' The City Council and the Redevelopment Agency of the City of Azusa met .in joint adjourned regular session at the above date and time in the Civic Auditorium. Mayor/Chairman Moses called the meeting to order and led Call to order in the salute to the Flag. Cook entrd mtg Moved by Mayor/Chairman Moses, seconded by Cruz excused Councilman/Director Latta and unanimously carried by roll call* to excuse Councilman/Director Cruz from the meeting. Director Cook offered a resolution entitled: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF Res. #292 (CRA) AZUSA AUTHORIZING THE ISSUANCE OF $6,130,000 AGGREGATE Tax allocation PRINCIPAL AMOUNT OF REDEVELOPMENT AGENCY OF THE CITY OF bonds - CBD AZUSA CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT TAX ALLOCATION BONDS, 1986 SERIES A, SUCH BONDS TO BE ISSUED PURSUANT TO A TRUST INDENTURE DATED AS OF THE DATE OF THE BONDS, AUTHORIZING" THE SALE OF SUCH BONDS, AND APPROVING AND AUTHORIZING THE EXECUTION OF IMPLEMENTING DOCUMENTS AND ACTIONS. Moved by Councilwoman Avila, seconded by Councilman Cook Mayor Moses and unanimously carried by roll call* to appoint Mayor apptd as liaison Moses as Council liaison to the West End Specific Plan Steering Comm. Steering Committee. West End Plan Moved by Director Latta, seconded by Chairman Moses and CRA audit state - unanimously carried by roll call* to continue the audited ments cont. to financial statements of the Agency for fiscal year ending 8/18/86 mtg June 1985 to meeting of August 18, 1986. AMENDING CHAPTER 15.28 OF THE AZUSA MUNICIPAL CODE RELATING adopting L.A.Co. Moved by Councilman Cook, seconded by Councilwoman Avila Specs appvd for 08/11/86 PAGE TWO and unanimously carried by roll call* to approve the auto.mailing specifications for the purchase of an automatic mailing system system and direct the City Clerk to advertise for bids. ' Councilman Cook offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA Ord. #2320 AMENDING CHAPTER 15.28 OF THE AZUSA MUNICIPAL CODE RELATING adopting L.A.Co. TO THE ADOPTION BY REFERENCE OF THE "FIRE CODE OF THE Fire Code COUNTY OF LOS ANGELES, 1985 EDITION." Moved by Councilman Cook, seconded by Councilman Latta to waive further reading and adopt. Fire Code to b made available for Council Moved by Councilman Cook, seconded by Councilman Latta Claim V. City and unanimously carried by roll call* to deny claim v. J. Chmiel 'City by Joseph Chmiel for alleged indemnity damages claimed by plaintiffs (Bradberry and Lopez, Jr.) due to traffic collision occuring October 28, 1985, and refer to City's Claims Administrator. 1 Moved by Councilman Cook, seconded by Councilman Latta and unanimously carried by roll call* to deny claim v. City by Mark L. Garcia, a minor, by and through his guardian ad litem, Gary Garcia, individually, and Rose Garcia, individually, for alleged injuries sustained and alleged financial loss and injuries of parents, due to fall in the area of USBMX Track, on March 16, 1986, and refer to City's Claims Administrator. Moved by Mayor Moses, seconded by Councilman Cook and unanimously carried by roll call* that staff report on using the conditional use process for multi -family residential dwellings within the City instead of imposing a moratorium on this use; further that staff prepare an analysis on the various types of multi -family uses and methods in which the Council can approve the conditional use permits. It was consensus of Council that up -coming conference in Anaheim for Parks and Recreation Commission members be coordinated with staff. Mr. Doug Ayres, President of Management Services Institute addressed Council and presented a thorough "walk through" the Cost Control System prepared for the City. For the record, Mr. Ayres returned the Azusa Municipal Code, the Inventory of Fixed Assets and Audit Reports and budgets from 1978 to the present. He further advised Council that action on these fees would be discussed at a public hearing with public input and said fees would be in the form of an Ordinance. Pk&Rec Conf. coordinated w/ staff Presentation of Cost Control System by Doug Ayres Moved by Councilman Cook, seconded by Mayor Moses and Cost Control unanimously carried by roll call* that copies of the Cost Rpts to Library Control System report be furnished the City Library as for reference & reference materials for the public's perusal; further also to Press that members of the press receive individual copies.
