The City Council of the City of Azusa met in regular session after their early session and closed session, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute to the Flag. INVOCATION was given by the Berean Christian Center. ROLL CALL Reverend Stephen K. CEREMONIAL o2&0 / Call to Order Roll Call Mayor Moses presented a Proclamation, which the City Proc. to G.D. Administrator read in full, to Mrs. Gerri Van DerBeck, Committee commending the Golden Days Committee. Presentation of Certificate of Appreciation to Explorer Post 403 and monetary gift; and thanks to Councilmembers and Chief of Police for support - from San Gabriel Valley Chapter of the Latino Peace Officers Association. CONSENT CALENDAR Consent Cal. Appvd. Item The CONSENT CALENDAR consisting of Items 1 through 7 was F-5 pulled. approved by motion of Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call with the exception of Item F-5, which was pulled from the Agenda. 1. The Minutes of the 6:00 P.M. meeting and the 7:30 P.M. Min. appvd. Meeting of October 21, 1985, were approved as written. 2. Employee step increase/permanent status recommendations Emp. Bid opening for Project No. 662, reconstruction of Proj. #662 Todd Ave. and Foothill Blvd. intersections. Seven Mobassaly bids were received and opened in the City Clerk's Office Engr. Inc. on October 29, 1985. The contract was awarded to Mobassaly Engineering, Inc., low bidder, in the amount of $152,435.00. The Mayor was authorized to execute the contract and the City Clerk was directed to return unsuccessful bidders' guarantees. 7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7810 ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING Warrants THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY Adj. to CRA AT 7:43 P.M. CITY COUNCIL RECONVENED AT 7:45 P.M. AMENDING SECTION 19.48.060 OF THE AZUSA MUNICIPAL CODE Landscaping RELATING TO LANDSCAPING REQUIREMENTS OR OPEN PARKING AREAS requirements IN COMMERCIAL AND INDUSTRIAL ZONED PROPERTIES (CODE AMENDMENT NO. 150) Moved by Councilman Camarena, seconded by Mayor Moses and unanimously carried by roll call to waive further reading and introduce. SCHEDULED ITEMS Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call that irregularities be waived in the bid of Hintz Wrecking Company, Inc., and the bid be awarded to Hintz Wrecking Company, Inc., in the amount of $11,750.00. The Mayor and the City Clerk ere authorized to execute the contract. The City Clerk as directed to return unsuccessful bidders' guarantees. UBLIC HEARING - Environmental Assessment of the Hoover Power Plant Project. The City Attorney advised that there was no Public Hearing required at this time. AUDIENCE PARTICIPATION It was consensus of Council that problems regarding venders be referred to Code Enforcement Officer. 11/04/85 PAGE THREE Bid Open Proj. #694 Hintz Wrecking Co. Inc. Problems re: Street Venders OTHER BUSINESS/CITY COUNCIL Moved by Mayor Moses, seconded by Councilman Latta not to install computers in Councilmembers homes. Motion failed by the following vote of the Council: AYES: COUNCILMEMBERS: LATTA, MOSES NOES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA ABSENT: COUNCILMEMBERS: NONE t otion above was repeated for clarification of vote.) ved by Councilman Cruz, seconded by Councilman Latta that installation of computers in Councilmembers homes be delayed until after the April 1986 General Election. Motion failed by the following vote of the Council: AYES: COUNCILMEMBERS: CRUZ NOES: COUNCILMEMBERS: COOK, CAMARENA ABSENT: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: LATTA, MOSES Moved by Councilman Cruz, seconded by Mayor Moses and carried by roll call that in reconsideration of installation of computers in Councilmembers homes, to eliminate the installation of computers in Councilmembers homes; however, that the order is not to be amended to exclude receiving these computers from Hewlett Packard, they are to be installed in other locations in the City as needed. Councilman Cook and Councilman Camarena dissenting. Moved by Mayor Moses, seconded by Councilman Latta and unanimously carried by roll call that financial status of five year projection of Redevelopment funds and high tensity in commercial and industrial zones be referred staff for study. It was consensus of Council that Staff be directed to contact VFW regarding new flag pole holders for our City street flag poles. Moved by Mayor Moses, seconded by Councilman Camrena and Feasibility unanimously carried by roll call that staff be instructed study power to study feasibility of any power source that would reduce source Canyon our electric rates, in the canyon area.
