The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. INVOCATION was not given as Reverend James Barrand of No Invocation the Concordia Lutheran Church was not in attendance. ROLL CALL: Roll Call PRESENT: COUNCILMEMBERS: AVILA, COOK, CRUZ, LATTA, MOSES ABSENT : COUNCILMEMBERS: NONE ALSO PRESENT Also present City Attorney Thorson, City Administrator/Chief of Police Wood, Utility Director Hsu, Redevelopment Manager Harding, Code Enforcement Officer Rudisel, City Treasurer Talley, City Clerk Solis, Deputy City Clerk Lara. 'CEREMONIAL Ceremonial Councilwoman Avila presented a Proclamation to LaVonne Proclamation Muniz for her services to the City. LaVonne Muniz Councilman Cook presented a Proclamation to Roy Prittie Proclamation for his services to the City. Roy Prittie The CONSENT CALENDAR consisting of Items 1 through 10 Consent Cal. was approved by motion of Councilman Cook, seconded by appvd Item Councilwoman Avila and unanimously carried by roll call F-2 Special vote, with the exception of Item F-2 which was considered Call under the SPECIAL CALL portion of the Agenda. 1. The Minutes of the regular meeting of May 19, 1986, were approved as written. 2. Special Call. 3. The City Clerk was directed to have same recorded. 6. Contract for Project No. 669-3, modification of west wing of City Hall was awarded to L. E. Karger Co., low bidder, in the amount of $156,350.00, and its execution authorized. The City Clerk was directed ' to return unsuccessful bidders' guarantees. Motion carried by the following vote, rdg to wit: AYES: COUNCILMEMBERS: COOK, CRUZ, LATTA NOES: COUNCILMEMBERS: MOSES ABSTAIN: COUNCILMEMBERS: AVILA ABSENT: COUNCILMEMBERS: NONE SCHEDULED ITEMS Sched.Items Mayor Moses turned the meeting over to Mayor Pro -tem Latta Mayor Pro -tem for the Agenda item dealing with a benefit reimbursement presided over area on San Gabriel, due to a conflict of interest. mtg Mayor Pro -tem requested testimony from property owners affected by this reimbursement area. None was received. He read into the record, that Attorney Mary Robutz, representing various property owners in the area had ,communicated with the City Clerk and advised that her clients were not in opposition to the storm drain area and were in complete accord with the City's proposed action. PUBLIC NUISANCE APPEAL - provisions of Section 17299 Code, for property located 85-2. Of Mr. Jerry Young regarding California Revenue and Taxation at 423 S. Virginia, Case No. Testimony was received from the Code Enforcement Officer as well as Mr. Young. Code Enforcement Officer's file as well as photographs were received by the City Clerk's Office for retention and placement in file. 75 Mayor again presided mtg Pub.Nuis.Appl #85-2 Testimony Moved by Councilman Cook, seconded by Councilman Latta Appl denied and unanimously carried by roll call that appeal be denied and that the City Attorney be directed to prepare the necessary resolution. CONSUMER COMPLAINT - of Mr. Rhinehart C. Robert, 544 E. 4th Street, regarding charges of $20.00 for turn-off of electricity and $25.00 for damaged security ring. Testimony was received from the Utility Director. Mr. Robert was not present at the meeting. Councilman Cook read Mr. Robert's communication to the City for the benefit of the audience. Consumer Complaint 544 E. 4th St. Testimony Moved by Councilman Cook, seconded by Mayor Moses and Appl denied unanimously carried by roll call to deny the appeal of Mr. Robert and that charges assessed by the Light and Water Department be satisfied. SPECIAL CALL ITIM Moved by Councilman Cook, seconded by Mayor Moses and unanimously carried by roll call to deny claim v. City by Dorothy Maslin for alleged death of Charles Maslin due to inadequate/defective signing and lighting of crosswalk at Gladstone and Donna Beth, occurring February 8, 1986, and refer it to the City's Claims Administrator. Mr. Bob Metcalf advised the Council that citizens are, still, not using the cross -walk in that area. AUDIENCE PARTICIPATION Special Call Claim v.City D. Maslin X -walk not being used (Donna Beth) Aud. Prtcipatn Mr. Roy Prittie addressed Council for the purpose of Volunteers for requesting volunteers for the Emergency Services Division Civ.Def. needec at the Police Department. If any residents are interested he requested that they contact Vickie Doyle at the Police Department. OTHER BUSINESS/CITY COUNCIL Oth.Bus/Cncl Moved by Mayor Moses, seconded by Councilman Latta and Reward for unanimously carried by roll call that staff look into graffiti possibility of posting a reward for the arrest and convictions conviction of perpetrators applying graffiti to buildings. It was further suggested that the services of the WETIP organization could be used to accomplish this. 06/02/86 PAGE FOUR 1 1 T7 Moved by Mayor Moses, seconded by Councilwoman Avila and Staff to check unanimously carried by roll call that staff strictly monitor quality-contrc quality -control of projects performed by contractors and cty projects keep the Council apprised before payments are made. It was consensus of Council that City Attorney report Cty Atty to on possibility of owners of pornography news-stands having rpt on porno personnel available to monitor these stands so that minors stands cannot purchase these periodicals.
