'The City Council of the City of Azusa met in regular session for the purpose of canvassing returns and installation of elected officers, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. ROLL CALL PRESENT: COUNCILMEMBERS: AVILA, STEMRICH, NARANJO, LATTA, MOSES ABSENT COUNCILMEMBERS: NONE ALSO PRESENT City Attorney Thorson, City Administrator Diaz, Chief of Police Wood, Utilities Director Hsu, Redevelopment Director Steel, Deputy City Clerk Lara. Councilman Latta offered a resolution which the Deputy City —.Clerk read in full, entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY ON APRIL 10, 1990, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY THE PROVISIONS OF LAW. Moved by Councilman Latta, seconded by Councilwoman Avila that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: AVILA, STEMRICH, NARANJO, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE •As a matter of record, the Resolution declaring the results of the General Municipal Election is incorporated in the Minutes. Roll Call Also Present Res. #8840 canvass of 4/10/90 muni election RESOLUTION NO. 8840 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY ON APRIL 10, 1990, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY THE PROVISIONS OF LAW. WHEREAS, a general municipal election was held and conducted in the City of Azusa, California, on Tuesday, April 10, 1990, as required by law, and WHEREAS, notice of the election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities, and WHEREAS, pursuant to Resolution No. 8793 adopted on February 5, 1990, the City Clerk of the City canvassed the returns of the election and has certified the results to this City Council, the results are received, attached and made a part hereof as "Exhibit A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the whole number of votes (ballots) cast in the City except absent voter ballots was 2770. That the whole number of absent voter ballots cast in the City was 394, making a total of 3164 votes cast in the City. SECTION 2. That the names of persons voted for at the election for Mayor are as follows: TONY D. NARANJO EUGENE F. MOSES That the names of persons voted for at the election for Member of the City Council are as follows: JENNIE BRACAMONTES AVILA STEPHEN J. ALEXANDER JOHN R. DANGLEIS YOLANDA TREJO BRUCE LATTA ART WEST SECTION 3. That the number of votes given at each precinct and the number of votes given in the City to each of the persons above named for the respective offices for which the persons were candidates were as listed in Exhibit "A" attached. SECTION 4. The City Council does declare and determine that: EUGENE F. MOSES was elected as Mayor for the full term of two years; JOHN R. DANGLEIS was elected as Member of the City Council for the full term of four years; STEPHEN J. ALEXANDER was elected as Member of the City Council for the full term of four years. 04/17/90 PAGE TWO .44Y y. SECTION 5. The Deputy City Clerk shall enter on the records of the City Council.of the City; a statement of the result of the election, showing: 1. The whole number of votes (ballots) cast in the City; 2. The names of the persons voted for; 3 For what office each person was voted for; 4. The number of votes given at each precinct to each person; 5. The total number of votes given to each person. SECTION 6. That the Deputy City Clerk shall immediately make and deliver to each of the persons so elected a Certificate of Election signed by the Deputy City Clerk and authenticated; that the City Clerk/or designee shall also administer to each person elected the Oath of Office prescribed in the Constitution of the State of California and shall have them subscribe to it and file it in the Office of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective office to which they have been elected. SECTION 7. That the Deputy City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED this 17th day of April, 1990. I met many lovely people, I've met many new faces. I felt a warm rapport with the staff, they really work themselves; they do put out their best foot. I also met new faces here in the City, and at the conferences, I learned a lot and I hope that I will be able to continue those friendships. I'm very proud of the accomplishments during my tenure. The Centennial Square, and hopefully that will go down in history as dedicated to the Centennial Committee that put in so much work for this community, especially during- that time. I'm proud of the Price Club, these are the things that happened during my tenure. The Discount Builders, the Azusa Ranch Center, also known as the Promenade. The downtown renovation, the City Hall Park and its renovation; the tying up of Civic Center Complex. A while back, I brought to the attention of the City Fathers that an apartment was being planned across the street, and it cost the City a little bit of money, but we were able to get it back for the Civic Center Complex. I'm proud of the Police Department, that it is up to par; also, the two new single family home developments; the CoastFed luxury apartments that are in the books right now, hopefully, it will come to fruition. The Krems Center has always been a problem; we wrestled with it, but it is now up to the new Council to handle that. The mountain, we also, wrestled with that, hopefully, the conditions that we put on it will renovate some of that, some of the damage that has been done there; the landfill, it was another situation that was out of our hands, it was in the court system. I am very proud that