Councilman Cook presented a Proclamation, which the City Proclamation
Administrator read in full, to Harry Kurz of the Veterans Veterans Unify
of Foreign Wars, in recognition of Veterans Unity Month. Month
Councilman Camarena and Director of Community Services Awards to
Guarerra presented gift checks to the various student winners students -Essay
of the Golden Days Essay contest. They were as follows: Contest

3rd Place - Mike Vogel, 5th grade,
Magnolia School - $20.00.
2nd Place - Gary Boucher, 6th Grade,

1. The Minutes of the 6:00 P.M. and 7:30 P.M. meetings
, of November 18, 1985 were approved'as written.
2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
COMMENDING BOB KIOUFPIS FOR SERVICES TO THE CITY.
3. Specifications for the purchase of two dump trucks
Project No. 85-001 was approved and the City Clerk
was directed to advertise for bids.
Notice of completion for Project No. 779, construction
and modification of computer rooms at main City Hall
and Police Department, Programmed Facilities Company.
Notice of Completion was approved and the Mayor was
authorized to execute the Notice of Completion. The
City Clerk was directed to have same recorded.
5. Employee step increase/permanent status recommendations

7. Recommendation of the Azusa Utilities Commission on Consumer Arbi-
consumer arbitration (Ms. Claudine Williams), was tration-C.

was approved.
13. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
DECLARING ITS INTENTION TO VACATE PORTIONS OF THE
PUBLIC STREETS KNOWN AS SANTA FE AVE. AND EIGHT STREET
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING
THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

THE CITY COUNCIL DID NOT CONVENE AS THE INDUSTRIAL
DEVELOPMENT AUTHORITY, AS NO BUSINESS WAS NECESSARY TO
BE TRANSACTED.

e City Attorney apprised the Council that prior to having
cond reading and adoption of Charitable Solicitation
Ordinance that Ms. Burkhalter representing the Girl Scouts
wished to address Council regarding some of the sections
in the Ordinance that created problems for the Girl Scouts.
After discussion, it was moved by Councilman Cook, seconded
by Councilman Cruz that Section 5.21.110 A.(1) be deleted
from the .Ordinance. Motion passed by the following vote,
to wit:

PUBLIC HEARING - Housing Policy Report of the Redevelopment
Agency.
The Mayor declared the Hearing open. The City Clerk read
the affidavit of proof of publication of notice of said
hearing published in the San Gabriel Valley Tribune on
November 2, 1985.
Testimony was received from Consultant DeDios.

PUBLIC NUISANCE APPEAL HEARING - for premises located at

The Mayor declared the informal hearing open.
Ide Enforcement Officer David Rudisel was sworn in by
ty Clerk Solis and gave testimony relative to this
nuisance.
The Attorney for the appellants, J. Randall Faith, after
being sworn to testify on behalf of his clients, gave
testimony relative to this case.
Mr. Ralph Fitzsimmons, the previous Planning Director,
was sworn in by City Clerk Solis and gave further testimony
relative to this case.

It was consensus of Council to close the Informal Hearing.
Moved by Councilman Cook, seconded by Councilman Camarena
that public nuisance appeal be denied; however that time
limits for the vacation of the market and demolition of
the market structure, be increased to a one year period;
further that the City Attorney be directed to prepare the
necessary documents. Motion passed by the following vote

carried by roll call that staff be instructed to investigate
unfair premiums for assigned risk automobile insurance
and any .other unfair charges imposed by the Insurance
Industry on the citizens of Azusa; further that staff inquire
the California Commissioner of Insurance regarding this
and other practices by the Insurance Industry that could
be considered discriminatory and report back so that
appropriate lobbying could be taken against further unfair
practices. Councilman Latta abstaining.

and Electronic Materials on Vernon Avenue, commending them
for beautification of their property.

Moved by Councilman Latta, seconded by Mayor Moses and 6PM mtgs
carried by roll call to eliminate the 6:00 P.M. Council discontinued
meetings. Councilman Camarena dissenting. The City Attorney
was directed to prepare the necessary resolution.
Councilman Camarena advised that several churches are
requesting that residents keep their porch lights on Tuesday,
as a symbol of peace and hope for the Geneva Conference.
He encouraged that residents of Azusa do the same. He
also wished the residents a very Happy Thanksgiving and
Idvised of the free Thanksgiving dinners being given by
ob's Burgers to the senior citizens and the needy. He
lso apprised the audience of the Food Bank at St. Frances
of Rome Church.

Councilman Cook thanked Mr. Parenteau,'representative from Thanks to Cngsmn
Congressman Martinez' office for attending the Council Martinez re:
meeting and also for all the help given members of the hydro -electric
Council when they were in Washington, D.C., lobbying for licensing
certain considerations in hydro -electric licensing.
