MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MARCH 5, 1990 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
at the above date and time in the Civic Auditorium.
Mayor Moses called the meeting to order. Area Girl Scouts Flag cermny
conducted the Flag ceremony. Girl Scouts
INVOCATION was given by Director of Finance Geoff Craig of Invocation

Ms. Camille DeMascio addressed the Council regaring mobile Comments

Ms. Yolanda Trejo addressed Council regarding proposed Comments
parking changes on Alameda Avenue and voiced -her displeasure Y. Trejo
with the proposal. She stated that parallel parking was not parallel
adequate for the amount of cars that parked on the street. pkng
Mr. Raymond Frajio also addressed this item stating that Comments
stop signs should be placed at all intersections to curb R. Fraijo
speeders and that he too was averse to parallel parking.
Community Development Bruckner addressed this item as well Comments
'as Police Captain Nelson, both stated, in essence, that Bruckner &
angle parking is a safety hazard and cited many instances of Nelson
traffic collisions resulting from it; further, that
residents would have to park their vehicles in their
garages rather than storing items or illegally converting
them to dwellings.
It was consensus of Council that the matter be referred to Rfrd to
staff for reconciliation. staff

Pasadena, addressed the Council and commended them for

Mrs. Theresa Belangeri addressed the Council and advised Comments
that she had contacted a group called the Pesticide Watch T. Belangeri
and they provided her with an Initiative Petition to cease
'the spraying, and if enough signatures are garnered it would
go on the ballot for voter approval; also a direct petition
to be submitted to the Governor. The entire Council signed
her Petitions.

Mr. Rufus C. Young, Jr. of Burke, Williams and Sorensen,
addressed the Council relating to this matter and the
dangers of echelon formation flying.
General discussion was held with Mr. Young, City Attorney
land the Council.
It was then moved by Mayor Moses, and then seconded by
Councilmembers Latta, Stemrich and Avila and unanimously
carried by roll call* that City Attorney proceed with the
Federal Court action, as outlined, and further that Azusa
join as Friend of the Court in the City of Los Angeles suit.

The CONSENT CALENDAR consisting of Items 1 through 7 was Cons Cal

1. The Minutes of the adjourned regular meeting and Min appvd
regular meeting of February 20th and the Special
meeting of February 22nd, 1990, were approved as
written.
2. When the Civil Service Rules were revised, sections Amend Civil
dealing with removal of names from eligibility lists Svc rules
and appointments were changed to a point which created removal of
problems in the selection process of qualified names frm
candidates. Amendments have been prepared and approved lists
by the Personnel Board and all employee groups. The

City Librarian Alaniz addressed item dealing with Comments

unanimously carried by roll call* that staff draft a letter staff
to Pete Schabarum requesting synchronization of the signal
and further that staff review the area in question in order
to alleviate the problems.

Discussion was held regarding the oil spill that occurred at Disc Owl Rock
Owl Rock. Mr. Mike Broome, Vice President of Owl Rock, oil spill
addressed the Council and advised that all proper procedures
were followed and that any costs incurred by the City will
be reimbursed.

unanimously carried by roll call* that staff be directed to to be placed

Blvd., in order that American Flags can be displayed during
appropriate holidays.
Councilman Latta then discussed articles in the Western City Articles
magazine and the Los Angeles Business Journal regarding the lauding
City's community improvement programs and that Azusa has Azusa
been named as the tenth fastest growing City. Copies of the
articles will be made available at the Library for citizens'
perusal.
Councilman Stemrich then discussed a,letter to the editor
that appeared in the San Gabriel Valley Tribune on February
26th, allegedly written by Jose Martinez. He advised that
the City Clerk had contacted Mr. Martinez and requested that
he appear at the meeting to substantiate his claims in the
letter. Mr. Martinez advised that he did not write any
letter; further that he only speaks Spanish. Councilman
Stemrich then read the letter and refuted each item as
presented.
Moved by Councilman Stemrich, seconded by Mayor Moses and
unanimously carried by roll call* that the Planning
Commission be directed to study the area around the
intersections of Sierra Madre and Azusa Avenue for possible
re -zoning to CF (Community Facilities) to upgrade the
entrance to the Canyon.
Councilwoman Avila discussed the policy that Councilmembers
not invite employees, Boardmembers or Commissioners to
candidates' fund raising events. She wanted to clarify the
policy in that these individuals could not be formally
invited, however, if they wish to attend as private
citizens, without being solicited to do so, there is no
problem.
Councilwoman Avila discussed the need for a meeting' with
staff and Council to critique the earthquake that recently
occurred. A Policy should be formulated that addresses all
disasters and Council's role during the disaster.
It was then moved by Councilwoman Avila, seconded by
Councilman Stemrich and unanimously carried by roll call*
that such a policy be prepared; further that when staff has
assessed damages from a disaster, that as soon as is
feasible, staff will meet with the Council to update them on
actions taken.

Councilman Latta apprised the audience that since Council Discussion
adopted a higher reward for the apprehension and conviction graffiti
of graffiti perpetrators, several successful cases have come reward pgm
to fruition. Possibility of these matters being referred to
the Crimestoppers for negotiation of the reward was
discussed.
