The City Council of the City of Azusa met in regular session after their early session and closed session, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. INVOCATION was given by Reverend Stephen K. Gustin of the Berean Christian Center. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES ABSENT COUNCILMEMBERS: NONE ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, Director of Finance Craig, Community Development Director Cunningham, Utility Director Hsu, Human Resources Manager Sadler, Assistant to the City Administrator Fuentes, Consultant Hill, City Treasurer Talley, City Clerk Solis, Administrative Clerk Toscano. CEREMONIAL Mayor Moses presented a Proclamation, which the City Administrator read in full, to Mrs. Gerri Van DerBeck, commending the Golden Days Committee. Presentation of Certificate of Appreciation to Explorer Post 403 and monetary gift; and thanks to Councilmembers and Chief of Police for support - from San Gabriel Valley Chapter of the Latino Peace Officers Association. CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 7 was approved by motion of Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call with the exception of Item F-5, which was pulled from the Agenda. 1. The Minutes of the 6:00 P.M. meeting and the 7:30 P.M. Meeting of October 21, 1985, were approved as written. 2. Employee step increase/permanent status recommendations were approved for the following: NAME STATUS EFFECTIVE R. Chavez, Pk Maint Crew Supt PermStat 11/07/85 Step 2 A. D'Antin, Pol. Off. Final Tract Map No. 43013, located at the north side of Gladstone west of Azusa Ave., and adjacent to Little Dalton Wash, was approved and its recordation authorized. 4. Resignation of Richard Jensen, Line Mechanic, effective October 22, 1985, was accepted. Proc. to G.D. Committee Consent Cal. Appvd. Item F-5 pulled. Min. appvd. Emp. Step inc. perm. status Tract Map No. 43013 Resignation R. Jensen 5. This Item was removed from the Agenda by the City Attorney. 6. Bid opening for Project No. 662, reconstruction of Todd Ave. and Foothill Blvd. intersections. Seven bids were received and opened in the City Clerk's Office on October 29, 1985. The contract was awarded to Mobassaly Engineering, Inc., low bidder, in the amount of $152,435.00. The Mayor was authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. 17. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY AT 7:43 P.M. CITY COUNCIL RECONVENED AT 7:45 P.M. THE CITY COUNCIL DID NOT CONVENE AS THE INDUSTRIAL DEVELOPMENT AUTHORITY, AS NO BUSINESS WAS NECESSARY TO BE TRANSACTED. ORDINANCES/SPECIAL RESOLUTIONS Councilman Cruz offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR POWER SALES AGREEMENTS AND IMPLEMENTATION OF HOOVER DAM UPRATINGS PROJECT. Moved by Councilman Cruz, seconded by Councilman Camarena o waive further reading and adopt. Moved by Councilman Cruz, seconded by Councilman Cook to waive further reading and adopt. SCHEDULED ITEMS Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call that irregularities be waived in the bid of Hintz Wrecking Company, Inc., and the bid be awarded to Hintz Wrecking Company, Inc., in the amount of $11,750.00. The Mayor and the City Clerk ere authorized to execute the contract. The City Clerk as directed to return unsuccessful bidders' guarantees. UBLIC HEARING Environmental Assessment of the Hoover Power Plant Project. Motion failed by the following vote of the Council: AYES: COUNCILMEMBERS: CRUZ NOES: COUNCILMEMBERS: COOK, CAMARENA ABSENT: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: LATTA, MOSES Moved by Councilman Cruz, seconded by Mayor Moses and carried by roll call that in reconsideration of installation of computers in Councilmembers homes, to eliminate the installation of computers in Councilmembers homes; however, that the order is not to be amended to exclude receiving these computers from Hewlett Packard, they are to be installed in other locations in the City as needed. Councilman Cook and Councilman Camarena dissenting. Moved by Mayor Moses, seconded by Councilman Latta and unanimously carried by roll call that financial status of five year projection of Redevelopment funds and high tensity in commercial and industrial zones be referred staff for study. It was consensus of Council that Staff be directed to contact VFW regarding new flag pole holders for our City street flag poles. 4113 Reconsideration of installation of computers in Cnclmbrs homes Fin/Stat./CRA funds & High Intensity Comm. & Indust. zones Flag pole hldrs Moved by Mayor Moses, seconded by Councilman Camarena Bob's Burgers and unanimously carried by roll call that a resolution resolution be prepared for Bob Kioufpis of Bob's Burgers, to be presented to him by the Mayor on Thanksgiving, in appreciation of his participation in benefits for the community and Mexico. Moved by Mayor Moses, seconded by Councilman Camarena Feasibility and carried by roll call that staff be instructed to study study hydro elec the feasibility for hydro electric plant at Morris Dam. Morris Dam Councilman Cook dissenting. Moved by Mayor Moses, seconded by Councilman Camrena and Feasibility unanimously carried by roll call that staff be instructed study power to study feasibility of any power source that would reduce source Canyon our electric rates, in the canyon area.
