MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MAY 4, 1987 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
at the above date and time in the Civic Auditorium.
Mayor Moses called the meeting to order, and led in the Call to order
salute to the Flag.
INVOCATION was given by Monsignor Robert Stein of the Invocation
St. Frances of Rome Church.

The Light Department requires six transformers in three

different sizes, for backup stock and for new
bidding &
construction projects scheduled in the very near
purch trans -
future. Quotations are on ,file from four major
formers
manufacturers on all three sizes, from other orders
that were quoted on within the past five months.
Formal bidding procedures were waived pursuant to the
Municipal Code and authorization given to purchase one
75 KVS single phase and two 167 KVS single phase trans-
formers from Wesco at a cost of $7,655.12, and three
150 KVA three phase transformers from R.T.E.
Corporation at a cost of $11,712.00. Recommendations
are based on load loss information that is used to
determine the lowest overall lifetime operating cost.

15. A JOINT RESOLUTION OF THE BOARD OF SUPERVISORS OF THE
COUNTY OF LOS ANGELES ACTING IN BEHALF OF GENERAL
COUNTY PURPOSES FUND, CONSOLIDATED FIRE PROTECTION
DISTRICT, FLOOD CONTROL DISTRICT AND THE BOARD OF
DIRECTORS OF COUNTY SANITATION DISTRICT NO. 22 OF THE
COUNTY OF LOS ANGELES AND THE GOVERNING BODIES OF THE
CITY OF AZUSA AND THE UPPER SAN GABRIEL VALLEY
MUNICIPAL WATER DISTRICT, APPROVING AND ACCEPTING
NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES RESULTING
FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 22.
When new areas are annexed into the County Sanitation
District, it is required that all affected agencies
determine the amount of property tax revenues to be
exchanged between the agencies.
16. Project No. 708, traffic signals at Donna Beth Avenue
and Gladstone Street, has been completed and accepted
by the City Engineer and the County Department of
Public Works (Macadee Electric). The project was
approved and the Mayor was authorized to execute the
Notice of Completion and the City Clerk directed to
have same recorded.
17. Two separate resolutions authorizing payment of
warrants by the City were adopted and entitled:

ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

Two separate resolutions were presented for Council perusal
regarding Variance Case V-928. One resolution granting the
variance and one resolution denying the variance.
Councilman Latta offered the resolution denying the

Section 207 of the Building Code was inadevertently deleted
in 1984. Proposed ordinance would reinstate this section,
which would provide a regulatory remedy to insure that
drastic changes in building occupancies would require a new
certificate of occupancy to insure compliance with building
and fire regulations.

The Mayor declared the Hearing re -opened. Hrg reopened
Testimony was received from Mr. Ed Seidner and Mr. Joe Testimony
Angiuli in opposition to the proposed conditions as set from Ed
forth by the Planning Commission as well as the moratorium Seidner,
regarding apartment building in the City and requested that J. Angiuli,
Council revoke the moratorium. H. Stemrich,
M. Falletta
Mr. Harry Stemrich addressed the Council and felt that the
moratorium should be continued for a longer period of time.
Mr. Mike Falletta addressed the Council as a member of the
Planning Commission and as a private citizen and requested
that proposed Amendment be referred, once again, to the
Planning Commission for further studies and revisions in
as much as the Planning Commission felt that they had not
sufficient time to properly present this item to Council.

Moved by Councilman Cook, seconded by Councilman Latta and

residents could file applications at the City
Administrator's Office and that the deadline for receipt of
applications be June 1, 1987. Upon receipt of all
applications the Council would set a time and date for
interviews.
SPECIAL CALL ITEMS
Mr. Henry Barbosa, attorney for appellant Jose E. Rodriguez,
addressed the Council regarding his client's variance and
conditional use permit applications. He requested that
reconsideration be given of the proposed denial of these
matters and possibly grant his client seven years to abate
the problem or remove existing kitchen facilities.

Mr. Rafael Guzman addressed the Council regarding his R. Guzman

After further discussion, it was moved by Mayor Moses,

Police Department be requested to make another search for
Mr. Guzman's property, and if not found to reconcile the

PUBLIC PARTICIPATION
Discussion was held regarding a donation to the City of
Hope and/or placement of an ad in their Second Annual 24
Hour Team Marathon Program. Mr. Robert Hall was to address
this item but was not in attendance at the meeting. It was
consensus that if monies were to be granted that funds not
be used for animal research.

After further discussion to ascertain if funds had been Mayor Moses
budgeted for this item, Councilman Cruz and Mayor Moses & Cncl Cruz
advised that they would personally donate the $200.00 amount to donate
to the City of Hope. funds
Mr. John Petersen, President of the San Gabriel Canyon Cabin
Owners, addressed the Council and advised that theirs was a
new organization and that their goal was to return -the
canyon to the tranquil canyon that it was before. He
advised of problems they had been experiencing with thefts,

Moved by Mayor Moses, seconded by Councilman Latta and Cnclwmn Avila
carried by roll call that Councilwoman Avila be appointed appt. Mayor

Discussion was held regarding the progress of the Roger's
Toyota auto dealership. No action taken by Council.

unanimously carried by roll call that the City go on record
as opposing proposed new waste to energy project in the City
of Irwindale; further that if the project does go through,
that the City of Azusa be the intervenor to the project.
Moved by Councilman Latta, seconded by Councilman Cruz and
unanimously carried by roll call that resolutions/plaques be
prepared for all members of the Steering Committee for the
City's Centennial Celebration; further that when completed
they be invited to attend a Council meeting for
presentation.
