HomeMy WebLinkAboutMinutes - April 30, 1988 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY SPECIAL MEETING APRIL 30, 1988 - 9:10 A.M. The City Council and the Redevelopment Agency of the City of Azusa met in Special Session at the above date and time in the Poly -Vista Room at Kellogg -West, Pomona. Mayor/Chairman Moses called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS/DIRECTORS: AVILA, STEMRICH, NARANJO, MOSES ABSENT COUNCILMEMBERS/DIRECTORS: LATTA ALSO PRESENT City Administrator/Executive Director Fuentes, Chief of Police/Assistant City Administrator Wood, Director of Finance Craig, Director of Community Development Bruckner, Utilities Director Hsu, Director of Community Services Guarrera, City Librarian Alaniz, Redevelopment Manager Steel, Facilitator Fred Sorsabal, Deputy City Clerk/Deputy Secretary Lara. The purpose of the Special meeting was to hold a Workshop with the Council, the Redevelopment Agency and staff consisting of the following points: 1. City Council/Staff relations 2. City Budget/Revenues 3. City Projects 4. Redevelopment 5. City Council Objectives Call to order Roll Call Also Present Purpose of Spec Mtg Pursuant to Government Code Section 54956, the 'Notice of Certification Special Meeting' was delivered to each Notice of Councilmember/Director on the date and time as set forth in Spec Mtg the following: COUNCILMEMBER/DIRECTOR DATE AND TIME DELIVERED BY: E. The Azusa Herald San Gabriel Valley Tribune Los Angeles Times Falcon Cable Certification News media COUNCILMAN/DIRECTOR LATTA ENTERED THE MEETING AT 9:15 P.M. Cncl Latta entrd mtg Facilitator Sorsabal requested input from Council and staff Open discsns on the various points in question. The only points covered at this session were Council/Staff Outline of relations and City Council objectives. Healthy discussions objectives were held and many ideas were brought out by both Council and Staff. Basically, the following broad outline was the result of discussions held: 1. Unity 2. Downtown redevelopment - economically feasible. 3. Communications - improvement between Council and Staff and more informal study sessions. 4. Work programs - long term goals - mutually agreed objectives - performance standards. 5. Monthly financial reports. 6. Quality of public service - consistency - review Ordinances re: Zoning and Building Codes. 7. Code Enforcement - new buildings - plan checking - parking requirements. 8. Street lights 9. Review of building organizations - contract services. 10. Pride - what you think of yourself as a community - Improve image. 11. Look at balance of community (residential, commer- cial and industrial). 12. Need for public meeting places for community - also good restaurant - need for self sufficiency. 13. Beautification - entrances - highways. 14. New Revenue Sources - Economic Development Program, staff to look at priorities. 15. Staff more visible in the community. 16. Take the lead to "clean up" the canyon. Moved by Mayor/Chairman Moses, seconded by Recess Councilman/Director Naranjo to recess to lunch. TIME OF RECESS: 12:15 P.M. THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY RECONVENED AT Reconvened 1:10 P.M. It was consensus of the Council that more study sessions were needed and that they be held at the Senior Center in Azusa, rather than at Kellogg -west. Moved by Councilman/Director Stemrich, seconded by Adjourn Councilman/Director Latta and unanimously carried by roll call to adjourn. TIME OF ADJOURNMENT: DEPUTY CITY 1:15 P.M.
