MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MARCH 17, 1986 - 7:30 P.M.
"The City Council of the City of Azusa met in regular session
at the above time in the Civic Auditorium.
Mayor Moses called the meeting to order and led in the salute
to the Flag.
The meeting was dedicated to the memory of Manuel Ruelas, native
Azusan and Honored Senior Citizen in 1977.

CEREMONIAL
Councilman Camarena presented a Certificate of Appreciation
to Manuel Ayala for beautification of his and surrounding
'properties.
Councilmen Cruz, Camarena and Latta presented proclamations
for aiding Mexico City earthquake victims to the following: Dago
Arias, Dave Lepore, Jerry Searcy, Azusa High School, and Chylene
Burgraff.

Councilman Cook offered an Urgency Ordinance entitled:
AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
EXTENDING A MORATORIUM PROHIBITING THE ISSUANCE OF ALL LAND
USE ENTITLEMENTS, WITH CERTAIN LIMITED EXCEPTIONS FOR PARCELS
'WITHIN THE CITY OF AZUSA IN THE AREA GENERALLY BOUNDED BY CITY
LIMITS ON THE WEST, EIGHTH AVENUE AND ITS WESTERLY EXTENSION
ON THE NORTH, FOOTHILL BOULEVARD ON THE SOUTH, AND VERNON AVENUE
ON THE EAST.
Moved by Councilman Cook, seconded by Councilman Camarena to
waive futher reading and adopt. Urgency Ordinance was passed
and adopted by the following vote of the Council:

unanimously carried by roll call to close the Hearing.
Moved by Councilman Cook to uphold the Planning Commission's
decision to deny General Plan Amendment 86-1 as written in
Planning Commission Resolution No. 2274, and that the City Council
instruct staff to study the feasibility of placing weight, speed,
and time limits on Vernon Avenue for truck traffic. Motion
died for lack of a second.

by roll call to approve General Plan Amendment 86-1, to remove Amend.86-1.

of a consortium with other cities in the San Gabriel Valley Waste -to -
