The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute to the Flag. F-7&9 Councilman Latta, and unanimously carried by roll call Special Call vote, with the exception of Items F-7 and F-9, which were considered under the SPECIAL CALL portion of the Agenda. 1. Sole bid for one 5 cubic yard turf vacuum, from Pacific Bid rejected Equipment was rejected and the City Clerk directed for turf vacuum to readvertise for bids. Bid opening was held in the City Clerk's Office on August 12, 1986. 6. Designation of parkway trees for certain listed streets Pkway trees within the City was approved. ORDINANCES/SPECIAL RESOLUTIONS Councilman Cook offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 19.48.060 OF THE AZUSA MUNICIPAL CODE RELATING TO LANDSCAPING REQUIREMENTS FOR OFF-STREET PARKING. Moved by Councilman Cook, seconded by Councilman Cruz to waive further reading and adopt. Moved by Councilwoman Avila, seconded by Councilman Cook and unanimously carried by roll call to waive further reading and introduce. Councilman Cook offered a resolution entitled: Reconvened No bus. Soldano Ave., which included Variance J-1 & J-2 appeal, EIR and proposed Zone Change; and Item J-2, cont. to 9/2 Continued Public Hearing on proposed General Plan Amendment mtg 86-3, were continued to meeting of September 2, 1986. CONTINUED PUBLIC HEARING - for property under consideration Cont.Pub.Hrg. for sidewalk improvements under Chapter 27 of the sidewalk im- "Improvement Act of 1911" of Division 7 of the Streets provements and Highways Code - property located on the east side Angeleno Ave. of Angeleno Avenue between Second and Third Streets. The Mayor declared the Hearing re -opened. Testimony was solicited, but none received. Staff report No testimony was available for Council perusal. Moved by Mayor Moses, seconded by Councilman Cook and Hrg. closed unanimously carried by roll call to close the Hearing rec.& file and receive and file staff report which indicated that staff rpt less than 508 of the property owners favored this proposed project. PUBLIC HEARING - on appeal of action of the Planning Commission denying Variance Case V-908, Victor and Ilona Jara, for property located at 741 North Pasadena Ave. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said Hearing published in the Azusa Herald on August 6, 1986, as well as the affidavit of proof of posting said property on August 12, 1986. Testimony was received from staff, the appellant, and the public. Moved by Councilman Cook, seconded by Councilwoman Avila and unanimously carried to close the Hearing. Pub. Hrg. V-908 Testimony Hrg. closed Moved by Councilman Cook, seconded by Councilman Latta Var.908 and carried by roll call to deny Variance appeal and direct denied the City Attorney to prepare the necessary document. Councilman Cruz dissenting. 08/18/86 PAGE THREE PUBLIC NUISANCE APPEAL - of Paul and Sharon Queneau, for property located at 1000 E. Galatea St., Case No. 85-35. The Mayor declared the informal hearing open. Testimony was given by staff and appellant. Moved by Councilman Cook, seconded by Councilman Latta, and unanimously carried by roll call to close the Hearing. Moved by Councilman Cook, seconded by Mayor Moses, and 'unanimously carried by roll call to deny Public Nuisance Appeal and authorize extension of time for corrective measures for a period not to exceed five years thus affording appellant the time to settle his court dispute with former property owner. Agenda item J-6, comparison of proposals for the design of 3.0 million gallon concrete reservoir, was deferred to after Closed Session. Councilman Latta offered a resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE SUPPLEMENTAL STATEMENT OF OBJECTIVES AND SELECTING PROJECTS FOR FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 1986/87. Moved by Councilman Latta, seconded by Councilman Cruz to waive further reading and adopt.
