Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. ROLL CALL PRESENT: COUNCILMEMBERS: COOK, CRUZ, LATTA, MOSES ABSENT : COUNCILMEMBERS: AVILA Moved by Mayor Moses, seconded by Councilman Cruz and unanimously carried by roll call* to excuse Councilwoman Avila from the meeting. ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, Director of Finance Craig, Redevelopment Project Analyst Steel, City Clerk Solis, Deputy City Clerk Lara. 'The CONSENT CALENDAR consisting of Items 1 through 14 was approved by motion of Councilman Latta, seconded by Councilman Cruz and unanimously carried by roll call vote, with the exception of Item D-4, which was considered after the CLOSED SESSION portion of the Agenda. 1. The contract for Project No. 732, maintenance of traffic signals at signalized intersections throughout the City, was awarded to Superior Signal Service, low bidder, in the amount of $9,333.60, and its execution authorized; further, the City Clerk was directed to return the unsuccessful bidder's guarantee. Two bids were opened in the City Clerk's Office on May 11, 1987, from Superior Signal Service and Signal Maintenance, Inc. The contract for Project No. 733, landscape maintenance of Sierra Madre and Vernon Avenues (Area A), was awarded to SCLM Co., Inc., low bidder, in the amount of $6,696.00, and its execution authorized; further, the City Clerk was directed to return the unsuccessful bidder's guarantee. Two bids were opened in the City Clerk's Office on May 11, 1987, from SCLM Co., Inc. and L. Barrios and Associates. 3. The contract for Project No. 734, landscape maintenance of various median islands within the City (Area B), was awarded to SCLM Co., Inc., low bidder, in the amount of $17,016.00, and its execution authorized; further, the City Clerk was directed to return the unsuccesful bidder's guarantee. Two bids were opened in the City Clerk's Office on May 11, 1987, from SCLM Co., Inc. and L. Barrios and Associates. 4. SPECIAL CALL TO BE DISCUSSED AFTER CLOSED SESSION. 5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING CCR GRANT APPLICATION AND AGREEMENT TO PROVIDE MATCHING FUNDS. This resolution is required by the Office of Criminal Justice Planning for application of grant funds. These funds would provide additional personnel and materials for the Neighborhood Watch and Crime Prevention Programs. The City would be required to match ten percent of the funds. 6. An agreement between the City of Azusa, County of Los Angeles and the City of West Covina, for the Azusa Police Department to participate in the Los Angeles County Regional Identification System was approved and its execution authorized. Foothill Blvd. to City Park to Comp. Pride the City Engineer's satisfaction. The project was Movers approved and the Mayor authorized to execute the Notice of Completion. The City Clerk was directed to have same recorded. 8. The probationary appointment of Albert Muhlethaler to Appt. A. the position of Water Utility Worker I, effective May Muhlethaler 24, 1987, was approved,. contingent upon successful com- pletion of a physical examination. 9. Results of a recent inspection by the County Health Department dictates that the chain link fence at Slauson Pool needs to be rebuilt before the pool is open for public use. The required changes needed are self-closing gates and the height of the fence needs to be raised from 6 to 10 feet. Informal quotations have been solicited for the work. Since it is important for the general public that the pool be opened on time, formal bidding procedures were waived pursuant to the Municipal Code and confirmation of the award of the contract to Warren Fence Company in the amount of $5,584.00 was approved. 10. The contract for Project No. 731, Slurry Seal Program, was awarded to Doug Martin Contracting Company, Inc., lowest bidder, in the amount of $158,416.00, and its execution authorized; further, the City Clerk was directed to return unsuccessful bidders' guarantees. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #8236 VACATING PORTIONS OF SAN GABRIEL AVENUE, PARAMOUNT Vacation re: AVENUE, AND THE ALLEY BETWEEN AZUSA AVENUE AND SAN Roger's Proj. GABRIEL AVENUE. The subject streets were previously vacated by the Council, but minor corrections to the legal description are necessary. The summary vacations are needed to support the Roger's Autodealership project. ' 12. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #8237 ADOPTING THE REVISED STATEMENT OF OBJECTIVES FOR THE revised stmnt 1987-88 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. of Obj. CDBG This resolution will allow revision of the program to delete 1987-88 funding for the housing rehabilitation program and allocate funding to downtown revitalization, drug and gang prevention, and senior citizen counseling. 13. Revision to the City's Housing Rehabilitation Program Hsng Rehab Guidelines was approved to increase the maximum loan revised to amounts to $35,000.00 for all low interest loans and inc. loan rebates, and to $35,000.00 for deferred loans only if amounts necessary to correct code deficiencies. 14. Two separate resolutions authorizing payment of Res. Nos. warrants by the City were adopted and entitled: 8238 & 8239 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Mayor Moses dissenting. It was consensus of Council that the Senior Advisory Board and the Parks and Recreation Commission study the feasibility of having the Senior Center exempt from the Municipal Code ban on serving alcoholic beverages in City facilities, as is the practice at the Woman's Club; reporting their findings to Council. Moved by Councilman Cook, seconded by Councilwoman Avila and unanimously carried by roll call that the Azusa Youth Club be authorized to hold boxing exhibitions at the V.F.W. Hall ' on May 29th, 30th, and 31st, 1987. It was further consensus of Council that staff be directed to research requests of this nature, such as restrictions on the serving of alcoholic beverages at City facilities and authorization for boxing exhibitions, and possibly formulate a policy where such authorization can be given by the City Administrator rather than Council. PAGE FOUR A CITY OF AZUSA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING JUNE 1, 1987 - 6:30 P.M. The City Council of the City of Azusa met in adjourned regular session at the above date and time in the Light and Water Conference Room. Mayor Moses called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: AVILA, COOK, CRUZ, LATTA, MOSES ABSENT : COUNCILMEMBERS: NONE ALSO PRESENT City Administrator/Chief of Police Wood, Deputy City Clerk Lara. The following applicants for the Personnel Board vacancy were interviewed: Lurece J. Hunter Oscar G. Laubbacher After being interviewed by the Council the applicants left the Conference Room of their own volition so that the Council could discuss their qualifications and arrive at a decision on the appointment. Moved by Mayor Moses, seconded by Councilman Cook and unanimously carried by roll call to appoint Lurece J. Hunter to the Personnel Board. The applicants returned to the Conference Room and were advised of Council appointment. Mr. Laubbacher was urged to re -apply when vacancies occur and also advised that the City employees elect two members to the Personnel Board and that he should contact the Employees Association regarding his interest in serving. Councilman Latta then offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING LURECE J. HUNTER TO THE PERSONNEL BOARD. Moved by Councilman Latta, seconded by Councilman Cook to waive further reading and adopt.
