CITY OF AZUSA
MINUTES OF THE CITY COUNCIL
REORGANIZATION MEETING
APRIL 19, 1988 - 7:30 P.M.
The City Council of the City of Azusa met in special session
for the purpose of canvassing returns and installation of
elected officers, at the above date and time in the Civic
Auditorium.
Mayor Moses called the meeting to order and led in the
salute to the Flag.

CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL canvass of
ELECTION HELD IN THE CITY ON APRIL 12, 1988, DECLARING THE 4/12/88
RESULT AND SUCH OTHER MATTERS AS PROVIDED BY THE PROVISIONS muni election
OF LAW.
Moved by Councilman Cook, seconded by Councilman Latta that
resolution be adopted. Resolution passed and adopted by the
following vote of the Council:

ABSENT: COUNCILMEMBERS: CRUZ
As a matter of record, the Resolution declaring the results
of the General Municipal Election is incorporated in the
Minutes.
RESOLUTION NO. 8406
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD IN THE CITY ON APRIL 12,
' 1988, DECLARING THE RESULT AND SUCH OTHER MATTERS
AS PROVIDED BY THE PROVISIONS OF LAW.
WHEREAS, a general municipal election was held and
conducted in the City of Azusa, California, on Tuesday, April
12, 1988, as required by law, and
WHEREAS, notice of the election was duly and regularly
given in time, form and manner as provided by law; that voting
precincts were properly established; that election officers were
appointed and that in all respects the election was held and
conducted and the votes were cast, received and canvassed and the
returns made and declared in time, form and manner as required by
the provisions of the Elections Code of the State of California
for the holding of elections in cities, and
WHEREAS, pursuant to Resolution No. 8423 adopted on
December 21, 1987, the Deputy City Clerk of the City canvassed
the returns of the election and has certified the results to this
City Council, the results are received, attached and made a part
hereof as "Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:'
SECTION 1. That the whole number of votes cast in the
City except absent voter ballots was 3437. That the whole number
of absent voter ballots cast in the City was 290, making a total
of 3727 votes cast in the City.
SECTION 2. That the names of persons voted for at the
election for Mayor are as follows:

BRUCE LATTA
That the names of persons voted for at the election for
Member of the City Council are as follows:
ANTHONY D. NARANJO
MIRE FALLETTA
TODD BARER
CONRAD B. BITUIN
HARRY L. STEMRICH

That the name of the person voted for at the election
for City Clerk is as follows:

That the measures voted upon at the election are as

PROPOSITION A
SHALL THE ORDINANCE ENTITLED "AZUSA
GREENS PRESERVATION ORDINANCE," WHICH RE-
ENACTS AND RETAINS UNTIL JANUARY 1, 1992
THE CURRENT GENERAL PLAN DESIGNATION OF
CF (COMMUNITY FACILITIES) AND C (WATER
CONSERVATION), AND THE CURRENT ZONE
CLASSIFICATION OF CF (COMMUNITY
FACILITIES) AND W (WATER CONSERVATION) AS
TO THE AZUSA GREENS GOLF COURSE AND
CERTAIN ADJACENT PARCELS BE ENACTED?
SECTION 3. That the number of votes given at each
precinct and the number of votes given in the City to each of the
persons above named for the respective offices for which the
persons were candidates and for and against the measures were as
listed in Exhibit "A" attached.
SECTION 4. The City Council does declare and determine
that: EUGENE F. MOSES was elected as Mayor for the
' full term of two years; HARRY L. STEMRICH was elected as
Member of the City Council for the full term of four years;
ANTHONY D. NARANJO was elected as Member of the City
Council for the full term of four years; ADOLPH A. SOLIS
was elected as City Clerk for the full term of four years;
ROBERT E. TALLEY was elected as City Treasurer for a full
term of four years.
That as a result of the election, a majority of the
qualified voters voting on the measure relating to the excavation
tax, "Proposition All, DID vote in favor of it, and that
the measure was carried, and shall be deemed aopted and
ratified. That as a result of the election, a majority of the
qualified voters voting on the measure relating to the Azusa
Greens Preservation Ordinance, "Proposition B", DID
vote in favor of it, and that the measure was carried and
shall be deemed adopted and ratified.
SECTION 5. The Deputy City Clerk shall enter on the
records of the City Council of the City, a statement of the
result of the election, showing:
1. The whole number of votes (ballots) cast in

CITY FROM SIX CENTS ($.06) PER TON TO
EIGHT AND EIGHT TENTHS CENTS ($.088) PER
TON AND OUTSIDE OF THE CITY FROM THREE
CENTS ($.03) PER TON TO FOUR AND ONE HALF
CENTS ($.045) PER TON BE CONFIRMED?