the budget is one and a half million in the black, and we saved a number of jobs in the Parks and Recreation Department. And, I supported the Blue Ribbon Committee which sought new revenues for street improvements, sewers, also, funds for the Library. I supported the, to stop the rampant explosion of apartments in the central district of town, but next meeting, I guess, the new Council will discuss that further. And, I proudly served my City as liaison to the East San Gabriel Valley Consortium; the Independent Cities Association; the Planning Commission; the East San Gabriel Valley Planning Committee; the Parks and Recreation Commission; the Personnel Commission and a number of other appointments. I want to let you know that I'm not going to move out of town, this is my City, and I will continue to work for my City. This is where my roots are, I want my family to continue. I will also continue to support the Senior Programs, the Friends of the Library, the Woman's Club, the Chamber and Sociedad Progresista Mexicana. Those are other things, too, that in addition to my City obligations, I continued with, because I'm a member of those, not because it was election time and I joined them. I've been a member for a number of years, and I hope the new Council will follow through and carry out their promises. Perhaps, I did not promise you enough. Four years ago, I borrowed a line from my favorite poem, a poet, Walt Whitman, in that I do not give speeches or little charity, when I give, I give myself. And I did that, I gave you my best. Thank you Azusa, and good luck Azusa." 04/17/90 PAGE FIVE Statement by Cnclwm Avila Outgoing Councilman Latta made the following statement: Statement by Cncl Latta "Mr. Mayor, if I might take the opportunity, my last chance as a Councilman to address the community; I'd like simply to thank everyone for allowing me the opportunity to serve the community. It's been 12 years; I have had the chance to serve as Azusa's representative at Citrus College for a little over 4 years, and then two terms as a Councilman for 8 years, for a total of over 12. I think I'm a better person because of the chance to be involved in community service, and I want to thank everyone for that opportunity. And, also, I think Azusa is a better place because I had a chance to be here. I originally became involved because I wanted Azusa to live up to its full potential. I think that in the last 8 years, we've accomplished a lot. I dedicated myself to working hard and working to improve the community of Azusa. I've never been one to blow my own horn, but if I was to make up a list, it would fill a page of everything I was able to accomplish in the last 8 years. Let me simply say that I'm sorry that I won't be here to continue to work on the improvements, I wish the new Council the best. If they do well, our community will do well, and we as the citizens and residents will do well. I've almost forgotten what it's like to be a private citizen, it's been over 12 years that I have been involved in community service, but, I'm looking forward to it. Our second daughter is due any day; I have my little beeper on, so if it goes off, and I leave, it's because it's time to go to the hospital. I won't be gone completely, I will keep an eye on City Hall and everybody and see that, and watch to see that they do their best, and I could quote a soldier and say I will return or quoting that same soldier, simply fade away, but I won't do that; I will simply say that I look forward to seeing all of you around town; this is my home, my community, my family has been here for four generations now, counting my daughter, my two daughters, and I look forward to seeing all of you around town. Again, thank you for the opportunity to be involved and to serve the community." Alexander Certificates of Election were given to newly elected Crtfcts of officials. election 'Mayor Moses made the following statement: Statement by Mayor Moses "I just want to say one thing before we sit down, I would like all the Councilmembers to grasp hands and say'that we're going to work together. I think we've already said that, so let's get all of our hands together. This is one of my main messages, we've had a lot of talks amongst ourselves, one at a time, naturally, and, everyone said that we're going to bury the axe; we're going to try to work for the betterment of the City and we're going to 04/17/90 PAGE SIX try to give the people what they want. The other thing is that I want to recognize all.of you out there, you're all very important, you're all Azusa people, and I want to thank my, the people that supported me that were very loyal and I feel very good about winning, but I don't think there's a real winner until the job is done. I think that all of us together, it's not going to be "I" anymore, I think we're all going to put all of our resources together and what we have and work as a team and say "we", so we'll be working in that direction. At this time, I'll turn it over to Mr. Dangleis." Councilman Dangleis made the following statement: "Thank you Mayor Moses. I'd like to thank all of the people who supported me, mostly my.family, who have gone through this campaign with Tae,* and they know full well the sacrifices they're going to have to make in the future, too, because we've been there before in another role; one that might even be a little more blood-letting than this one; but I thank all of them. I applaud and thank the two Coucnilmembers who left office this evening, because unless