The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order, and led in the Call to order salute to the Flag. INVOCATION was given by Reverend Robert Flagg of the Invocation First Presbyterina Church. Contract for the purchase of 10,000 feet #1/0 cable, 175 mil insulation, was awarded to King Wire and Cable Corporation, low bidder, in the amount of $11,800.00, and its execution authorized. Price includes sales tax and freight to Azusa. Three bids were opened in the Office of the City Clerk on April 13, 1987, from: King Wire and Cable Corporation, Cablec Corporation and Maydwell and Hartzell. 396 Step inc./ perm status Bid award for cable King Wire & Cable Corp. 7. The City Treasurer's Financial Statement showing a Treasurer's balance of $9,918,535.66 as of March 31, 1987, was Fin. Stment received and filed. 8. The Light Department requires two 300 KVA, three phase pad mounted transformers. Quotations were received from four major manufacturers. Formal bidding procedures were waived pursuant to the Municipal Code and authorization given to purchase these transformers from R.T.E., for $10,452.00, plus sales tax. This recommendation was based on the current quoted information, which includes load loss information that is used to determine the lowest overall lifetime operating cost. 9. Aka -Tani Landscape Company has completed the landscape and irrigation construction of right-of-way slopes and median areas on Foothill Blvd., at the railroad crossing, Project No. 719, to the satisfaction of the Superintendent of Public Works/Parks. The project was approved and the Mayor authorized to execute the Notice of Completion. The City Clerk was directed to have same recorded. 10. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA •DENYING THE PUBLIC NUISANCE APPEAL OF ROBERT CLARK, CAROLE M. CLARK, ANTONIO R. CORRAL AND RICHARD WONG AND AFFIRMING THE FINDING OF A PUBLIC NUISANCE AND ORDER TO ABATE THE NUISANCE FOR THE PROPERTY LOCATED AT 701- 705 WEST NINTH STREET, AZUSA, NUISANCE CASE NO. 87-31. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #8212 OPPOSING SENATE BILL 553, THE EMINENT DOMAIN BILL. opposing SB 553 04/20/87 PAGE TWO This Bill is designed to change the existing law governing procedures for condemnation of privately owned utility property by public agencies. Proposed change will create more litigation and potentially cost more for public agencies to exercise eminent domain proceedings. 16. The following appointments in the Light and Water Department were approved: promotional appointment of ' Joseph Cvetezar to Water Utility Crew Supervisor, effective April 21, 1987 and probationary appointment of James D. Taylor to the position of Water Operator Supervisor, effective April 29, 1987, contingent upon successful completion of a physical examination. 3�7 Appts. J. Cvetezar & J. D. Taylor 17. Specifications were completed for the maintenance of Specs appvd traffic signals at signalized intersections throughout Proj 732 City, Project No. 732. The specifications were approved, and the City Clerk directed to advertise for bids. 18. The City's Water Master Plan, completed in 1985, calls Specs appvd for a new water reservoir of approximately 3.0 million reservoir gallons capacity to be constructed in 1987-88 time frame to supplement water pressure zone #1. The speci- fications were completed for construction of a 2.7 million gallon capacity reservoir at 255 E. Sierra Madre Avenue. These specifications were approved and the City Clerk was directed to advertise for bids. (Mayor Moses abstaining.) 19. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #8213 OBJECTING TO THE PROPOSED EXPANSION AND objecting to COMMERCIALIZATION OF BONELLI PARK AND URGING THE LOS expansion of ANGELES COUNTY BOARD OF SUPERVISORS TO RETAIN THIS Bonelli Pk PRECIOUS ISLAND OF OPEN SPACE. (Councilman Cook dissenting.) 20. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #8214 REQUESTING AN ALLOCATION OF COUNTY AID TO CITIES FUNDS aid to Cities FOR THE PURPOSE OF MAKING REVISIONS TO THE SIGNAL funds for SYSTEM ON FOOTHILL BOULEVARD, BETWEEN TODD AVENUE AND signal systm ALOSTA AVENUE. In order to accomplish the signal timing on Foothill Blvd., it is necessary to install additional equipment in eight signal controllers, at an estimated cost of $16,000.00. This resolution is requesting funds for this purpose. 21. Final Tract Map No. 43013 was approved and its Appvl Final recordation authorized. It is a 14 unit condominium Tract Map project located on the north side of Gladstone Street 43013 west of Azusa Avenue and adjacent to the Little Dalton Wash channel. 22. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #8215 AMENDING A POLICY REGARDING THE DESTRUCTION OF OBSOLETE destruction ' RECORDS FOR THE AZUSA POLICE DEPARTMENT. of Police This Resolution amends Resolution No. 7788, adopted in records 19850 and is needed due to changes in several procedural policies and omissions and additions of certain items. 23. Specifications were completed for landscape maintenance of Sierra Madre Avenue and Vernon Avenue medians (Area A), Project No. 733. This is an annual maintenance contract for the 1987-88 fiscal year. Three separate resolutions authorizing payment of Res. #'s warrants by the City were adopted and entitled: 8220,8221, 8222 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Warrants ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Item GPA 87-1 Two separate resolutions were presented for Council perusal Two separate with regard to the General Plan Amendment. One resolution resolutions presented 04/20/87 PAGE FOUR approving the General Plan designation for property located at 840-880 S. Vincent Avenue to high density residential and for property located at 620, 621, 625 and 630 North Cerritos Avenue to high density residential. The other resolution only approved the General Plan designation change for the property located on Cerritos Avenue. A discussion ensued due to the fact that the Council had denied the proposed Zone Change for the Vincent property at 'their last Council meeting, and questioned the approval of the resolution concerning both properties. Mr. Kamal Rizkalla, representing Net Advantage, addressed the Council and requested that they reconsider his zone change request for the Vincent property. Community Development Director advised the Council that if they were amenable to reconsidering the zone change request of Net Advantage, that proposed resolution approving both properties concerned with the General Plan would be appropriate, as the inconsistency with the zone classification as pertained to the General Plan Amendment could be corrected at a later date. Councilman Cook then offered the resolution dealing with both properties involved in the General Plan Amendment, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CHANGING THE GENERAL PLAN DESIGNATION FOR PROPERTY LOCATED AT 840-880 SOUTH VINCENT AVENUE FROM MEDIUM -DENSITY RESIDENTIAL TO HIGH-DENSITY RESIDENTIAL AND CHANGING THE GENERAL PLAN DESIGNATION FOR PROPERTY GENERALLY LOCATED AT 620, 621, 625 AND 630 NORTH CERRITOS AVENUE FROM COMMUNITY COMMERCIAL TO HIGH-DENSITY RESIDENTIAL (GENERAL PLAN AMENDMENT NO. 87-1). The Police Department advised that violators will be warned until it is common knowledge that restrictions are known. Also, a requirement of enforcement will be that sidewalk areas are clearly posted with these restrictions and Muncipal Code Section clearly visible. Testimony was received from staff. Testimony frm staff Testimony was received from Mr. Ed Seidner in opposition to & Ed Seidner the conditions as recommended by the Planning Commission. He felt that a need for landscaping plans, architectural design, standards on renting policies had not been addressed; further he discussed other items that he felt were not feasible which included underground parking. He also discussed number of garages that should be required and was averse to the 1-1/2 story height for apartments. Mr. Seidner was requested to review all the conditions as set forth in the Amendment, possibly recruiting another contractor to do so also and then present their input to the ' Council. Slurry seal is a preventative maintenance program Proj 731; which is applied to streets which are not too badly cracked deleting or otherwise deteriorated, but which show signs of major 8th St. E/of oxidation and minor cracking. This treatment extends the Pasadena life of the asphaltic pavement, Project No. 731. Richard Widman addressed the Council on behalf of Mr. Ray Requests for Zavala, Chairman of the St. Frances of Rome Church Fiesta, game booths, company's excavation and stripping of the mountains in the Canyon area. 04/20/87 PAGE EIGHT requesting the following: stage & fees waived Use of City's game booths and portable for carnival stage for June 19th, 20th, and 21st, 1987. @ St.Frances of Rome Request that City crews deliver and set Fiesta-appvd up the portable stage on June 18, 1987.
