MINUTES OF THE CITY COUNCIL
REGULAR MEETINfi
JANUARY 6, 1986 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
t the above date and time in the Civic Auditorium.
Iayor Moses called the meeting to order and led in the Call to order
salute to the Flag.
INVOCATION was given by Pastor John Sims of the Prevailing .:.Invocation
Word Ministry.

EREMONIAL
The Mayor introduced Mr. Sanford Greenberg, of Congressman
Martinez' office, who was present at the meeting.
The CONSENT CALENDAR consisting of Items 1 through 23
was approved by motion of Councilman Camarena, seconded
by Councilman Latta and unanimously carried by roll call
vote, with the exception of Items F-2, F-7, F-14 and F-21,
which were considered under the SPECIAL CALL portion of
the Agenda.
1. The Minutes of the regular meeting of December 16,
1985, were approved as written.

The Mayor declared the Hearing open. The City Clerk read
the affidavit of proof of publication .of notice of said
hearing published in the Azusa Herald on December 18, 1985.
Moved by Mayor Moses to continue said Hearing to April
21, 1986. Motion died for the lack of a second.
The City Attorney then apprised the Council of the Negative
Declaration requirements for said waste to energy plant.
Testimony was then received from staff, proponents for
the waste to energy facility and individuals against proposed
facility.
Moved by Councilman Cruz, seconded by Councilman Cook and
carried by roll call to close the Hearing. Mayor Moses
dissenting.
Moved by Councilman Cruz, seconded by Mayor Moses to deny
the conditional use permit and variance allowing a waste

on necessity for red curbing on Sierra Madre and Sunset
westbound traffic.

It was consensus of Council that Utility Director report
on surrounding cities using Edison energy as well as resale
cities with regard to surtax charged on utility bills.

to the Redevelopment Agency's downtown area with the
exception of the exclusive negotiation agreements with
Dicker Warmington, auto dealership on Azusa Avenue and

and that staff bring back specifics to the Agency and Council
for final approval and implementation. Motion failed by