you have been here, and I've dealt with City Councils in one capacity or another for many years, you can't know exactly what they go through, and the sacrifices they make and the drain on their families. So, I applaud and thank them for their service to the City. I heard a few things after the election that disturbed me a little, that there's going to be a 2-2 and you're the deciding vote, that's the way the City is going to be now. What I implore my colleagues up here to do is to act as five individual persons which they really are; think independently; agree at some time; disagree at some times; work for the betterment of the City and I think we will be. better off. Now, I didn't get to go to camp as a youngster, so I never learned that 'hold hands thing' here. We never did that when I•was a kid; we just tried to do other things to survive. But, I'm glad the Mayor called upon us to do that, because I really do believe that the five of us can work together and make this a successful City Council. Thank you very much for your support. I'll do my best." Councilman Alexander made the following statement: "As I look around, I can't help but think about what's happening around the world as compared to what is happening in America. We see democracy breaking out all over and governments changing. And the thing that always amazes me as I watch the TV, and as I read the newspaper, is, when governments change people die, protests occur, riots occur. You've just seen a peaceful change of government, and this isn't the first time it has happened in Azusa; it has happened since its beginning, and it happens all over America; and no one dies, no one's killed, no one's bitter and I am very proud of the fact that the two incumbents who have just left office, have not only left with honor, they've said they're going to stay in the community and help us work. And, I think that's a great privilege and a great honor in our community, and I'm very proud of that. I, also, think that one of the groups that I like to think about that's 04/17/90 PAGE SEVEN Statement by Cncl Dangleis Statement by Cncl Alexander 1 helped preserve our freedom and democracy, the Veterans groups, who shed their blood so that this kind of procedure can go on and that governments can change peacefully without violence and without destruction, and I think we owe a debt of gratitude to the citizens of Azusa to make that possible, and especially the City staff that permitted the election to go on freely without incident. I also want to thank the other candidates and, also, the newspaper, and I think that Azusa has really set a standard this time, that the rest of the state and maybe the rest of this country can be proud of, the papers said that this election was not designed by mud slinging or personal attacks; but it was designed and it was campaigned on the issues. And, I think that's a credit and honor to the quality of candidates which attempted this election, and to our community, who received that in the spirit that it was given. We went through two debates and we went through a strong issue session, and I'm proud about that. We have a lot to do in Azusa, and we're just beginning now. I hope the community will work with us. We want you to come in, we want you to speak in front of us, we want you to join our commissions, we want you to work and make Azusa a great place, it truly is, at least that's been my experience, an I'm sure it will continue. I want to thank the people who helped me to enjoy Azusa and to move forward in this community so quickly. I really appreciate it and I appreciate your support. Thank you Azusa, thank you very much." Councilman Naranjo made the following statement: Statement by Cncl Naranjo "I'd like to welcome my two new collegues to the ' City Council. I look forward to working with you as a unified City Council team. I would like to also thank Councilwoman Avila for giving her four years of service to the City of Azusa, and Mr. Latta for giving his eight years of service. I'd like to let my constituents know that I still will sit here for two more years, and I will work to the best of my ability to be a representative and answer to your needs. I'd like to thank the 600 people that voted for me during this election that showed me their support and, again, I would like to say I look forward to work with this City Council, I think together we can provide the community with what they deserve. Thank you." Councilman Stemrich made the following statement: Statement by Cncl Stemrich "I think it's all been said tonight, Mayor. I seem to be last on all the speaking. Tony reflected my opinions and my sayings, and I wish to extend my thanks to Mr. Latta and Mrs. Avila; for Bruce's 8 years and for Jennie's 4 years, of good high quality work, dedicated work. There's been some statements made here tonight, and I hope this Council can keep together and show the surrounding San Gabriel Valley that we are the number one City now, and I hope this City will continue to progress as in its present state. That's about all." The Mayor further stated: Statement by Mayor Moses "In my excitement, I neglected to say something nice about Mr. Latta and Mrs. Avila. I think both have done a wonderful job, at times, and they've been very valuable in places, and I respect that, and I want to wish you the very best." 04/17/90 PAGE EIGHT Moved by Councilman Alexander, seconded by Councilman Naranjo and unanimously carried by roll call that Councilman Dangleis be appointed as Mayor Pro -tempore.
