HomeMy WebLinkAboutMinutes - June 24, 1991 - CC (2)CITY OF AZUSA MINUTES OF THE CITY COUNCIL, THE REDEVELOPMENT AGENCY AND THE AZUSA PUBLIC FINANCING AUTHORITY ADJOURNED REGULAR MEETING ' JUNE 24, 1991 - 6:30 P.M. The City Council, the Redevelopment Agency and the Azusa Public Finance Authority of the City of Azusa met in adjourned regular session at the above date and time in the Azusa Senior Citizen Center. Mayor/Chairman Moses called the meeting to order and led in Call to order the salute to the Flag. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS/DIRECTORS: DANGLEIS, STEMRICH, NARANJO, MOSES ABSENT : COUNCILMEMBERS/DIRECTORS: ALEXANDER ALSO PRESENT Also present City Administrator/Executive Director Caswell, Assistant City Administrator Garcia, Chief of Police Nelson, Captains Broderick and Garcia, Director of Finance Craig, Director of Community Development Bruckner, Director of Community Services Guarrera, Utilities Director Hsu, Public Works Superintendent Pedroza, Redevelopment Director Steel, City 'Librarian Alaniz, City Engineer Abbaszadeh, Community Improvement Manager Rudisel, Building Official Guerrero, Transportation Coordinator MacKay, Recreation Supervisor Jacobs, City Treasurer Talley, Assistant City Clerk/Deputy Secretary Lara, Deputy City Clerk Toscano. COUNCILMAN/DIRECTOR ALEXANDER ENTERED THE MEETING AT 6:35 Alexander P.M. entrd mtg Mrs. Joanne Eros of the YWCA - WINGS Shelter addressed J. Eros Council requesting a donation of $5,000 for the shelter. YWCA - She stated that the program is to help end domestic violence WINGS shltr by providing food, shelter and education to battered women in this area. Discussion was held among Councilmembers and it was consensus of the Council to review available monies for community promotions and follow up with a letter responding to this request. Mr. Armando Camarena of the Azusa Alumni Association A. Camarena addressed Council requesting the City's assistance with the Azusa 1992 Cinco de Mayo -Fiesta de Azusa. He requested in kind Alumni City donations from the Police, Parks, Streets, Light and Fiesta de City Administration departments, and also a cash donation of Azusa $5,000. He also distributed copies of the organization's financial statements and bank statements to Council for their perusal. This item will be reviewed and responded to. Director of Community Services Guarrera addressed item J. Guarrera regarding Head Start Program. He stated that the Head Start Head Start Program has been granted expansion funds for an additional Program 68 slots and that as part of the expansion program were granted a start-up fund; these funds must be expended in fiscal year 1991 or reverted back to the funding agency. He requested that formal bidding procedures be waived in order to purchase Head Start/Pre School supplies and materials. It was then moved by Mayor Moses, seconded by Councilman Formal bid - Alexander and unanimously carried by roll call to waive ding waived formal bidding procedures pursuant to the Municipal Code to funds to authorize the expenditure. Headstart City Administrator/Executive Director presented the Budget Bdgt message message to the Council/Agency. Caswell Director of Finance Craig reviewed the combined budget Bdgt review summary, revenue sources and expenditures. He stated that Craig the City would begin the fiscal year of 1991-92 with a deficit of $3,724,725. General discussion was held regarding various ways to General increase the City's revenues such as passing bonds, using Discussion monies set aside pension funds and additional quarry tax. Regarding the City Administrator's budget, Councilman Comments Alexander suggested that the $14,000 budgeted for Alexander Councilmembers meetings & conferences be removed. Also, it was consensus of Council that a list be provided of groups to be considered in the community promotion portion of the budget for review. Redevelopment Director Steel addressed the Community CDBG bdgt Development Block Grant Budget. Steel Director of Finance addressed the Computer Services Budget, Computer Svs stating that this year it has been allocated to 'bdgt Administration as well as telephone services. The Council voiced various concerns regarding the computer and telephone systems. Assistant City Administrator Garcia addressed the Internal Human Res Support Services Budget. He announced various goals and bdgt objectives he wishes to accomplish in the claims/insurance Portion of the budget. Assistant City Clerk Lara addressed the City Clerk's Budget Cty Clerk and advised that the only major addition was the expenditure bdgt for the re -codification of the City's Municipal Code. Director of Finance Craig presented the Finance Department Finance bdgt Budget. He stated that there is a need for reclassification of some positions in this department, which he explained in detail. City Librarian Alaniz addressed his budget advising that he Library bdgt is requesting additional funds for the literacy program, Children's Librarian and also a micro reader printer. IT WAS CONSENSUS OF COUNCIL/AGENCY TO RECESS FOR FIVE Recess MINUTES. TIME OF RECESS: 8:50 P.M. THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY RECONVENED AT 8:55 P.M. Chief of Police Nelson addressed the Police Department Operations, Public Safety and Emergency Services Budgets stating that there are increases in all operations, which he explained in detail. Director of Community Services Guarrera addressed the Community Services Budget which consists of Recreation, Senior Programs, Transportation and Head Start Program. Discussion held regarding the swimming pool at Slauson Park and whether the City should consider having a year round pool at Memorial Park. 06/24/91 PAGE TWO Reconvened Police Dept. Bdgt Comm. Svs Bdgt 1 , Director of Community Development Bruckner addressed the Community Development Budget which consists of Planning, Community Improvement, Building and Engineering. He stated that there is a slight increase in the budget in order to serve the public more efficiently, which he explained in detail. Discussion was held regarding the Rental Housing Inspection Program, which is self supporting. It was suggested that Community Improvement Officers work on weekends, and that the matter be investigated. Comm Dev. Bdgt Superintendent of Public Works Pedroza addressed the Public Pub Wks Works Budget which consists of Building Maintenance, bdgt Streets and Parks Divisions. Discussion was held regarding the Woman's Club and fee waivers that are granted during the year. It was consensus of Council to recess to closed session to Recess to discuss personnel matters. clsd sess TIME OF RECESS TO CLOSED SESSION: 10:51 P.M. THE CITY COUNCIL RECONVENED AT 11:34 P.M. Reconvened Moved by Councilman/Director Dangleis, seconded by Adjourn to Councilman/Director Alexander and unanimously carried by 6/25/91 roll call to adjourn to Tuesday, June 25, 1991, at 6:30 P.M. 6:30 p.m. in the Azusa Senior Citizen Center.
