Mayor Moses called the meeting to order and led in the salute to the Flag. The meeting was dedicated to the memory of Manuel Ruelas, native Azusan and Honored Senior Citizen in 1977. ROLL CALL PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES ABSENT : COUNCILMEMBERS: NONE ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, City Treasurer Talley, City Clerk Solis, Acting Deputy City Clerk Toscano. CEREMONIAL Councilman Camarena presented a Certificate of Appreciation to Manuel Ayala for beautification of his and surrounding ,properties. Councilmen Cruz, Camarena and Latta presented proclamations for aiding Mexico City earthquake victims to the following: Dago Arias, Dave Lepore, Jerry Searcy, Azusa High School, and Chylene Burgraff. Aid Earthquake victims The CONSENT CALENDAR consisting of Items 1 through 16 was approved Consent Cal by motion of Councilman Cook, seconded by Councilman Camarena Appvd. and unanimously carried by roll call vote with exception of Items 4 & Item 4 and Item 12 which were considered under the SPECIAL 12 Sp. Call CALL portion of the Agenda. 1. The Minutes of the regular meeting of March 3, 1986, were Min. Appvd. approved as written. 2. Resignation of Police Dispatcher Vicki Scherer, effective Resig. March 16, 1986, was accepted. V. Scherer 3. Project No. 685, modification of main city hall, Robert Not. of Con Clark Contractor, was approved; the Mayor was authorized Proj.#685 to execute the Notice of Completion and the City Clerk was directed to have same recorded. The resignation of Police Officer Dave Jones, effective Res. D. March 10, 1986, was accepted. Jones 8. Appointment of Shirley Weaver to the position of probationary Police Clerk I, effective March 4, 1986, was approved. 9. Appointment of Anthony Contreras to the position of Street Maintenance Worker II, effective March 18, 1986, was approved. �0. The resignation of Doris Buelow, Acting Computer Operator, effective March 21, 1986, was accepted. 11. THE CITY COUNCIL DID NOT CONVENE AS THE INDUSTRIAL DEVELOPMENT AUTHORITY AS NO BUSINESS WAS NECESSARY TO BE TRANSACTED. ORDINANCES/SPECIAL RESOLUTIONS NONE SCHEDULED ITEMS PUBLIC HEARING - on extending a moratorium for all land use entitlements for parcels within the City in the area generally hounded by the City limits on the west, Eighth Ave. and its �esterly extension on the north, Foothill Blvd. on the south, nd Vernon Ave. on the east. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on March 5, 1986. Moratorium Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to close the Hearing. Councilman Cook offered an Urgency Ordinance entitled: AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING A MORATORIUM PROHIBITING THE ISSUANCE OF ALL LAND USE ENTITLEMENTS, WITH CERTAIN LIMITED EXCEPTIONS FOR PARCELS 'WITHIN THE CITY OF AZUSA IN THE AREA GENERALLY BOUNDED BY CITY LIMITS ON THE WEST, EIGHTH AVENUE AND ITS WESTERLY EXTENSION ON THE NORTH, FOOTHILL BOULEVARD ON THE SOUTH, AND VERNON AVENUE ON THE EAST. Moved by Councilman Cook, seconded by Councilman Camarena to waive futher reading and adopt. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to continue the Hearing to meeting of April 15, 1986. PUBLIC HEARING - on appeal of City Council on action of Planning Pub. Hrg. Commission denying variance request of Lyle Moritz for reduced Appl. V -88C side yard, reduced distance between buildings and lot coverage L. Moritz of 588, for property located at 235 N. Alameda Ave. Variance Appvd. Case No. V-880. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on March 5, 1986 and proof of posting on March 7, 1986. Testimony was solicited and received. Staff reports were available for Council perusal. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to close the Hearing. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to approve Variance Case No. V-880 with staff recommended conditions 1 through 8, as stated on report. 'PUBLIC HEARING - on appeal of Gregory S. Adkins, for certain Pub. Hrg. conditions specified in the granting of a conditional use permit Appl. CUP to allow the expansion of a non -conforming use on the property 396 located at 328 N. Azusa Ave. Case No. C-396. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on February 26, 1986 and the proof of posting on March 7, 1986. Testimony was solicited and received. Staff reports were available for Council perusal. Hrg. by roll call that request of Gregory S. Adkins to grant a Appl. CUP conditional use permit allowing use of the front building without C-396 the required off-street parking; grant right to use back duplex Appvd. for residential purposes until the legally prescribed amortization period expires on August 7, 1989. Councilman Latta dissenting. BLIC HEARING - on proposed General Plan Amendment No. 86-1, Pub. Hrg. e Circulation Element of the Azusa General Plan, to remove Prop. Gen. rnon Avenue as a designated truck route. Plan Amend. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on February 26, 1986. Testimony was solicited and received. Staff reports were available for Council perusal. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to close the Hearing. Moved by Councilman Cook to uphold the Planning Commission's decision to deny General Plan Amendment 86-1 as written in Planning Commission Resolution No. 2274, and that the City Council instruct staff to study the feasibility of placing weight, speed, and time limits on Vernon Avenue for truck traffic. Motion died for lack of a second. Moved by Councilman Latta, seconded by Mayor Moses and carried Gen. Plan by roll call to approve General Plan Amendment 86-1, to remove Amend.86-1. a portion of Vernon Avenue from the list of designated truck Appvd. routes. Councilman Cook dissenting. that the Towing Service does not have to reverse overcharges and he would furnish revised rate listing for Council approval. was consensus of Council to send a letter thanking Transit Ltr. to x Plant Manager Richard Chamberlin for promptly rerouting Transit truck traffic from his place of business as soon as he was Mix informed of problems in using Vernon Avenue. west west wing Moved by Mayor Moses, seconded by Councilman Cruz and carried Agmt w/ by roll call not to revoke agreement with Johnny's Auto Body Johnnys and Towing and to approve his utilization of CHP rates. Any Auto Body further violations will result in revocation of agreement. City & Tow Attorney clarified motion of Mayor Moses and also stated that the Towing Service does not have to reverse overcharges and he would furnish revised rate listing for Council approval. Councilman Cook dissenting. SPECIAL CALL Spec. Call Moved by Councilman Cruz, seconded by Councilman Cook and Plans & unanimously carried by roll call to approve plans and Spec. Mod. specifications for Project No. 669-1, modification of the west west wing wing of City Hall and direct the City Clerk to advertise for City Hall bids. Proj. 669- 1 Moved by Councilman Cook, seconded by Councilman Camarena and nanimously carried by roll call to receive and file City Fin.Stmt. Financial Statements showing balances of $7,111,538.14 receive & treasurer's s of November 30, 1985 and $10,277,878.62 as of December 31, file 985. AUDIENCE PARTICIPATION Aud. Part. Moved by Councilman Latta, seconded by Councilman Cruz that Mora. Multi a one year moratorium be placed on building of multi -family family Hsg housing in the City. Committee to Save Azusa Greens work with City Staff and Planning Greens Commission to investigate possibility of City purchase of Azusa Greens Country Club. OTHER BUSINESS/CITY COUNCIL Other Bus City Cncl Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call that staff be directed to seek Cheese to improve Azusa's priority standing regarding Government Cheese Prgm Sr. program for Senior Citizens. Cit. Moved by Councilman Camarena, seconded by Councilman Latta and Oppose carried by' roll call that the City participate in the creation Irwindale of a consortium with other cities in the San Gabriel Valley waste -to - to oppose the Irwindale Waste -to -Energy Plant. Councilman Cook Energy abstained. Plant Moved by Councilman Cruz, seconded by Councilman Camarena and unanimously carried by roll call that staff be directed to have 1984-85 Audit Report to Council at the April 15, 1986, meeting. Councilman Cook offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA TO RECESS TO CLOSED SESSION ON MARCH 17, 1986, PURSUANT TO THE PROVISIONS OF GOVERNMENT CODE SECTION 54957 AND MAKING FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 54956.9(a) AND (b). Moved by Councilman Cook, seconded by Councilman Camarena to waive further reading and adopt.
