MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
APRIL 23, 1990 7:30 P.M.
'The City Council of the City of Azusa met in adjourned
regular session at the above date and time in the Azusa
Civic Auditorium.
Mayor Moses called the meeting to order and led in the Call to order
salute to the Flag.

ALEXANDER, MOSES
ABSENT COUNCILMEMBERS: NONE

City Attorney Thorson, Interim City Administrator Diaz,
Director of Finance Craig, Director of Community Development
Bruckner, Redevelopment Director Steel, Redevelopment
Manager Lyman, Deputy City Clerk Lara, Administrative Clerk
Toscano.

Following discussion regarding possibilities for taking- Discussion
action against continuance of Conditional Use Permit for Azusa Rock
Azusa Rock Quarry, it was moved by Mayor Moses, seconded by Quarry
Councilman Alexander and unanimously carried by roll call
that staff be directed to prepare a complete report listing
possible alternative actions to be taken on Conditional Use
Permit for Azusa Rock Quarry.
Discussion was held regarding possible intervention by City Discussion
of Azusa, if Watermaster appeals; further, to reevaluate Azusa Land -
prices for landfill services. It was then moved by Mayor fill
Moses, seconded by Councilman Alexander and unanimously
carried by roll call that staff be directed to prepare a
complete report on fees for landfill use, dumping, number of
monitors and also the number of monitoring wells, further;
holding off on any intervention action until an appeal is
made by Watermaster and at that time estimate the cost of
such an intervention.
After lenghty discussion regarding Revenue Measures it was Discussion
moved by Mayor Moses, seconded by Councilman Alexander and Revenue
carried by roll call to reduce Community Maintenance and Measures
Fire Safety fees by one third effective July 1, 1990.

v At this time Councilman Stemich requested that an item Stemrich
be placed on the next Council agenda under his name to also Agenda item
take action on the Business License tax. Bus Lic tax
Discussion was held regarding the Coastfed project, City Discussion
street cost. It was moved by Mayor Moses, seconded by Coastfed
Councilman Alexander and unanimously carried by roll call to Project
insure that all monies payable by the developer be remitted
to the Redevelopment Agency.

Discussion was held regarding open recruitment for City Discussion
Administrator. It was moved by Mayor Moses, seconded by Recruitment
'Councilman Alexander and unanimously carried by roll call to City Admin
delay the recruitment for the position of City Administrator
until after the budget process is completed.
PUBLIC PARTICIPATION
Mr. Louis Zamora addressed Council with his disappointment Comments
with regard to the action taken on the Revenue Measures. L. Zamora
Mr. Robert Connelly addressed Council with his concerns Comments
regarding the Azusa dump site. R. Connelly
Mr. Art Morales addressed Council in support of the rock Comments
quarry and expressed his views regarding the Coastfed A. Morales
project and various uses for City funds and further in
support of the Interim City Administrator.
Mrs. Susie Galletta addressed Council expressing her Comments
disappointment with regard to the action taken on Revenue S. Galletta
Measures.
Ms. Penny Pounds addressed Council expressing her concerns Comments
regarding the action taken on the Revenue Measures. P. Pounds
Mr. Ronald Legault addressed Council expressing views Comments
'regarding the Rock Quarry and Azusa Landfill. R. Legault
Mr. Dave Hardison addressed Council expressing his concerns Comments
regarding the Revenue Measures and stated that businesses D. Hardison
and residents should benefit equally.
Councilman Naranjo offered a Resolution entitled:

RECESS TO CLOSED SESSION ON APRIL 23, 1990, PURSUANT TO THE Closed Sess
PROVISIONS OF GOVERNMENT CODE SECTION 54957 AND MAKING
FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 54956.9(a), AND
(b).
Moved by Councilman Naranjo, seconded by Councilman Stemrich
to waive further reading. Resolution passed and adopted by
the following vote of the Council:

ALEXANDER, MOSES
NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: NONE

Moved by Councilman Alexander, seconded by Councilman Adjourn to
Naranjo and unanimously carried to adjourn to 9:00 A.M., May 5/5/90
