The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order. Call to order The Flag Salute was presented by the Girl Scouts Daisy Troop Flag Salute #930, Brownie Troop #548 and Junior Troop #901. INVOCATION was given by Reverend Gordon Coulter of the Free Invocation Methodist Church. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES ABSENT : COUNCILMEMBERS: NONE ALSO PRESENT Also present City Attorney Thorson, City Administrator/Chief of Police Wood, City Treasurer Talley, City Clerk Solis, Deputy City Clerk Lara. ' CEREMONIAL Ceremonial Councilman Camarena presented a Proclamation to the Girl Proclamation Scouts in attendance at the meeting for the Flag Salute, Girl Scouts in honor of Girl Scout Week. Azusa Chamber of Commerce President Al Aguilar presented Presentation Miss Azusa, Lori Brandt, First Runner-up Dawn Fletcher and Miss Azusa Second Runner-up Sophia Mendoza to the Council and the and Court audience. Councilmen Latta, Cruz and Camarena presented City Seal pendants to Miss Azusa and her court. Mayor Moses presented a Proclamation Subia, Jr., commending him for aiding City after the earthquake. to Fire Captain Victor Proclamation the residents of Mexico V. Subia, Jr.. Councilman Cruz presented a plaque to Ray and Charlotte "Butch" Plaque to Cox for their services to the Recreation Department. Formal bidding procedures were waived pursuant to the Purch patrol Municipal Code and authorization given to purchase seven units w/Co (7) Patrol Units in conjunction with the County of Los P.O. Angeles' Purchase Order, from Maurice J. Sopp and Sons Chevrolet. 7. Agreement with the Office of Traffic Safety, Driving DUI grant under the Influence grant proposal, was approved and proposal agmt its execution authorized. 8. A RESOLUTION OF THE CITY COUNCIL APPROVING AND DIRECTING Res. #7992 THE EXECUTION OF A SUPPLEMENTAL TRUST AGREEMENT AND supp.agmt AMENDMENT TO LEASE -PURCHASE AGREEMENT AND. TO SITE Muni.Facilit. AGREEMENT BETWEEN FIRST INTERSTATE BANK OF CALIFORNIA, Project AS TRUSTEE, THE CITY OF AZUSA AND E. M. LEASING CORPORATION RELATING TO THE CITY'S MUNICIPAL FACILITIES PROJECT, AND PROVIDING OTHER MATTERS PROPERLY RELATING THERETO. 9. The appointments of Elias Ortiz and Alfred Muhlethaler Appts E.Ortiz to the position of Street Maintenance Worker II, effective A.Muhlethaler March 4, 1986, were approved. 10. The appointment of Dan Kjar to the position of Line Appt. D.Kjar Mechanic, effective March 3, 1986, was approved. ' 1. The appointment of Remigio Chavez to the position of Appt. R. Engineering Aide, effective March 4, 1986, was approved. Chavez 12. Project No. 694, demolition of several buildings on Not. of Comp. Dalton Avenue, Hintz Company, was approved; the Mayor Proj.#694 was authorized to execute the Notice of Completion, and the City Clerk was directed to have same recorded. 13. Project No. 702, construction of storage bins at the Not. of Comp. City Yard, A.A.J., Inc., was approved; the Mayor was Proj. #702 authorized to execute the Notice of Completion and the City Clerk was directed to have same recorded. 14. Tara's Famous Fashions was authorized to have a "going Tara's going out of business sale" permit for the period covering out of bus. March 3rd through May 31st, 1986. 15. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7993 ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE Warrants FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY AT Adj to CRA 7:58 P.M. 'HE CITY COUNCIL RECONVENED AT 8:03 P.M. Moved by Councilman Cook, seconded by Councilman Camarena, o waive further reading and adopt. Ordinance passed and dopted by the following vote, to wit: AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE Councilman Cruz offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA AMENDING ORDINANCE NO. 2292 AUTHORIZING THE DIRECTOR OF UTILITIES TO NEGOTIATE AND EXECUTE CERTAIN AGREEMENTS ON BEHALF OF THE CITY OF AZUSA. Moved by Councilman Cruz, seconded by Councilman Cook to waive further reading and adopt. Ordinance passed and adopted by the following vote to wit: AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE SCHEDULED ITEMS Moved by Councilman Cook, seconded by Councilman Latta and �arried by roll call to receive and file communication from he Board of Supervisors requesting City's participation n the Southern California Water Committee, Inc.; further, that communication be referred to staff for discussion during the budget sessions for feasibility of participating in this committee. Councilman Cook offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA TO Res. #7994 RECESS TO CLOSED SESSION ON MARCH 3, 1986, PURSUANT TO THE Closed Session PROVISIONS OF GOVERNMENT CODE SECTION 54957 AND MAKING FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 54956.9(a) AND (b). Moved by Councilman Cook, seconded by Councilman Camarena to waive further reading and adopt.
