MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
JUNE 19, 1990, 7:00 P.M.
' The City Council of the City of Azusa met in adjourned
regular session at the above date and time in the Azusa
Civic Auditorium.
Mayor Pro -Tem Dangleis called the meeting to order and
requested City Clerk Solis to lead in the salute to the
Flag.

' AMORTIZATION WORKSHOP
Moved by Councilman Naranjo, seconded by Councilman Stemrich
and unanimously carried by roll call that Mayor Moses be
excused from the meeting. City Attorney advised that due to
the fact that Mayor Moses owns property in the City which is
subject to amortization, this causes direct conflict of
interest, further that this was confirmed by the FPPC and he
advised the Mayor to obstain from this meeting.
The Council took action to excuse Councilman Alexander from
this meeting at the Council meeting of June 18, 1990.
Community Development Director Bruckner addressed Council
explaining the definition and reasons for amortization in
the City. He further gave examples of what would occur if
complete removal of amortization in the City were
implemented. He stated that if the City Council is
attempting to respond to the more limited issue of these
residential properties, the amortization section of the code
could be modified while retaining the section essential to
community improvement. The recommended changes to the code
would be as follows: Make the finding that all residential
,development, regardless of density, is compatible with one
another for purposes of amortization; therefore, there will
not be a need to amortize residential units in residential
zones; modify the provision dealing with the ability to
reconstruct nonconforming uses due to destruction by fire,
explosion or Act of God. The current code requires full
amortization if the structure is damaged to the extent of
150% or more of the assessed valuation. A more common and
equitable provision would be 50% or more of the structure's
current appraised value.
