MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
OCTOBER 6, 1986 - 6:00 P.M.
The City Council of the City of Azusa met in adjourned
regular session at the above date and time in the Civic
Auditorium.
Mayor Moses called the meeting to order.
ROLL CALL .
PRESENT: COUNCILMEMBERS: AVILA, COOK, CRUZ, MOSES
ABSENT : COUNCILMEMBERS: LATTA
ALSO PRESENT
City Attorney Thorson, City Administrator/Chief of Police
Wood, Director of Finance Craig, Director of Redevelopment
Harding, Director of Utilities Hsu, Director of Human
Resources Sadler, Assistant to the City Administrator
Fuentes, City Engineer Spindel, City Librarian Alaniz,
Deputy City Clerk Lara.
Moved by Councilman Cruz, seconded by Councilman Cook
and unanimously carried by roll call* to excuse Councilman
Latta from the meeting.
Mr. Doug Ayres of Management Services Institute addressed
Council and went through specific fees, as listed in his
analysis, and requested input from the Council as to which
fees they deemed feasible and which fees should be deleted.
Moved by Mayor Moses, seconded by Councilman Cruz. and
unanimously carried by roll call* that Chief of Police
and City Attorney communicate with representative from
Citrus Court requesting that, the City's revenue share
allocation from citations be increased, and also to discuss
graffiti problems.
Moved by Councilman Cruz, seconded by Councilman Cook
and unanimously carried by roll call* that the City apply
for SB 90 funds for payment of crossing guards within
the City.
Moved by Mayor Moses, seconded by Councilman Cruz and
unanimously carried by roll call* that stronger enforcement
be implemented in order to obtain more revenues through
animal licensing; possibly using Consortium personnel
to do so. Further, that fees for licensing dogs not be
raised at this time.
Moved by Councilman Cook, seconded by Councilman Cruz
and unanimously carried by roll call that Items as listed
in Cost Control Report S-1 through S-18 (Community
Development: Building Regulations, Engineering, Planning,
Parks Maintenance) be approved; however, that S-9, precise
plan fees be split for single family residential (Lower
rate) and large developments (Higher rate).
