The City Council of the City of Azusa met in adjourned regular session at the above date and time. Mayor Moses called the meeting to order, and led in the Call to order salute to the Flag. INVOCATION was given by Reverend Elmer Nelson of the Invocation Foursquare Gospel Church. Wesco/RTE Quotations are on file from four major manufacturers, from other orders that were quoted on within the last four months. Recommendations are based on this current quoted information and it includes load loss information that is used to determine the lowest overall lifetime operating cost. Therefore, formal bidding procedures were waived pursuant to the Municipal Code and authorization was given for the purchase of the eight transformers from the following: Wesco for 2 75 KVA, 2 100 KVA and 2 167 KVA transformers at a cost of $13,557.45; and 2 150 KVA transformers from RTE Corporation at a cost of $7,808.00. 9. The procurement of audit services on the Proposition A Local Return Fund program for the fiscal year 1985-86 was awarded to the firm of Price Waterhouse in an amount not to exceed $7,000.00. Each year the City receives and expends transportation funds under the Proposition A Program. At the completion of the fiscal year, the fund is audited by a firm of the County's choosing. 12.' A Service Agreement between Azusa, Banning and Colton was approved in substantial form and its execution authorized in final form. The City's Utility Engineer has been performing functions for the negotiation and acquisition of power resource contracts, and for monitoring governmental regulations applicable to electric and water utilities. These functions are also necessary for Banning and Colton and this agreement would provide cost sharing expenses of the Utility Engineer while performing services common to all three utilities. 13. Two separate resolutions authorizing payment of warrants by the City were adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Clark Subject property was declared a public nuisance on February 11, 1987.