SECTION 6. That the Deputy City Clerk shall immediately
make and deliver to each of the persons so elected a Certificate
of Election signed by the Deputy City Clerk and authenticated;
that the Deputy City Clerk shall also administer to each person
elected the Oath of Office prescribed in the Constitution of the
State of California and shall have them subscribe to it and file
it in the Office of the City Clerk. Each and all of the
persons so elected shall then be inducted into the respective
office to which they have been elected.
SECTION 7. That the Deputy City Clerk shall certify to
the passage and adoption of this Resolution and enter it into the
book of original resolutions.
PASSED, APPROVED AND ADOPTED this 19th day of April,
1988.

Outgoing Councilman Cook made the following statement:
"I'd like to thank the 996 people who still
supported me in this election, and I'd like to
thank those people in the past that have supported
me and sincerely thank you for giving me the oppor-
tunity to serve my community for the last four and
one half years. I have met a lot of people. I
have done a lot of things. I have made a lot of
associations that will last a lifetime, and I'm
very thankful to the citizens of Azusa for giving
me that opportunity. And, going out, I wish good
luck to the new Council and I wish good luck to the
City of Azusa, and thank you, again, for letting me
serve."
The Honorable Michael Rutberg, Judge of the Citrus Municipal
Court administered the Oath of Office to the following
elected officials:

Moved by Mayor Moses, seconded by Councilman Latta and Naranjo aptd
carried by roll call that Councilman Naranjo be appointed as Mayor Pro -tem
Mayor Pro -tempore. Councilman Naranjo abstained.
Mayor Moses made the following statement:
"This has been a very tough election ans we've gone
through two hard years, and there has been two
factions in the City, but I want to compliment both
factions for as hard as they went out and went to
work. Because each side believed in what they were
doing and that is the American way of doing things.
So, I want to say to both sides, let's join hands
and work together for a better Azusa. Also, I want
to thank the citizens of Azusa for re-electing me
and for giving confidence to me. I'm very proud to
receive the highest honor one can receive at the
local level. Also, with our new Councilmembers,
and God willing, our plans are to unite.the City
and to move forward to progress. So? I want to
say, once again, to all of you for being here
tonight, for your support, God bless you and thank
YOU."
Councilman Stemrich made the following statement:
' "I would like to send personal thanks to my family,
to Howard Kennedy, who was my advisor on the
election, and the entire work force for the ABC,
and a lot of thanks to Tony and Gene for giving
their support. Thank you very kindly."

Councilman Naranjo made the following statement:
"I would just like to thank the City Council here
for giving me the opportunity to be Mayor Pro -tem,
it's appreciated on my behalf. I would, also, like
to thank all the people who worked hard on my
campaign. It's greatly appreciated. But the
victory is not only ours, up here sitting today,
but it's you, the people. You've got a Council who
is going to work for you for the next four years,
and I look forward to being that representative
that you've elected. Also, would like to thank
Councilman Cook and Councilman Cruz for their
services that they rendered to the City of Azusa.
It's greatly appreciated. We look forward to
working with all of them in the near future. Thank
you."
Councilman Latta made the following statement:
"I don't have any real prepared comments, Mr.
Mayor, I would just like to say welcome to our new
colleagues on the City Council and I think
everybody has the same intentions in mind, and
that's working for a better community, a better
Azusa. I look forward to working with them. I
look forward to the next couple of years of
progress in Azusa."
The Mayor congratulated the City Clerk and City Treasurer
who were re-elected, and stated that they had no opposition,
in this election, which was indicative that they were doing
a good job.
Councilwoman Avila, also, congratulated the new Council.
City Administrator Fuentes made the following statement:
"I would, also, like to welcome the new
Councilmembers and, also, would like to extend my
appreciation to the former Councilmembers. And, I
certainly look forward to working with the new
Council to create a better envirommnent and a
better community for the citizens of Azusa."

Mayor Moses thanked Judge Rutberg for administering the Oath Thanks to
of Office to the newly elected officials, and for his Judge Rutberg
services to the City. He, also, thanked the Chamber of & Chamber of
Commerce for all that they have done for the City. Commerce
Moved by Councilwoman Avila, seconded by Councilman Latta Adjourn
and unanimously carried to adjourn.
