The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order. Area Girl Scouts conducted the Flag ceremony. INVOCATION was given by Director of Finance Geoff Craig of the City of Azusa. CEREMONIAL Ceremonial Councilwoman Avila presented City of Azusa pins to all the Azusa pins & Girl Scouts and their leader, and Mayor Moses presented a Proclamation Proclamation to the Girl Scouts in honor of Girl Scout Week. to Grl Scts PUBLIC PARTICIPATION Pub.Prtc. Ms. Camille DeMascio addressed the Council regaring mobile Comments home rent stabilization in relationship to CPI regulations. C. DeMascio She requested Council's help in enacting rent control for mobile rent mobile home parks in the City. control Council, City Attorney and staff mobile home owners at length. Mr. Bob Metcalf also addressed assistance. discussed the problems of this item seeking Council Comments B. Metcalf It was consensus of Council that staff investigate and Mobile rent report on the possibility of rent control for mobile home cntrl rfrd owners as expeditiously as possible. to staff Ms. Yolanda Trejo addressed Council regarding proposed Comments parking changes on Alameda Avenue and voiced her displeasure Y. Trejo with the proposal. She stated that parallel parking was not parallel adequate for the amount of cars that parked on the street. pkng Mr. Raymond Frajio also addressed this item stating that Comments stop signs should be placed at all intersections to curb R. Fraijo speeders and that he too was averse to parallel parking. Community Development Bruckner addressed this item as well as Police Captain Nelson, both stated, in essence, that angle parking is a safety hazard and cited many instances of traffic collisions resulting from it; further, that residents would have to park their vehicles in their garages rather than storing items or illegally converting them to dwellings. It was consensus of Council that the matter be referred to staff for reconciliation. Mr. William Paparian, Councilmember from the City of Pasadena, addressed the Council and commended them for adopting the Urgency Ordinance prohibiting formation flying in the City and, also, their stand against malathion spraying. He advised that Pasadena would work with the City in any way to get the message through to the Governor. Comments Bruckner & Nelson Rfrd to staff Cnclmn W. Paparian of Pasadena comments malathion Lengthy discussion was held regarding the helicopters flying Discussion in echeclon formation and the dangers involved, and the manner in which the Police Department would handle this when spraying in the City. Mrs. Theresa Belangeri addressed the Council and advised Comments that she had contacted a group called the Pesticide Watch T. Belangeri and they provided her with an Initiative Petition to cease the spraying, and if enough signatures are garnered it would go on the ballot for voter approval; also a direct petition to be submitted to the Governor. The entire Council signed her Petitions. Mrs. Kathy Cuddy addressed the Council and advised of her Comments plight with sick children due to the malathion spraying. K. Cuddy Mr. Robert Conley addressed this item and advised that the Comments Post Office does not properly scrutinize parcels that are R. Conley sent from out of state with fruit and vegetables. Mr. Ronald Legault addressed this item and stated that his Comments concerns were with our drinking water because of the R. Legault spraying. Since this item was agendized, under Other Business/City Malathion Council, it was brought forward for action. item brt frward Mr. Rufus C. Young, Jr. of Burke, Williams and Sorensen, Comments addressed the Council relating to this- matter and the R. Young dangers of echelon formation flying. PUBLIC HEARING - on appeal of California Target Enterprises Pub Hrg requesting a conditional use permit to operate a mini -mart CUP -89-2 with on -sale beer and wine from an existing nonconforming CA Target automotive service station at 710 S.Azusa Avenue - C-89-2. The Mayor declared the Hearing open. The City Clerk read Hrg open the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on February 22nd as well as the affidavit of proof of posting said property on February 23rd, 1990. An item was presented to the Council which was received after the Agenda had been printed and posted, dealing with a Boxing Show to be held on March 17th. Moved by Councilman Latta, seconded by Councilman Stemrich and unanimously carried by roll call* to take action on this non -agenda item because the need to act arose after the posting of the agenda; and to approve a boxing exhibition show at the VFW Hall on March 17, 1990, by the Azusa Youth Boxing Club. Donna Beth Mr. Bob Metcalf addressed this item stating that the signal Comments is not the main issue, pedestrians crossing in between the B. Metcalf intersections is the big problem. Moved by Mayor Moses, seconded by Councilman Latta and Rfrd to unanimously carried by roll call* that staff draft a letter staff to Pete Schabarum requesting synchronization of the signal and further that staff review the area -in question in order to alleviate the problems. 03/05/90 PAGE SIX Discussion was held regarding the oil spill that occurred at Disc Owl Rock Owl Rock. Mr. Mike Broome, Vice President of Owl Rock, oil spill addressed the Council and advised that all proper procedures were followed and that any costs incurred by the City will be reimbursed. Mayor Moses also questioned the possibility of the City Wtr testing being reimbursed by the State for testing of wells and discussion reservoirs due to the malathion spraying. Moved by Mayor Moses, seconded by Councilman Latta and Flag brackets unanimously carried by roll call* that staff be directed to to be placed replace/install necessary flag brackets along Foothill Fthll Blvd Blvd., in order that American Flags can be displayed during appropriate holidays. Councilman Latta then discussed articles in the Western City Articles magazine and the Los Angeles Business Journal regarding the lauding City's community improvement programs and that Azusa has Azusa been named as the tenth fastest growing City. Copies of the articles will be made available at the Library for citizens' perusal. Councilman Stemrich then discussed a letter to the editor Ltr to Editor that appeared in the San Gabriel Valley Tribune on February discussion 26th, allegedly written by Jose Martinez. He advised that the City Clerk had contacted Mr. Martinez and requested that he appear at the meeting to substantiate his claims in the letter. Mr. Martinez advised that he did not write any letter; further that he only speaks Spanish. Councilman Stemrich then read the letter and refuted each item as presented. Moved by Councilman Stemrich, seconded by Mayor Moses and Ping Comm unanimously carried by roll call* that the Planning to study area ICommission be directed to study the area around the near canyon intersections of Sierra Madre and Azusa Avenue for possible for rezoning re -zoning to CF (Community Facilities) to upgrade the entrance to the Canyon. Councilwoman Avila discussed the policy that Councilmembers Discussion not invite employees, Boardmembers or Commissioners to policy of in - candidates' fund raising events. She wanted to clarify the viting Bd & policy in that these individuals could not be formally Comm membrs invited, however, if they wish to attend as private to fund rai- citizens, without being solicited to do so, there is no sers problem. Councilwoman Avila discussed the need for a meeting with Critique w/ staff and Council to critique the earthquake that recently staff of occurred.
