MINUTES OF THE CITY COUNCIL
REGULAR MEETING
JUNE 2, 1986 - 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above date and time in the Civic Auditorium.
Mayor Moses called the meeting to order and led in the Call to order
salute to the Flag.
INVOCATION was not given as Reverend James Barrand of No Invocation
the Concordia Lutheran Church was not in attendance.

5. Project No. 698, construction of storage shed at Notice of Com -
the City Yard, Metro Steel Company, was approved pletion Proj.

Completion. The City Clerk was directed to have
same recorded.
6. Contract for Project No. 669-3, modification of west
wing of City Hall was awarded to L. E. Karger Co.,
low bidder, in the amount of $156,350.00, and its
execution authorized. The City Clerk was directed
' to return unsuccessful bidders' guarantees. Three
bids were received and opened in the City Clerk's
Office on May 27, 1986.
7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE RULES .AND REGULATIONS GOVERNING THE
ELECTRIC SERVICE SUPPLIED BY THE LIGHT AND WATER
DEPARTMENT OF THE CITY OF AZUSA.
8. The appointment of Michael Adams to the position
of Street Maintenance Worker III/Equipment Operator,
effective June 3rd, 1986 was approved.
9. A storm drain easement (Messenger/Azusa) was corrected
and approved by the following resolutions.

AUTHORIZING THE EXECUTION OF A QUITCLAIM DEED.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING
THE RECORDING THEREOF.
10. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING
THE FUNDS.OUT OF WHICH THE SAME ARE TO BE PAID.

Mayor Moses turned the meeting over to Mayor Pro -tem Latta
for the Agenda item dealing with a benefit reimbursement
area on San Gabriel, due to a conflict of interest.
Mayor Pro -tem requested testimony from property owners
affected by this reimbursement area. None was received.
He read into the record, that Attorney Mary Robutz,
representing various property owners in the area had
,communicated with the City Clerk and advised that her
clients were not in opposition to the storm drain area
and were.in complete accord with the City's proposed action.

Testimony was received from the Code Enforcement Officer
as well as Mr. Young.
Code Enforcement Officer's file as well as photographs
were received by the City Clerk's Office for retention
and placement in file.
Moved by Councilman Cook, seconded by Councilman Latta
and unanimously carried by roll call that appeal be denied
and that the City Attorney be directed to prepare the
necessary resolution.
CONSUMER COMPLAINT - of Mr. Rhinehart C. Robert, 544 E.
4th Street, regarding charges of $20.00 for turn-off of
electricity and $25.00 for damaged security ring.
Testimony was received from the Utility Director. Mr.
Robert was not present at the meeting. Councilman Cook
read Mr. Robert's communication to the City for the benefit
of the audience.

Water Department be satisfied.

unanimously carried by roll call to deny claim v. City
by Dorothy Maslin for alleged death of Charles Maslin
due to inadequate/defective signing and lighting of
crosswalk at Gladstone and Donna Beth, occurring February
8, 1986, and refer it to the City's Claims Administrator.
Mr. Bob Metcalf advised the Council that citizens are,
still, not using the cross -walk in that area.

Moved by Mayor Moses, seconded by Councilwoman Avila and Staff to the
unanimously carried by roll call that staff strictly monitor quality -cont
quality -control of projects performed by contractors and cty projects
keep the Council apprised before payments are made.
It was consensus of Council that City Attorney report Cty Atty to

personnel available to monitor these stands so that minors stands
