IThe City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. INVOCATION was given by Director of Community Services, Invocation Joe Guarrera, in the absence of Father Granadino of the St. Frances of Rome Church. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: AVILA, COOK, MOSES ABSENT COUNCILMEMBERS: CRUZ, LATTA Cruz & Latta absent .ALSO PRESENT Also present City Attorney Thorson, City Administrator/Chief of Police Wood, Community Development Director Cunningham, Director of Finance Craig, Director of Community Services Guarrera, Redevelopment Manager Hardin, Assistant to the City Administrator Fuentes, City Engineer Spindel, Electric Operations Supervisor Perkins, Code Enforcement Officer Budisel, City Librarian Alaniz, City Treasurer Talley, ity Clerk Solis, Deputy City Clerk Lara. Councilman Latta entered the meeting at 7:35 P.M. ._CEREMONIAL Councilwoman Avila presented a Certificate of Appreciation to Bev and Lou Yedinak for beautification of their property located at 629 N. Azusa Avenue. Councilmembers Avila, Cook and Latta presented Plaques to Rey O'Day and Susan Herbel commending them for being recipients of the YWCA women of Achievement. Dr. Patricia George was not in attendance. The CONSENT CALENDAR consisting of Items 1 through 21 was approved by motion of Councilman Cook, seconded by Councilwoman Avila and unanimously carried by roll call vote*. with the exception of Item F-16 which was considered under the SPECIAL CALL portion of the Agenda. 1. Minutes of the regular meeting of July 7, 1986 were approved as written. 2. The appointment of Andrew Sutcliffe as probationary Police Officer, effective July 23, 1986, was approved. 3. The appointment of Paula Cloughesy as Police Dispatcher, effective July 22, 1986, was approved. 4. The appointment of of Lupe Badoni as Police Clerk I, effective July 28, 1986, was approved, contingent upon successful completion of the testing process. 5. Code Enforcement Officer's Annual Report was received and filed. Technical Services Agreement with Ralph Andersen Tech.Svcs agmt and Associates was approved to include Computer R. Andersen Services Manager in the City's classification and (Comp.Svcs.Mgr) compensation study. 8a. ENVIRONMENTAL MITIGATION MEASURES ON THE DEVELOPMENT OF #8071 & imposing PROPERTY KNOWN AS 601 EAST EIGHTH STREET, AZUSA, CALIFORNIA. mitigation measures @601 The Resolution was amended to include the following: E. 8th St. SECTION 2 - E. The project shall have access from Section 2-E Foothill Boulevard and not from Eighth Street, and included in that Eighth Street shall have a cul-de-sac on the Resolution western edge of the property. The City Clerk read the affidavit of proof of publication of notice of said Hearing published in the San Gabriel Valley Tribune on July 10, 1986. Testimony was solicited but none received. Staff reports were available for Council perusal. Moved by Councilman Cook, seconded by Councilman Latta and unanimously carried by roll call* to close the Hearing.
