The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. INVOCATION was given by Reverend Stephen Gustin of the Invocation Berean Christian Center. CEREMONIAL Ceremonial Mr. Don Meyers of Southern California Edison Company Plaque to City presented a plaque to the City in appreciation of the frm Edison City on the occasion of Edison's Centennial Anniversary. NAME STATUS Councilwoman Avila presented a Proclamation to Carol Rosales Proclamation and Debbie Avila in honor of Pregnancy and Infant Loss Pregnancy & Awareness Month. PermStat/Step 2 10/21/86 G. Bid opening for one dump truck and one half -ton van Informal quotes was held in the City Clerk's Office on October 27, for vehicles 1986, however no bids were received. Informal quotes no bids re - were authorized to be solicited for the purchase ceived of these vehicles, waiving formal bidding procedures pursuant to the Municipal Code. 9. Power Sales Agreement between Pacific Gas and Electric Power Sales Company and the City was approved and its execution Agmt w/PG&E authorized.. 10. Special Call Item. Special Call 11. Plans and specifications for Project No. 708, traffic Plans & Specs signals and safety lighting at the intersection of Project 708 Gladstone and Donna Beth were approved and the City Clerk directed to advertise for bids. 12. Plans and specifications for Project No. 722, Plans & Specs construction of picnic slabs, drinking fountain and Project 722 concrete border at Memorial Park were approved and the City Clerk directed to advertise for bids. 13. The resignation of Lorna Mull, Secretary to the City Administrator, effective November 7, 1986, was accepted. 14. Formal bidding procedures were waived pursuant to the Municipal Code and authorization given to purchase eight transformers from Wesco Company in the amount of $14,685.35, including sales tax. 15. Authorization was given to use CDBG funds for water line reconstruction projects at Azusa Ave. between Third and Sixth Streets, Cerritos Ave.,. between Fifth and Sixth Streets and Dalton Ave., between First and Second Streets; approving fund transfer. Staff was directed to proceed in creating a reimbursement district and to file a Memorandum of Understanding with the Los Angeles Community Development Commission; further that project information be published for public input. 11/03/86 PAGE TWO Resignation L. Contract for Project No. 709, street improvements Bid award for Dalton, 8th Street and Santa Fe Avenue, was awarded Proj. 709 to Inland Contractors, lowest bidder, in the amount Inland Con= of $50,751.48, and its execution authorized; further tractors that budget transfers from the Capital Improvement & fund trnsfr Program be approved to finance the project. The City Clerk was directed to return unsuccessful bidders' guarantees. Four bids were received and opened in the City Clerk's Office on October 27, 1986. 17. Formal bidding procedures were waived pursuant to Bidding waived the Municipal Code and authorization given to purchase wrk stations work stations for the Finance Department from Interior in Fin. Inte- Resources, sole source of supply, at a cost of rior Resources $20,395.76, plus tax. 18. Contract was approved with Willdan Associates for Contract for planning services for a period of six to nine months, planning svcs based on demonstrated effectiveness, consultant Willdan Assoc. accessibility and cost effectiveness. 19. The City Treasurer's Financial Statement showing a balance of $12,223,244.44, as of September 30, 1986, was received and filed. 20. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. THE CITY COUNCIL ADJOURNED TO THE REDEVELOPMENT AGENCY AT 7:50 P.M. THE CITY COUNCIL RECONVENED AT 8:00 P.M. THE CITY COUNCIL DID NOT CONVENE AS THE INDUSTRIAL DEVELOPMENT AUTHORITY AS NO BUSINESS WAS NECESSARY TO BE TRANSACTED. Testimony was received from staff, applicant and the public. Testimony Moved by Councilman Cook, seconded by Councilwoman Avila Hrg closed and unanimously carried by roll call to close the hearing. Moved by Councilman Cook, seconded by Councilwoman Avila Appeal denied and unanimously carried by roll call to deny Variance w/exception - appeal with the exception that carports be allowed for carports rathr the entire project rather than garages. The City Attorney than garages was further directed to prepare the necessary documents. PUBLIC HEARING - on proposed Zone Change Case No. Z-256, Pub. Hrg. from CBD to P in order to legalize an existing single- Z-256 A. A. family residence, Abelardo A. Contreras, et al, for property Contreras et al located at 633 N. Dalton Avenue. The Mayor declared the hearing open. PUBLIC HEARING AND PUBLIC NUISANCE APPEAL - of Frederick Pub.Hrg & Pub H. Petersen, for property located at 324 W. Foothill Blvd., Nuis.Appl expansion of a non -conforming use - used auto sales. Gladstone Street, La Berraquera Restaurant and if warranted that a letter be sent to the Alcoholic Beverage Control supporting their request for extended hours for sale of alcoholic beverages. Lengthy discussions were, again, held regarding the appraisal of the Azusa Greens Golf Course. Moved by.Councilman Latta that the City have an independent appraisal of the golf course. Motion died for the lack of a second. Investigate La Berraquera fr ltr of support to ABC Az Greens City appraisal of Az.Greens (Died) Moved by Councilwoman Avila, seconded by Mayor Moses, Rpt re: purch and carried by roll call that staff investigate propty @ Az. possibilities of purchasing some of Azusa Greens for a Greens for park park. Councilmen Cruz and Latta abstaining. The City Attorney advised that such a motion was proper, 'since it dealt with information gathering only. (Four Councilmembers have a possible conflict of interest with regard to the Azusa Greens property.)
