Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. INVOCATION was given by Reverend Robert Flagg of the First Invocation Presbyterian Church. CEREMONIAL Ceremonial Mrs. Peggy Martinez introduced Sister City Youth Exchange Intro of Youth students and chaperones as well as host families to the Exchange stu- Council., The Council, as a Body, presented gifts to the dents frm students and chaperones from Zacatecas. Zacatecas The CONSENT CALENDAR consisting of Items 1 through 27 Consent Cal. was approved by motion of Councilman Latta, seconded by appvd Items 9& Councilman Cook and unanimously carried by roll call vote*, 18 amended;10& with the exception of Items F-9 and F-18, which were 12 removed; 13& approved as amended; Items F-10 and F-12 were removed 14 Special Call from the Agenda; and Items F-13 and F-14 were considered under the SPECIAL CALL portion of the Agenda. 1. Minutes of the regular meeting of June 16th and the Min appvd adjourned regular meetings of June 24th and 25th, 1986 were approved as written. 2. Claim v. City by Raul Quintero for alleged injuries Claim v. City sustained when arrested on February 28, 1986, was R. Quintero denied and referred to City's Claims Administrator. 3. Claims v. City by Hector S. Gonzales and Marie Carmen Claim v. City Gonzales for alleged trespassing by police officers H.S. & M.C. and injuries sustained on April 16, 1986, were denied Gonzales and referred to City's Claims Administrator. 4. Employee step increase/permanent status recommendations Emp step inc. were approved for S. Robles, Police Records Clerk perm status II to Step 4, effective June 20, 1986 and C. Crank, Customer Service Representative II, to Step 5, effective July 16, 1986. 5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING A NEW CLASSIFICATION OF COMMUNITY SERVICES OFFICER AND ESTABLISHING A SALARY THEREFOR. 6. The appointment of Esther Grijalva to the position of Accounting Technician, effective July 7, 1986, was approved. '7. Preparation of the Annual Street and Road Report by the State Controller was approved and the Director of Finance was authorized to execute the contract. 8. The Agreement for lease of water rights with Rados Brothers was approved and its execution authorized. 9. The Agreement between the City and the Azusa Youth Program was approved as amended. 10. Renewal of contract for engineering services, B.S.I., Consultants was removed from the Agenda. 11. Amendment to the Community Development Block Grant Program was approved and its execution authorized. 12. Notice of Completion for Project No. 670 was removed from the Agenda at this time. 13. Appointments of Todd Harper and Craig Grogan as Police Officer Trainees, effective July 8, 1986, were approved ■ contingent upon successful completion of phsychological examinations. 76. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RECOGNIZING AND ENDORSING THE RADIO ALERT PROGRAM AND ENCOURAGING PARTICIPATION BY CITY EMPLOYEES. 17. Contract for Project No. 669-2, furnishings for the West Wing of City Hall, was awarded to Interior Resources, low bidder, in the amount of $172,403.97, and its execution authorized. City Discussion on Administrator apprised Council that a study was now being st. sweeping made regarding comparison costs of contracting for street sweeping or purchasing a new sweeper. Report should be finalized very shortly. Moved by Mayor Moses, seconded by Councilman Latta and Staff to attnd carried by roll call* that staff members be present at Cncl mtgs all Council meetings.
