the City Fair City
Clerk's Office on August 20, 1985. Contract was awarded Ford
to Fair City Ford in the amount of $10,992.78
4. Bid opening for Project No. 685-1, furnishings for main
City Hall. Two bids were received and opening in the
City Clerk's Office on August 27, 1985. Contract was
awarded to United Business Interiors, in the amount of
$132,375.58. Authorization was given to execute the
contract and the City Clerk was directed to return un-
successful bidder's guarantee.
' . Informal bid opening for surplus equipment. Sixty-one
bids were received and opened in the City Clerk's Office
on August 27, 1985. Surplus equipment was awarded to
the highest bidders. Item #30, concrete blocks from the
old City Hall, were donated to the Historical Society,
per their request (no bids were received for this item).

6. Plans and specifications for the reconstruction of the Plans & Specs.
intersection of Todd Avenue and Foothill Blvd. to in- Proj. #662
clude median construction and landscaping - Project No.
662, were approved and the City Clerk was directed to
advertise for bids.
7. Final approval of Tract Map No. 43344, northwest corner Tract Map.
of Citrus Ave. and Alosta Ave., was approved and its No. 43344
recordation was authorized.
8. Specifications for the purchase of one Yard wheel Loader Specs. Yard
was approved and the City Clerk was directed to advertise Wheel Loader
for bids.
9. Specifications for the purchase of one Skip Loader were Specs. Skip
approved and the City Clerk was directed to advertise Loader
for bids.
10. Employee step increase/permanent status recommendations Emp. step inc.,
were approved for Lynda Hernandez, Admin. Clerk II, Perm perm. status
Stat/Step 2, effective September 2, 1985 and Pat Doyle,
Police Officer, Step 5, effective August 15, 1985.

ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE Warrants
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
17. Bid opening for para -transit van. No bids were received. Para -transit
Request to seek informal quotations from companies who Van.
manufacture such a vehicle was approved.

Councilman Camarena offered an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADDING SECTION 15.04.180 TO THE AZUSA MUNICIPAL CODE
REPEALING CHAPTER 96 OF THE COUNTY OF LOS ANGELES BUILDING
CODE RELATING TO "POTENTIALLY EARTHQUAKE HAZARDOUS BUILDINGS"
AND ADDING CHAPTER 15.10 TO THE AZUSA MUNICIPAL CODE ENTITLED
"EARTHQUAKE HAZARD REDUCTION IN EXISTING BUILDINGS.
Moved by Councilman Camarena, seconded by Councilman Cruz to
waive further reading and adopt. Ordinance passed and adopted
by the following vote to wit:

MUNICIPAL CODE AND AMENDING SECTIONS 10.12.050 AND
10.020.070 OF THE AZUSA MUNICIPAL CODE RELATING TO DOG
LICENSES AND ANIMAL REGULATION FEES.
Moved by Councilman Cook, seconded by Councilman Camarena to
waive further reading and adopt. Ordinance passed and adopted
by the following vote to wit:

Moved by Councilman Cook, seconded by Councilman Camarena to
waive further reading and adopt. Ordinance passed and adopted

Moved by Councilman Camarena, seconded by Mayor Moses to
direct staff to research and report back to Council, cost
of funding a handicapped vehicle for use by Citrus College,
out of Prop A funds. Motion failed by the following vote
ofthe Council:

Moved by Mayor Moses, seconded by Councilman Camarena and
carried by roll call that letter of protest opposing proposed
prison site at East Fork area, be sent to our State legislators.
Councilman Cook dissenting.
Moved by Mayor Moses, seconded by Councilman Camarena and
unanimously carried by roll call that letters be sent
requesting the Governor and State Legislators to oppose
the rate increase requested by the telephone companies and
to take positive action to assure that the telephone rates
are not increased more than once a year in an amount not to
exceed the annual percentage rise of the consumer price
index.
Councilman Cruz offered an Ordinance entitled:

Councilman Camarena abstaining.
Discussion re: Canyon Inn property location. At the
conclusion of various surveys being conducted on the location
of the Canyon Inn, the City Attorney will prepare a report
to Council.
Moved by Councilman Cook, seconded by Councilman Camarena
and unanimously carried to adjourn.
