MINUTES OF THE CITY COUNCIL
REGULAR MEETING
NOVEMBER 7, 1983 - 7:30 P.M.
The City Council of the City of Azusa met in regular
session in the Civic Auditorium at the above time and
date.
Mayor Moses called the meeting to order and led in the Call to Order
salute to the Flag.
Invocation was given .by Reverend Gordon Coulter of the Invocation
Free Methodist Church.

15. Bids were received and opened in the City Clerk's Bids-Proj.651
Office on October 25, 1983, for Project No. 651, T.A.Rivard,
Todd Avenue extension from Foothill Blvd. to low bidder
southerly terminus. Five bids were received and
are on file in the City Clerk's Office. The con-
tract was awarded to T. A. Rivard, low bidder, in
the amount of $194,891.90. The Mayor and City Clerk
were authorized to execute the contract an the City
Clerk directed.to return unsuccessful bidders'guarantees.
16. Bids were received and opened in the City Clerk's Bids Proj.
Office on October 25, 1983, for Project No. 37-2-83, 37-2-83 All
modification of Band Shell at City Park. Two bids Bids Rejected
were received and are on file in the City Clerk's
Office. All bids were rejected and the City Clerk
directed to return bidders' guarantees. Staff was
directed to purchase materials, valued under $5,000.00
with the California Conservation Corps to do the
actual construction.

The Mayor declared the Public Hearing open. The City
Clerk read the affidavit of proof of publication of
Notice of said Hearing published in the Azusa Herald
on October 19, 1983.
Moved by Mayor Moses, seconded by Councilman Cruz and
unanimously carried by roll call to continue Public
Hearings to next regular City Council meeting,
November 21, 1983.
Moved by Councilman Latta, seconded by Mayor Moses
and unanimously carried by roll call that petition for
annexation - Citrus and Arrow Highway be referred to
Planning Commission to investigate appropriate zoning
and to hold a public hearing on pre -zoning as a first
step to annexation.
Moved by Councilman Cruz, seconded by Mayor Moses and
unanimously carried by roll call that contract for
ambulance service be awarded to Crippen Ambulance for
first response rights on all public emergency calls
at no cost to the City for the period December 1, 1983
to June 30, 1985. As per recommendation authorize
notice to L.A. County to Cancel present Agreement as
of December 1, 1983.

Moved by Mayor Moses that during consideration of
distribution of CDBG funds, to investigate possibility
of locating Senior Citizen Center at one of the municipal
parks. Died for lack of a second.
Moved by Councilman Latta, seconded by Councilman Cruz
and unanimously carried by roll call that regarding use
of CDBG funds, a public hearing be scheduled at the next
available meeting. Prior to that meeting, staff will
arrange a meeting with Department Heads to solicit
their input on the use of such funds.
