The City Council of the City of Azusa met in adjourned regular 11ssion at the above date and time in the Civic Auditorium. yor Moses called the meeting to order and led in the salute Call to order to the Flag. INVOCATION was given by Reverend Frank Herber of the Church Invocation of Jesus Christ of Latter Day Saints. REMONIAL Ceremonial Cervera was not present at this time to receive Proclamation in recognition of National Employ the Handicapped Week. CONSENT CALENDAR Consent Cal. appvd - Items The CONSENT CALENDAR consisting of Items 1 through 18 was F-9 and 10 approved by motion of Councilman Camarena'seconded by Special Call Councilman Cruz and unanimously carried by roll call vote with the exception of Items F-9 and F-10 which were considered under the SPECIAL CALL portion of the Agenda. 1. The Minutes of the 6:00 P.M. and 7:30 P.M. meetings Min appvd of September 16, 1985, were approved as written. 2. Police Officer Trainee appointments were approved for Appt of Pol. Andrew Rodriguez, Jerry Willison, Mark Walters and Off. trainees Christopher Brown pending successful completion of the pre -appointment processing. 3. Certain property in the Emergency Services Department Surplus propty was declared "surplus" and the Purchasing Officer was Civil Def.Dpt directed to dispose of same as requested. ' . Formal bidding procedures were waived pursuant to the Purch transfrmr Municipal Code and authorization given to purchase Westinghouse transformers from Westinghouse Supply Company, in the amount of $17,940.00. 5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7791 ESTABLISHING A PART-TIME POSITION OF PERSONNEL OFFICER Pers.Off & AND ADOPTING A REVISED CLASS SPECIFICATIONS THEREFOR; Pers.Assistant ESTABLISHING A NEW POSITION OF PERSONNEL ASSISTANT Adj to CRA AND ADOPTING A CLASS SPECIFICATIONS THEREFOR; AND ESTABLISHING SALARIES FOR BOTH POSITIONS. 24, 1985. Special Call 10. SPECIAL CALL ITEM. Special Call 11. The contract for the purchase of one skip loader was Contract for the Azusa Library and directed awarded to C. R. Cook Ford Tractor, Inc., low bidder, skip loader to write a letter of thanks for this generous in the amount of $26,502.53 and the Mayor authorized C.R.Cook Ford Adj to CRA to execute the contract. Three bids were received Tractor, low and opened in the City Clerk's Office on September bidder CITY COUNCIL RECONVENED AT 6:41 24, 1985. Reconvened 12. The contract for the purchase of one yard wheel loader Contact for was awarded to Westland Equipment Corporation, low yard loader bidder, in the amount of $42,255.84, and the Mayor Westland Equip authorized to execute the contract. The City Clerk low bidder was directed to return unsuccessful bidder's guarantee. Two bids were received and opened in the City Clerk's Office on September 24, 1985. 13. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7792 APPROVING THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN app for SB 821 FUNDS AUTHORIZED UNDER SB 821 AND APPROVING THE ADOPTION funds OF ITS BICYCLE AND/OR PEDESTRIAN PLAN. 14. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7793 AUTHORIZING EXECUTION OF THE AGREEMENT WITH THE Supp. #3 Local DEPARTMENT OF TRANSPORTATION PROGRAM SUPPLEMENT NO. Agency/State 3 TO LOCAL AGENCY STATE AGREEMENT. Agmt. 15. Project No. 684, sewer ejector pumps at the Police Notice of Comp. Department, Dasco Construction, was approved; the Mayor Proj. 684 was authorized to execute the Notice of Completion Dasco Constr. and the City Clerk directed to have same recorded. 16. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7794 CONCURRING WITH THE MARCH 1984 UPDATE OF THE LOS ANGELES concurring w/ COUNTY SOLID WASTE MANAGEMENT PLAN, NONHAZARDOUS WASTE LA waste plan ELEMENT. 17. The City Council formally accepted gift of West's Acceptance of California Codes (150 volumes) from the Palos Verdes gift of West's Public Library to the Azusa Library and directed staff Ca. Codes to write a letter of thanks for this generous gift. THE REDEVELOPMENT AGENCY AT 18. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7795 ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING Warrants THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Councilman Cruz dissenting. Ceremonial Mr. Cervera was in attendance at the Council meeting and Procl. National at this time Councilman Latta presented him with a Employ Hndcappd Proclamation in recognition of National Employ the Handicapped Week. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY AT 7:19 P.M. THE CITY COUNCIL RECONVENED AT 8:25 P.M. Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call that the Community Services Department be authorized to purchase a para -transit van from Aerotrans in the amount of $19,900.00 and that lift be installed on the van as soon as possible. Formal bids were solicited for this item, but none received; therefore informal quotations were solicited. mfiCHEDULED ITEMS ublic Nuisance Appeal Hearing - Mrs. Ethel Sue Haag, for property located at 630 W. 6th Street. The Mayor declared the Hearing open. Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call to deny request from appellant's attorney, J. Randall Faith, for a continuance of this hearing. Sworn testimony was then received from the Code Enforcement Officer. Moved by Councilman Cook, seconded by Mayor Moses and unanimously carried by roll call to close the hearing. Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call that appeal be denied and that the Order to Abate be affirmed. Moved by Councilman Cook to adjourn.
